CALL TO ORDER

President Sussman called the meeting to order at 7:30 P.M. This meeting is being conducted via audio and video conferencing.

ROLL CALL

Roll call indicated the following present via audio/video: President Sussman; Trustees Stein, Ottenheimer, Weidenfeld, Johnson, Smith and Pike.

Also present via audio/video were: Dane Bragg, Village Manager; Patrick Brankin, Village Attorney; Jenny Maltas, Deputy Village Manager; Chris Stilling, Deputy Village Manager; Chris Black, Director of Finance; Art Malinowski, Director of Human Resources; Evan Michel, Management Analyst; Mike Reynolds, Director of Public Works; Julie Kamka, Deputy Clerk; Police Chief Casstevens.

APPROVAL OF MINUTES

Moved by Weidenfeld, seconded by Ottenheimer, to approve the minutes of the May 18, 2020 Regular Meeting.

Upon roll call, Trustees voted as follows:

AYES: 6 – Stein, Ottenheimer, Weidenfeld, Johnson, Smith, Pike

NAYS: 0 – None

Motion declared carried.

WARRANT #1315

Mr. Black read Warrant #1315. Moved by Stein, seconded by Weidenfeld, to approve Warrant #1315 in the amount of $2,004,583.05 authorizing payment of bills listed. Upon roll call, Trustees voted as follows:

AYES: 6 – Stein, Ottenheimer, Weidenfeld, Johnson, Smith, Pike

NAYS: 0 – None

Motion declared carried.

RESOLUTION NO. 2020-25 – EXECUTIVE ORDER

Mr. Bragg reviewed the proposed resolution, details of which are contained in the Village Board Meeting Agenda Item Overview that he prepared.

Moved by Smith, seconded by Johnson, to pass Resolution No. 2020-25, extending Executive Order 2020-05.

Upon roll call, Trustees voted as follows:

AYES: 6 – Stein, Ottenheimer, Weidenfeld, Johnson, Smith, Pike

NAYS: 0 – None

Motion declared carried.

VILLAGE PRESIDENT’S REPORT

President Sussman reported that long-time resident, Joan Kuffel, passed away last week. Mrs. Kuffel was a volunteer for Buffalo Grove for over 60 years and designed the official Village flag as well as worked on the 50th Anniversary Committee in 2008. In honor and memory of Mrs. Kuffel, Village flags will be flown at half-mast on Tuesday, June 2, 2020.

VILLAGE MANAGER’S REPORT

Mr. Bragg again noted that, in order to accommodate the TIF Public Hearing for the Lake Road TIF plan, the June 15, 2020 Village Board Meeting will be postponed until June 22, 2020, and there will be no Board Meeting on June 15, 2020.

Chief Casstevens thanked the Board and the citizens of Buffalo Grove for the opportunity to serve as Police Chief, and addressed the concerns regarding the recent week’s events surrounding the death of George Floyd in Minneapolis, Minnesota. Chief Casstevens noted that his thoughts, prayers and condolences are with the entire Floyd family. Mr. Floyd died at the hands of a law enforcement officer who was sworn to protect. All Buffalo Grove police officers have viewed the video and every single officer is outraged and disgusted with the disregard for life and dignity that played out on that Minneapolis street. Any officer who is not disgusted by this video should turn in their badge. The Buffalo Grove Police Department holds all lives as sacred and clearly condemns this act. Every officer has signed the Law Enforcement Oath of Honor. Every officer has signed a document called “The Ten Shared Principles” between Illinois Law Enforcement and the Illinois NAACP. This document is framed and on display in the hallway of the Buffalo Grove Police Department. The document discusses the basic principles of integrity, fairness, respect, and the tenets of procedural justice and police legitimacy. Officers of the Buffalo Grove Police Department are professionals. They receive annual training on use of force, and kneeling on a person’s neck is never, and never has been, an appropriate use-of-force tactic. Officers are vigorously trained on the process of de-escalation in conjunction with the training that addresses use of force. The goal is to approach, listen, understand and work to diffuse the situation so that use of force is rarely necessary. The Buffalo Grove Police Department is here to serve and protect, and pledges that they will always perform that duty with dignity, respect, tolerance and fairness. The Buffalo Grove Police Department command staff welcomes any inquiry into its policies and procedures – we hire the best, train the best, and promote the best. The Buffalo Grove Police Department is committed to transparency in pattern and practice of the profession. Chief Casstevens offered his personal assurance that the kind of assault on life, liberty and dignity that occurred in Minneapolis is not part of the fabric of this community

Mr. Bragg confirmed to the Board that staff has been working very closely with Chief Casstevens and his team to ensure the safety and security of all Village residents and businesses.

Mr. Stilling provided an update on the Village's transition to Phase 3 of the Governor's Restore Illinois Plan.

REPORTS FROM TRUSTEES

There were no Trustee Reports tonight.

CONSENT AGENDA

There is no Consent Agenda tonight.

ORDINANCE NO. 2020-38 – RISK RESILIENCE AND ASSESSMENT

Moved by Pike, seconded by Weidenfeld, to pass Ordinance No. 2020-38, approval of the Strand Associates contract in an amount not to exceed $61,600.00, pending legal review. It is further recommended that a 10% ($6,160.00) contingency be created for any unforeseen issues that may arise. This project including the contingency will be fully funded through a grant from the Northwest Water Commission.

Mr. Reynolds reviewed the proposed ordinance, details of which are contained in his memo of May 22, 2020 to Mr. Bragg.

AYES: 6 – Stein, Ottenheimer, Weidenfeld, Johnson, Smith, Pike

NAYS: 0 – None

BOARD, COMMISSION, COMMITTEE APPOINTMENTS

Moved by Weidenfeld, seconded by Stein, to concur with the Board, Commission and Committee appointments as presented in Board packets.

Trustee Johnson stated that the Board typically receives reports from staff regarding attendance for the proposed appointees. Because of the current pressures on staff, this report was not received this year, and she would like to table this issue until the next meeting in order to give the Board the opportunity to review that report. Trustee Pike seconded the motion.

Mr. Bragg confirmed that current appointments would remain until re-appointments are made.

President Sussman reviewed the parameters to be followed by speakers and asked if there were any questions from the audience on items not on tonight’s agenda; there were no such questions.

EXECUTIVE SESSION

Moved by Weidenfeld, seconded by Ottenheimer, to adjourn this meeting and move to Executive Session to discuss Litigation, Section 2(C)(11) of the Illinois Open Meetings Act: When an action against, affecting or on behalf of the particular Public Body has been filed and is Pending before a Court or Administrative Tribunal, or when the Public Body finds that an Action is Probable or Imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the Closed Meeting. Upon roll call, Trustees voted as follows:

AYES: 6 – Stein, Ottenheimer, Weidenfeld, Johnson, Smith, Pike

NAYS: 0 – None
