Village of Buffalo Grove Board of Fire and Police Commissioners met December 4.

Here is the minutes provided by the Board:

Call To Order and Roll Call:

The meeting was called to order at 6:00 p.m. by Chairman Rubin in the Trustee Conference Room of Village Hall. Commissioner Dibbern called the roll and noted for the record that a quorum was present at the meeting. Present were Chairman Rubin, Commissioners Johnson, Hartman, Kulwin and Dibbern. Also in attendance were Fire Chief Baker, Deputy Fire Chief Wagner, Deputy Police Chief Eisenmenger, HR Director Malinowski, Management Analyst Cahill and Trustee Liaison Ottenheimer.

Approval Of Minutes:

A. Commissioner Johnson made a motion to approve the minutes of the BFPC Regular Meeting of October 2, 2017, seconded by Commissioner Kulwin. Commissioners Johnson, Kulwin, Dibbern and Rubin voted in favor of the motion. Commissioners Hartman abstained. The motion passed.

B. Commissioner Hartman made a motion to approve the minutes of the BFPC Regular Meeting of November 6, 2017, seconded by Commissioner Kulwin. Commissioners Kulwin, Hartman and Rubin voted in favor of the motion. Commissioners Johnson and Dibbern abstained. The motion passed.

Chairman’s Report:

The Chairman had no news to report.

Commissioner’s Reports: Commissioner Johnson thanked the Village Staff and others for condolences received on the death of her nephew.

Chief And Trustee Reports:

Fire Department:

A. Chief Baker noted that two candidates are currently undergoing background checks.

Police Department:

A. Deputy Chief Eisenmenger had no news to report.

Questions From The Audience: None

Old Business:

A. A motion was made by Commissioner Dibbern, seconded by Commissioner Hartman, to approve and award military points as requested for Police Sergeant Candidates De La Paz and Shipman. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed. B. A motion was made by Commissioner Dibbern, seconded by Commissioner Johnson, to approve the 2017 Police Sergeant Final Eligibility Register, effective December 23, 2017 and expires December 22, 2020. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed.

New Business:

A. FF/PM candidate(s) will be discussed in Executive Session.

Executive Session:

A. A motion was made at 6:12 p.m. by Commissioner Hartman, seconded by Commissioner Johnson, to move to Executive Session to discuss Section 2(C)(1) of the Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners Johnson, Hartman, Kulwin, Dibbern and Rubin voted in favor of the motion. The motion passed.

The Commission moved to Executive Session from 6:13 p.m. to 6:14 p.m.

Return To Open Session:

The open session resumed at 6:14 p.m.

FF/PM Candidate #25: Eric Sutherland. A motion was made by Commissioner Dibbern, seconded by Commissioner Kulwin, to make a conditional offer of employment to FF/PM Candidate Sutherland. Commissioners Johnson, Hartman Kulwin, Dibbern, and Rubin voted in favor of the motion. The motion passed.

Chairman Rubin will contact the candidate.

Adjournment:

A motion was made by Commissioner Johnson, seconded by Commissioner Hartman, to adjourn the meeting at 6:16 p.m. All Commissioners present voted in favor of the motion. The motion passed.
