The regular meeting of the Council of the City of Elgin, Illinois, was held on July 12, 2017, in the Council Chambers. The meeting was called to order by Mayor Kaptain at 7:00 p.m. The Invocation was given by Carl Ball, Lead Chaplain from the Elgin Police Department, and the Pledge of Allegiance was led by Mayor David Kaptain.

Roll call was answered by Councilmembers Dixon, Dunne, Gavin, Martinez, Shaw, Steffen, and Mayor Kaptain. Absent: Councilmembers Powell and Rauschenberger.
MINUTES OF THE JUNE 28, 2017, COUNCIL MEETING APPROVED AS DISTRIBUTED
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the June 28, 2017, Council Meeting Minutes as distributed. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Officer Steve Jones Resolution
The following Illinois House Resolution was read by Representative Anna Moeller:
HR0427 -HOUSE RESOLUTION Adopted May 24, 2017
WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of Officer Stevenson "Steve" Jones of Elgin, who passed away on May 6, 2017 at the age of 59; and
WHEREAS, Officer Jones was a veteran of the Elgin Police Department and a school resource officer at Kimball Middle School; he worked for 28 years making Elgin a better place to live; he was well known throughout Elgin, where he spent his entire career after being hired in 1989; and
WHEREAS, Officer Jones worked patrol for many years and was a member of the department's drug unit and the multijurisdictional North Central Narcotics Task Force; and
WHEREAS, Officer Jones ran a mentoring program for kids, connecting them with people he knew in the community; he helped organize the "community conversations" series held between police and residents at Second Baptist Church of Elgin; he was active with the National Organization of Black Law Enforcement Executives; and
WHEREAS, Officer Jones earned 16 letters of appreciation, a department commendation in 1995, and distinguished service awards in 2010 and 2015; and
WHEREAS, Officer Jones enjoyed sports and was a fan of the Chicago Bulls; he recently organized a visit at Kimball Middle School by Jarrett Payton, son of the late Walter Payton, the former Chicago Bears running back; and
WHEREAS, Officer Jones became very popular among the students and staff at Kimball Middle School in Elgin; many of the students described him as amazing, legendary, and some even said he was a father figure to them; he was very approachable and took many of the younger officers under his wing sharing many of his life experience; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Officer Stevenson "Steve" Jones, and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of Officer Jones as an expression of our deepest sympathy.
Parks and Recreation Month Proclamation
Mayor Kaptain read the following proclamation:
PROCLAMATION
WHEREAS, parks and recreation programs are an integral part of communities throughout this country, including Elgin; and
WHEREAS, our parks and recreation programs are vitally important in building an active community, establishing and maintaining the quality of life in our city, ensuring the health of all citizens and contributing to the economic and environmental well-being of a community and region; and
WHEREAS, our 75 parks and natural recreation areas improve water quality, protect groundwater, prevent flooding, improve the quality of the air we breathe, provide vegetative buffers to development, and produce habitat for wildlife; and
WHEREAS, our parks and natural recreation areas ensure the ecological beauty of our community and provide a place for children and adults to connect with nature and recreate outdoors; and
WHEREAS, the U.S. House of Representatives has designated July as Parks and Recreation Month.
NOW THEREFORE, I, David Kaptain, Mayor of the city of Elgin, Illinois do hereby declare the month of July as Park and Recreation Month in the city of Elgin.

PETITION 09-17 APPROVED FOR AN APPLICATION FOR CONDITIONAL USE FOR A PHYSICAL FITNESS FACILITY (SBG ILLINOIS) AT 1341 MANOR COURT, UNIT B
Marc Mylott, Community Development Director, provided an overview of Petition 09-17 which would grant a conditional use to allow a physical fitness facility. Staff and the Planning and Zoning Commission approved the petition subject to the conditions outlined in the memo.
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve Petition 09-17 subject to conditions. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Shaw, Steffen, and Mayor Kaptain. Nays: None.
PETITION 10-17 APPROVED FOR AN APPLICATION FOR CONDITIONAL USE FOR A CONDITIONAL RESIDENTIAL OCCUPATION (CERTIFIED MASSAGE THERAPIST) AT 403 NORTH ALFRED STREET
Marc Mylott, Community Development Director, provided an overview of Petition 10-17 which would grant a conditional use to allow a residential occupation. Staff and the Planning and Zoning Commission approved the petition subject to the conditions outlined in the memo.
There was discussion regarding potential impacts on the neighborhood.

RESOLUTION 17-100 ADOPTED ENDORSING THE METROPOLITAN MAYORS CAUCUS' GREENEST REGION COMPACT 2

Resolution No. 17-100
RESOLUTION ENDORSING THE METROPOLITAN MAYORS CAUCUS' GREENEST REGION COMPACT 2
WHEREAS, the Metropolitan Mayors Caucus provides a forum for the chief elected officials of the Chicago region to develop consensus and act on common public policy issues and multi-jurisdictional challenges; and
WHEREAS, the Metropolitan Mayors Caucus' participating Mayors and their communities have a history of environmental stewardship, from energy efficiency, water conservation, urban forestry, and participation in Clean Air Counts; and
WHEREAS, it is important for Mayors and local governments throughout the United States to take leadership roles to advance sustainability both in their own communities and in concert with regional, national and global initiatives; and
WHEREAS, the Metropolitan Mayors Caucus created the Greenest Region Compact 2 to address environmental sustainability issues of global importance at the local level; and
WHEREAS, the Greenest Region Compact 2, also called the GRC2, is built on important environmental initiatives already underway in communities, in partnership with many non-profit, state, regional and national organizations; and
WHEREAS, the GRC2 synthesizes sustainability goals already adopted by leading communities in the region; and these consensus goals align with common regional, state, national and global objectives; and
WHEREAS, the GRC2 offers a companion Framework to guide communities of all sizes and strengths to assess their current efforts; develop a sustainability plan suited to local priorities; and will offer resources to help them succeed; and
WHEREAS, the consensus goals of the Greenest Region Compact 2 will guide coordinated efforts toward enhanced quality of life for residents; protection and stewardship of the environment and sustainable economic vitality.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that the City of Elgin, Illinois endorses the Greenest Region Compact 2 proposed by the Metropolitan Mayors Caucus and agrees to work to achieve them, both in their own communities and in collaboration throughout the region.

Dewis, City Clerk, be and are hereby authorized and directed to execute an agreement on behalf of the City of Elgin with F.H. Paschen, S.N. Section 1. That Section 11.60.066 of the Elgin Municipal Code, 1976, as amended, entitled “Limited Parking Areas; Restrictions on Odd and Even Numbered Days” be and is hereby further amended by amending subparagraph B thereof by adding a new subsection 4 thereto to read as follows:
"Area 4 - Stewart Avenue and Parkway Avenue between Dundee Avenue and Dakota Drive, including Trout Avenue and Victor Avenue."
Section 2. That all ordinances or parts of ordinance in conflict with the provisions of this ordinance be and are hereby repealed to the extent of any such conflict.
Section 3. That this ordinance shall be in full force and effect upon its passage and publication in the manner provided by law.
