City of Evanston Transportation and Parking Committee met Aug. 26.

(I) CALL TO ORDER/DECLARATION OF A QUORUM
As the result of an executive order issued by Governor J.B. Pritzker suspending in-person attendance requirements for public meetings, the Transportation and Parking Committee members and City staff will be participating in this meeting remotely. Due to public health concerns, residents will not be able to provide public comments in-person at the meeting. Those wishing to make public comments may submit written comments in advance or sign up to provide public comments by phone or video during the meetin

Amendments to Allow for Parking on Parkway
Parking staff recommends adopting an Ordinance to amend the City Code to allow for parking on a parkway. Code Sections “Parking a Motor Vehicle” and “Vehicles on Sidewalk, Parkway” would be amended to allow for parking of a vehicle as long as the vehicle fits within one foot of the street and/or sidewalk. In addition, the parking violation fee for parking on a parkway would be amended to only allow for citations if the vehicle were not within the one-foot specifications noted above.

Staff seeks feedback from the Transportation & Parking Committee on the proposed next steps for the dissolution of the Committee that will be discussed at the September 9, 2020, Rules Committee meeting.

Preliminary Missing Sidewalk Analysis
Staff requests the Transportation and Parking Committee receive the
Preliminary Missing Sidewalk Analysis memo for discussion.

Parking Fees for Disabled Parking Spaces
Parking staff requests the Transportation and Parking Committee provide direction on parking fees in disabled parking spaces. In October 2019, Parking staff discussed charging at disabled parking spaces other than those with a yellow and silver placard. The State of Illinois eliminated automatic free parking for handicapped parking in 2017, which makes it permissible for Evanston to begin charging if desired.
However, the Committee should decide whether or not the additional revenue would be worth any potential hardship for the disabled community.
