2. MINUTES APPROVAL - March 21, 2023
Commissioner Debartolo moved, Commissioner Morgen seconded the motion to approve the regular meeting minutes as amended. On voice vote, all were in favor.

3. COMMUNITY PLANNING REPORT
Michaela Kohlstedt, Deputy Director reported the Village hired Jonathan Mendel as the new Director of DPS. She requested the Commission complete emailed IT training's and SOP's. The Village Board discussed the Green Acres Erickson Living development projects affordable housing plan at a past Committee of The Whole Meeting and scheduled a joint public hearing meeting (Plan Commission and Village Board) on May 9, 2023. Furthermore, the Village Board approved the following: 7-lot subdivision located at 2420-2450 Landwehr, and Noggin Builders special permit at Sander’s Court. A preliminary review was conducted for Dynomax regarding the property located at 4000 Commercial Avenue. To note, the Village Board expressed concern regarding the zoning relief, and requested the applicant submit environmental reports. On April 25, 2023, the property owners of Northbrook Court, will be speaking at the Village Board meeting.
Chairman Elisco asked if metal finishing manufacturing was performed in Sky Harbor. Ms. Kohlstedt responded no, only metal fabricating.
Commissioner Sandler noted the Villages e-newsletter goes to spam for Commission Members. Ms. Kohlstedt responded she will follow-up with IT.

5. CONTINUED REVIEW OF APPLICATIONS
A. DOCKET NO. PCD-23-02: 1809 WALTERS - ST. NORBERT & OUR LADY OF THE BROOK (Second Public Hearing). An application filed by Catholic Bishop of Chicago – St. Norbert and our Lady of the Brook as owner of 1809 Walters Avenue, for the purpose of authorizing the following zoning relief: A) Amend Part 1-C Sign Regulations of Article IX of the Village’s Zoning Code to allow Institutional Bulletin Board Signs with multi-color electronic message board displays in IB district; B) Special Permit for an electronic message board sign with multi-color display in IB district; C) Variation to reduce the ground sign setback from six feet to zero feet in the corner side yard; and D) Approval of any other such variations, waivers, and zoning relief as may be necessary.
Senior Planner Swati Pandey discussed an application submitted by Catholic Bishop of Chicago - St. Norbert and Our Lady of the Brook for the property located at 1809 Walters Avenue. The applicant is requesting zoning relief to allow installation of an electronic bulletin board sign. On March 21, 2023, the Commission considered a text amendment request for an electronic message board in the IB district to allow a multi-color display. The Commission determined the sign should only be allowed by special permit, which requires a second public hearing. She noted the requested relief/primary issues the Plan Commission should consider.
Commissioner Morgen made a motion to close the public hearing; seconded by Commissioner Sandler. On roll call vote, all were in favor. (6 Yes Votes, 0 No Votes)
Chairman Elisco asked if the Commission favors the fading effect for image transitions. Commissioner DeBartolo stated he favors images not fading.
The Commission agreed not to make changes to the image transition process.
Commissioner Sandler stated the sign must not face a residential district. He anticipates the Village might see requests for signs facing residential in the future.
Ms. Pandey clarified that the electronic bulletin board within 250 feet of residential will require a special permit .
Commissioner Sandler stated he is prepared to vote on the resolution.
Commissioner Torf made a motion to approve resolution no. 23-PC-5, as prepared and submitted by staff; seconded by Commissioner Sandler. On roll call vote, all were in favor. (6 Yes Votes, 0 No Votes)
6. REVIEW OF NEW APPLICATIONS
A. DOCKET NO. PCD-22-06: 2005 TECHNY ROAD - THREE-LOT SUBDIVISION FINAL PLAT APPROVAL FOR TECHNY CROSSING
Senior Planner Swati Pandey discussed an application submitted by Techny Crossing, LLC, for the property located at 2005 Techny Road. On November 2, 2021, the Plan Commission adopted the resolution and recommended approval of a tentative plat for 3-lot re-subdivision. The applicant submitted a final plat, which is incompliance with the tentative plat. To note, the rezoning and subdivision variation for the detention was approved. Staff provided a draft resolution for the Commission to consider.
Commissioner Schwager made a motion to approve resolution no. 23-PC-06, Docket No. 2005 Techny - three-lot subdivision final plat, as prepared and submitted by staff; seconded by Commissioner Morgen. On roll call vote, all were in favor. (6 Yes Votes, 0 No Votes)
7. OLD BUSINESS
Village Attorney Caitlyn Culbertson provided a brief overview of the following: Open Meetings Act, public hearing process, and Village initiated petitions.
8. NEW BUSINESS
Commissioner Sandler noted car carriers are illegally parking in the middle of the road east of Techny. Michaela Kohlstedt, Deputy Director responded she will investigate the matter. To note, the public can file complaints online or call the non-emergency line.
Ms. Kohlstedt invited the public to attend an open house regarding the Zoning Code update process scheduled on May 16, 2023, from 5pm to 7 pm.
Chairman Elisco noted the Cook County ethics submissions are due on May 1, 2023. Ms. Kohlstedt noted the next Plan Commission meeting is schedule on May 16, 2023. Furthermore, she encouraged the public to view the Zoning Code update webpage and survey online.

Commissioner DeBartolo made a motion, seconded by Commissioner Morgen to adjourn. On voice vote, a motion to adjourn passed unanimously. Adjourned at 8:01 p.m.
