A. Resolution for Improvement Under the Illinois Highway Code – 2023 Coombs-Highland McDonald Resurfacing Project – Section Number 21-00190-00-RS ($957,121)
Objective: Provide funding for the city’s share of both the construction of the 2023 Coombs Highland-McDonald Resurfacing Project, Section Number 21-00190-00-RS, and for the construction engineering services to be provided in relation to the project using Motor Fuel Tax Fund revenue.
B. Joint Funding Agreement for Construction Work – 2023 Coombs-Highland-McDonald Resurfacing Project – Section Number 21-00190-00-RS ($957,121)
Objective: Identify and agree on cost sharing requirements for the city’s portion of both the construction and construction engineering services for the 2023 Coombs-Highland McDonald resurfacing project using Motor Fuel Tax Fund revenue.

C. Lease Agreement with the Elgin Area Historical Society for 302 West Chicago Street (No Cost)
Objective: Execute a ten-year lease with the Elgin Area Historical Society for a public education and gathering space at 302 West Chicago Street.
D. Purchase of Services Agreement with the Elgin Public Museum ($60,000)
Objective: Contract with the Elgin Public Museum to provide services to maintain public property exhibits and deliver educational programming to the community regarding natural history and anthropology.
E. Elgin Public Museum of Natural History and Anthropology Transfer of Ownership Collection (No Cost)
Objective: Complete the transfer of ownership of the museum collection from the City of Elgin to the Elgin Public Museum of Natural History & Anthropology.
F. Illinois Commerce Commission Transportation Bureau/Rail Safety Section Stipulated Agreement 2264 between the Dakota, Minnesota & Eastern Railroad and the City of Elgin for Highland Avenue Highway Rail Grade Improvement (No Cost)
Objective: Fulfill the City’s obligation to maintain reliable infrastructure for serving businesses and residents.
G. Engineering Services Agreement with Hampton, Lenzini and Renwick, Inc. for the Mclean Boulevard at Bowes Road Pedestrian Improvement Project ($55,070)
Objective: Prepare necessary design engineering documents, plans, specifications, bid documents and construction oversight in line with the agreement scope towards the Mclean Boulevard at Bowes Road pedestrian improvement project.
H. Acceptance of Certain Public Improvements within West Point Gardens South Phase 1 Subdivision ($37,058 Estimated Five-Year Maintenance Cost)
Objective: Fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents.
I. Acceptance of Certain Public Improvements within West Point Gardens South Phase 2 Subdivision ($12,980 Estimated Five-Year Maintenance Cost)
Objective: Fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents.
J. Acceptance of Certain Public Improvements within West Point Gardens South Phase 2A Subdivision ($160 Estimated Five-Year Maintenance Cost)
Objective: Fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents.
K. Amendments to the 2022 Budget Consistent with the Illinois Municipal Budget Law (No Cost)
Objective: Provide budget amendments to reflect actual financial activity undertaken within the 2022 Budget.
L. Sale of Fire Department’s Surplus Emergency Portable Radios ($150,000 Revenue)
Objective: Eliminate the fire department’s storage of surplus emergency portable radios and provide these resources to fire departments in need of such radios.
M. Agreement with Minutemen Security and Life Safety for a Mobile Parking Enforcement System ($53,873)
Objective: Utilize a mobile parking reinforcement system for the purpose of efficiently and effectively enforcing parking restrictions within the city.
N. Purchase of Property and Evidence Platform Solution Software from FileOnQ ($36,700)
Objective: Replace the department’s current property and evidence software platform with FileOnQ’s Property and Evidence Platform Solution Software that will allow for a complete software solution and enhancement of the department’s current capabilities.
O. Agreement with PRI Management Group Corporation for Records Division Audit ($31,250)
Objective: Conduct an audit of the police department records division along with an evaluation of the department’s current operating policies and practices.
P. Kane County Child Advocacy Center Agreement for Investigating Sensitive Crimes Involving Children ($35,000)
Objective: Provide investigative and victim services for cases involving children who have been victimized by sexual or serious abuse.
Q. Amendment Agreement No. 1 with Stewart Spreading, Inc. for the Removal and Disposal of Water Treatment Lime Residuals for 2023. ($2,239,320)
Objective: Continue treatment of the city’s drinking water by responsibly handling the lime softening waste residual from the city’s water treatment process.
R. Engineering Services Agreement with HR Green, Inc. for Drainage Study Services ($98,090)
Objective: Prepare a drainage study for various localized flooding locations within the City to understand the factors contributing to flooding and evaluating potential alternatives to mitigate localized flooding.
