President Hayes and the following Trustees responded to roll: Grasse, LaBedz, Schwingbeck, Baldino, Bertucci, Dunnington, Shirley and Tinaglia.

Also present were Randy Recklaus, Gregory Smith, Charles Perkins, Diana Mikula and Becky Hume.

IV. APPROVAL OF MINUTES 

A. Village Board 09/05/2023      Approved

Trustee Nicolle Grasse moved to approve. Trustee Robin LaBedz Seconded the Motion.

V. APPROVAL OF ACCOUNTS PAYABLE

Trustee James Bertucci moved to approve in the amount of $1,601,272.74.

A. Presentation of "One Book, One Village" Community Reading Event by Sherri Tader, Information Services Advisor and Neal Parker, Programs and Exhibits Specialist, Arlington Heights Memorial Library.

Sherri Tader and Neal Parker presented the Book for this year’s selection; the Two Lives of Sara by Catherine Adel West. She’s a Chicago author whose book is a work of historical fiction. There are 16 programs in which residents can participate. Check AHML.info/onebook for details.

A. Proceed at Own Risk Request – Verizon Cell 

Phone Tower, 1500 W Shure Drive 

Mr. Smith explained that Verizon and the owner of 1500 W. Shure Drive are requesting permission for a temporary mobile cellular antenna installation at the site. Ultimately, they will seek a permanent installation of cell antennas on the building. The application for permanent antennas will come back to the Board for review. Verizon asked for the proposed agreement to be amended to a date later than the October 30th application deadline, as they may not be able to meet that date. 

Ari Rosenthal, attorney for Verizon, said Sprint has left the site. The landlord has asked if Verizon can use the same mounts that are already on the building. This reuse requires new sets of drawings and evaluation by a structural engineer. The drawings and engineer’s report are anticipated in mid-October. The landlord will then need to review these documents. This makes the application date of late October difficult to meet. They are trying to get the application for permitting as fast as possible. The landlord and senior management still need to sign off on the agreement that staff has drafted. 

President Hayes asked what is the potential loss of service. Jessie McDaniel, engineer for the Verizon, said customers will lose coverage and capacity near Route 53, Rand Road and Dundee Road. This is why they are requesting for temporary service the help lessen the impact and gap in coverage in the area. 

Trustee Bertucci asked what is the area it would cover. Mr. McDaniel said the antenna covers half to one mile in any direction. 

Trustee LaBedz asked about the existing infrastructure. Mr. Perkins said the mechanical infrastructure was from a previous cell phone provider. Verizon is studying the existing mounts to see if they can reuse them. This evaluation takes about 3 weeks. They need a crew to gather data and time for the engineer to evaluate it, then they can make the determination if the existing mounts can be used. Mr. Rosenthal said there will be electrical power to the temporary installation, it will not be powered a generator. 

Trustee Tinaglia asked will the new cell towers will look different. The Verizon team said the new antennas are comparable in size and appearance and they will be as safe as they were before. The FCC regulates all providers. Nothing will be dramatically different. 

Trustee Shirley asked if there was a gap in service. Mr. Rosenthal said this area is being served by another antenna site and that site’s landlord has not renewed the lease. The temporary installation will bridge the gap until the proposed permanent antenna can take over the service from the previous location which is in Palatine. 

Trustee Bertucci asked if Verizon was in agreeance with the conditions. Mr. Rosenthal said yes. 

Trustee Baldino moved to approve authorizing the Village Manager to execute the amended Proceed At Own Risk declaration for Verizon to “Proceed At Own Risk” with construction of the temporary cell phone antenna while the petitioner submits an application to the Plan Commission for a Special Use and all required Variations for consideration of the permanent cell phone antenna on the current building at 1500 W Shure Drive. Trustee Bertucci Seconded the motion.
