Village of Wheeling Cook and Lake Counties of Liquor Control Commission met July 17.

Meeting called to order at 6:30 pm

3. Roll Call - Clerk Simpson called the roll and the following members were present:

Citizens Concerns & Comments-
John Kraft asked for the number of funeral homes that have received liquor licenses; Attorney Ferolo stated "just one."
Kirk Allen spoke about transparency in FOIA.
4. Approval of Minutes
Approval of Minutes of the Special Meeting of June 5, 2017
Motion by Ray Lang, second by Mary Papantos to approve Minutes as presented.
Yes: Pat Horcher, Ken Brady, Mary Krueger, Ray Lang, Mary Papantos, Joe Vito, Dave Vogel Final Resolution: Motion Approved
5. Consideration of a Request for a Class B-V Liquor License from Elite Restaurant Group Inc. DBA Bella's Bistro
The petitioner was present and answered questions from the Board.
Village Manager Jon Sfondilis read the conditions into the record.
Motion to approve conditionally on 1) passage of legislation by the Board of Trustees granting applicable special use approval; 2) passage of an ordinance by the Board of Trustees authorizing the creation of a new Class B-V liquor license; and 3) payment of all applicable license fees.
Manager Sfondilis read the Class B-V license description into the record.
Motion by Ray Lang, second by Mary Papantos.

6. Consideration of a Request for a Class D-4 Liquor License from Elite Restaurant Group Inc. DBA Bella's Bistro
Village Manager Jon Sfondilis clarified that this license type is for packaged liquor.
The petitioner was present and answered questions from the Board.
Manager Sfondilis read the conditions into the record and stated the fees for both licenses.
Motion to approve conditionally on 1) passage of legislation by the Board of Trustees granting applicable special use approval; 2) passage of an ordinance by the Board of Trustees authorizing the creation of a new Class D-4 liquor license; 3) payment of all applicable license fees; and 4) receipt of a Class B-V liquor license.
Motion by Mary Krueger, second by Mary Papantos.
Manager Sfondilis read the Class D-4 license description into the record.
