Village of Buffalo Grove Board of Fire and Police Commissioners met July 6.

Here is the minutes provided by the board:

CALL TO ORDER and ROLL CALL:

The meeting was called to order at 6:02 p.m. by Chairman Dibbern via remote go-to-meeting.

Johnson called the roll and noted for the record that a quorum was present at the meeting. Present were Commissioners Johnson, Hartman, Fishman, Berman, and Dibbern. Also present were Fire Chief Baker, HR Director Malinowski, and Management Analyst Golbach, and Trustee Liaison Dr. Smith.

APPROVAL OF MINUTES:

A. Commissioner Fishman made a motion to approve the minutes of the BFPC Regular Meeting of March 2, 2020, seconded by Commissioner Berman. Commissioners Johnson, Hartman. Fishman, Berman, and Dibbern voted in favor of the motion. The motion passed.

B. Commissioner Hartman made a motion to approve the minutes of the BFPC Special Meeting of June 11, 2020, seconded by Commissioner Berman. Commissioners Johnson, Hartman. Fishman, Berman, and Dibbern voted in favor of the motion. The motion passed.

C. Commissioner Berman made a motion to approve the minutes of the BFPC Special Meeting of June 13, 2020, seconded by Commissioner Fishman. Commissioners Johnson, Hartman. Fishman, Berman, and Dibbern voted in favor of the motion. The motion passed.

CHAIRMAN’S REPORT:

A. Chairman Dibbern extended a thank-you to Lieutenant Rodriguez for assisting with the Lateral Entry Oral Interview process. She said the technology was excellent and the process efficient and smooth.

B. Chairman Dibbern advised that we had a candidate to discuss in closed session.

COMMISSIONER’S REPORTS:

A. Commissioner Johnson thanked the Police Department for ensuring a safe and organized Black Lives Matter peaceful protest, and for doing a great job of making everyone feel welcome.

B. Commission Hartman suggested that the Fire Department use a password-protected file for all background check information that is sent to Commissioners.

TRUSTEE REPORTS: None.

CHIEF REPORTS:

FIRE DEPARTMENT:

A. Chief Baker advised that Courtney Marshall is the new Administrative Assistant and had difficulties figuring out how to password-protect the background packet. He assured the Commissioners that going forward, all files will be password-protected. HR Director Malinowski offered to assist Courtney with navigating the system if she requires assistance.

B. Chief Baker advised that one candidate has been sent out for review and consideration by the background review team, and two candidates are in the final background process. There is a third candidate in the background process. There are currently four openings for FF/PM.

C. Chief Baker shared that a FF/PM is out with a knee injury and will let the Commissioners know his progress at a future meeting.

D. Chief Baker was pleased to announced that Kyle Dalton will pass the probation period on July 12th.

E. Chief Baker advised that Deputy Chief Wagner is a grandfather of twins and extended wish-well and congratulations on behalf of the department and Village.

POLICE DEPARTMENT: None. 

QUESTIONS FROM THE AUDIENCE: None 

SPECIAL BUSINESS: None

OLD BUSINESS: None

NEW BUSINESS:

A. Chairman Dibbern asked for a motion to approve the Lateral Police Officer Final Eligibility Register. Only one candidate received preference points. Commissioner Hartman made a motion to approve the Lateral Police Officer Final Eligibility Register as presented. Seconded by Commissioner Berman. Commissioners Johnson, Hartman. Fishman, Berman, and Dibbern voted in favor of the motion. The motion passed.

B. Chairman Dibbern asked for a motion to approve the minutes as part of the six-month review of closed / executive session minutes. Commissioner Berman made a motion to approve closed / executive session minutes from July to December 2018, January to December 2019, and January, March and June 2020. Seconded by Commissioner Fishman. Commissioners Johnson, Hartman. Fishman, Berman, and Dibbern voted in favor of the motion. The motion passed.

C. Chairman Dibbern reviewed the Police Sergeant testing timeline, and advised that the process will commence in early August with an orientation session (will determine if live or virtual), by September 12- 13th, interviews will take place, written exam administered by an outside agency by October 15th, and assessment center on or about October 22nd to 23rd. A preliminary list will be published in November and the final register by December 19th.

EXECUTIVE SESSION:

A. A motion was made at 6:18 p.m. by Commissioner Hartman, seconded by Commissioner Fishman to move to Executive Session to discuss Section 2(C)(1) of the Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners Johnson, Fishman, Berman, and Dibbern voted in favor of the motion. The motion passed.

B. The Commission moved to Executive Session from 6:21 p.m. to 6:26 p.m.

C. Commissioner Johnson made a motion to adjourn Executive Session at 6:26 p.m., seconded by Commissioner Berman. Chairman Dibbern and Commissioners Johnson, Hartman, Fishman and Berman voted in favor of the motion. The motion passed.

RETURN TO OPEN SESSION:

A. The open session resumed at 6:26 p.m.

B. FF/PM Candidate #10: Nick Chism. A motion was made by Commissioner Johnson, seconded by Commissioner Fishman, to make a conditional offer of employment to FF/PM Candidate Chism. Commissioners Johnson, Hartman, Berman, and Dibbern voted against the motion. Commissioner Fishman voted in favor of the motion. The motion failed.

ADJOURNMENT:

A motion was made by Commissioner Berman, seconded by Commissioner Hartman to adjourn the special meeting at 6:29 p.m. All Commissioners present voted in favor of the motion. The motion passed.
