Village of Buffalo Grove Board of Fire and Police Commissioners Met July 19.

Here is the minutes provided by the board:

CALL TO ORDER and ROLL CALL:

The meeting was called to order at 6:00pm by Chairwoman Dibbern. Commissioner Dryman, Secretary, called the roll & noted for the record that a quorum was present for the meeting. Present at Village Hall were Commissioners Fishman, Dryman, Berman, Blumenthal & Chairwoman Dibbern. Also, in attendance were Chief of Police Casstevens, Fire Chief Baker, Deputy Police Chief Eisenmenger, HR Director Malinowski, HR Management Analyst Goldbach, Trustee Liaison Smith & Trustee Liaison Weidenfeld.

APPROVAL OF MINUTES:

A. Chairwoman Dibbern made a motion to approve the minutes of the BFPC Regular Meeting on June 7, 2021, seconded by Commissioner Berman. Commissioners Fishman, Berman, Dryman and Chairwoman Dibbern voted in favor of the motion. Commissioner Blumenthal abstained. The motion passed.

B. Chairwoman Dibbern made a motion to approve the minutes of the BFPC Special Meeting on June 19, 2021, seconded by Commissioner Dryman. Commissioners Fishman, Berman, Dryman and Chairwoman Dibbern voted in favor of the motion. Commissioner Blumenthal abstained. The motion passed.

C. Chairwoman Dibbern made a motion to approve the minutes of the BFPC Special Meeting on June 21, 2021, seconded by Commissioner Dryman. Commissioners Fishman, Berman, Dryman and Chairwoman Dibbern voted in favor of the motion. Commissioner Blumenthal abstained. The motion passed.

D. Chairwoman Dibbern made a motion to approve the minutes of the BFPC Special Meeting on July 19, 2021, seconded by Commissioner Dryman. Commissioners Fishman, Berman, Blumenthal, Dryman and Chairwoman Dibbern voted in favor of the motion. The motion passed.

CHAIRWOMAN’S REPORT:

A. Chairwoman Dibbern reported that Commissioner Berman has agreed to become the next Chairperson for the BFPC.

B. Chairwoman Dibbern welcomed Commissioner Blumenthal to the BFPC.

COMMISSIONER’S REPORTS:

A. Commissioner Dryman congratulated Commissioner Berman on his accepting the Chairperson position.

B. Commissioner Fishman congratulated Commissioner Berman on his accepting the Chairperson position.

C. Commissioner Blumenthal congratulated Commissioner Berman on his accepting the Chairperson position & thanked everyone for the welcome into the BFPC.

TRUSTEE REPORTS: None

CHIEF REPORTS:

POLICE DEPARTMENT:

A. Chief Casstevens reported that Lieutenant Goldstein has successfully passed his year probationary period as Lieutenant (letter presented to BFPC for records)

B. Chief Casstevens reported that Officer Megan Diaz is back at the Police Academy after recovering from her injuries sustained while training at the Academy earlier.

C. Chief Casstevens reported that three sergeants qualify for the 2022 Lieutenant testing process when the current eligibility list expires on March 4, 2022. Two sergeants have declined to enter the process.

D. Chief Casstevens requested that the BFPC revise the Lieutenant testing/promotional process to waive the testing elements for the 2022 process since only one sergeant has applied.

FIRE DEPARTMENT:

A. Chief Baker thanked everyone for their help with the written/oral exams for the FF/PM testing.

B. Chief Baker reported 2 FF/PM current vacancies.

C. Chief Baker reported that 2 Long Term Disabilities should be returning to full duty in 4 months.

QUESTIONS FROM THE AUDIENCE: None

SPECIAL BUSINESS: None

OLD BUSINESS: None

NEW BUSINESS:

A. Chairwoman Dibbern initiated a conversation regarding the 2021 FF/PM New Hire testing process

a. 27 candidates were interviewed on July 10

i. 23 passed

ii. A good number of candidates may not have their PM license

b. Preference points are due July 23rd

c. Final register to be reviewed & posted next BFPC Meeting

B. Chairwoman Dibbern initiated a discussion about the 2021 PO New Hire Testing activities

a. The final eligibility roster was posted July 10th.

b. Lateral candidates are being investigated by BGPD at this time.

C. Chairwoman Dibbern informed the Commission and HR Director Malinowski that the current FF/PM Lieutenant promotional was approved & posted.

D. Chairwoman Dibbern entertained a motion to revise the criteria for the 2022 Lieutenant promotional process subject to the material presented to the BFPC based & recommendations by the Chief Casstevens, seconded by Commissioner Berman on the following:

a. There is only one candidate that qualifies for the position

b. A letter of recommendation will be received from Chief Casstevens based on

i. Time in service

ii. Time as Sergeant (Promoted 6 years ago 9/2016)

iii. No disciplinary issues on his permanent record

Commissioners Fishman, Berman, Dryman, Blumenthal & Chairwoman Dibbern voted in favor of the above motion. The motion passed.

EXECUTIVE SESSION: None

ADJOURNMENT:

A motion was made by Chairwoman Dibbern, adjourn the meeting at 6:30pm, seconded by Commissioner Dryman. Chairwoman Dibbern and Commissioners Fishman, Berman, Blumenthal & Dryman voted in favor of the motion. The motion passed & the Special Regular BFPC Meeting was adjourned.
