The Village of Skokie has updated its municipal code to further restrict the use of Village-owned properties for federal immigration enforcement operations unless there is a valid criminal warrant. The changes, approved by the Village Board on November 3, apply to all Village-owned buildings, parking lots, garages, vacant lots, and other properties.
This update builds on previous efforts by the Village to support residents regardless of their immigration status. Measures include an internal protocol for staff to report federal immigration activity on Village property, distributing an immigrant rights flyer to community organizations such as schools and houses of worship, and creating a multilingual webpage with information about immigrant rights and resources.
The Village encourages individuals and families seeking assistance with immigration matters to utilize several resources. These include the Village of Skokie Human Relations Commission’s Protecting Your Rights flyer and webpage, the Illinois Immigration Information Hub, the Illinois Coalition for Immigrant and Refugee Rights (ICIRR), North Suburban Legal Aid Clinic, and Resurrection Project – Immigration Legal Services. In emergencies or to report ICE activity, community members can call the ICIRR Family Support Hotline at 1-855-435-7693. Additional support is available through Skokie Health and Human Services at 847-933-8252.
According to the press release: "The Village of Skokie values inclusion, dignity and respect for all, and is committed to providing safe access to Village services and protecting the rights of all who live in our community."
The municipality also emphasizes compliance with the Illinois TRUST Act. This state law prevents local law enforcement from taking part in federal immigration enforcement or detaining individuals based solely on citizenship or immigration status without a valid criminal warrant. The Skokie Human Relations Ordinance further affirms this commitment by restricting access to village facilities for immigration enforcement purposes.
Community members are advised: "Community members concerned about the legitimacy of any observed law enforcement activity are encouraged to contact the Skokie Police Department by dialing 911."
Reaffirming its stance as an inclusive community, the statement concludes: "The Village of Skokie is a welcoming community, committed to serving all who call Skokie home. The Village recognizes the uncertainty and fear many are experiencing at this time, and reaffirms that Skokie is a place where everyone is valued and respected. The Village calls on all community members to embody Skokie’s welcoming spirit and continue showing compassion, respect and support for one another."
