Village of Palatine Beautification Commission met July 22.

II. APPROVAL OF MINUTES

1. Beautification Commission - Regular Meeting - February 24, 2020 - Accepted

Accepted as amended. Changed Nancy Robinson's attendance to present.

III. OLD BUSINESS

1. Daylily Planting -

Due to the statewide Covid-19 shutdown, the day lily planting event was cancelled.

The Forestry Division did plant new day lilies and mulched the beds.

Commissioners commented that they look beautiful once again this year.

2. Spring Planting Project -

The grower we use provided all requested plants this year. They did not need to substitute any of the Commissioners' species selections.

The spikes are short, but Forestry recommends giving them a little time. They will pop very soon.

Elias reviewed the plans as drawn up and showed the Commissioners pictures of how those planting areas look today.

3. Hometown Pride Awards -

The Hometown Pride Award program is running as planned this year.

Staff has been hanging the banner and placed the flyer mailbox at the Farmers' Market. It is also being promoted through the Village newsletter, on the Village website home page and on the Rotary Plaza message board.

Nominations are due by Friday, July 24, 2020 and judging will take place at the Beautification Commission meeting on Monday, July 27, 2020.

4. Farmers' Market Booth -

Once again, the Farmers' Market has offered space for the Beautification Commission to host a booth at an upcoming Farmers' Market.

Commissioners would like to host a booth on Saturday, July 11, 2020 from 7 am - approximately 11 am, weather permitting, with 2 shifts (7-9 and 9-11).

Nathan Etter and Pat Fluhler will tend the booth from 7am - 9am and Sue Albro will tend the booth from 9am - 11am.

5. Scarecrows on Parade -

Elias notified the Commission that Oktober Fest has not been officially cancelled, but it looks like it will be cancelled.

There was discussion about whether Scarecrows on Parade should take place should Oktober Fest be cancelled. Since this is an entirely outdoor activity and entries are spaced more than 10 feet apart, Scarecrows on Parade should continue in some form. Some commissioners expressed a preference that there is no judging and the event should take place in the spirit of people coming together. No decision was made regarding judging. It was also suggested that the Scarecrows on Parade installation could be moved to October 3rd so that the scarecrows could be displayed the entire month of October.

IV. NEW BUSINESS

1. Commissioners Appointed & Current Openings -

In May, Mayor Schwantz appointed Commissioners Bean, Etter and Robinson for 2 year terms. Congratulations, Commissioners!

Carol Gabiner resigned her commission, effective immediately.

Mrs. Gabiner's resignation creates a new opening. Currently, the Commission has 2 open seats.

2. Distribute Updated Commissioner List -

The updated Commissioner Contact list was distributed.

3. Arbor Day -

Due to Covid-19, Arbor Day festivities were cancelled.

4. Fall Decorations -

Elias informed Commissioners that the fall decoration event is usually conducted the first or second week of September in order to have the corn stalks installed ahead of Scarecrows on Parade and Oktober Fest. If Oktober Fest is cancelled, the Commissioners came to a consensus that they would like to install the corn stalks on October 3rd, combining the Fall Decorating and Scarecrows on Parade events in the same day.

5. 50/50 Landscape Program Application - Motion Carried by Voice Vote

Elias presented the 50/50 Landscape Application for Virginia Lake Court.

Elias reviewed the program specifications that the grant limit is 50% of the entire project, up to $1,000, with the program requirement that the Village money is spent entirely on living plants.

Elias reviewed staff comments and recommendations for enhancing the cul-de- sac.

Commissioners reviewed the application and voted to accept the application and approve funds.
