Village of South Barrington President and Board of Trustees met May 12.

Here are the minutes provided by the board:

CALL TO ORDER

Mayor McCombie called the meeting to order at 7:30 p.m.

ROLL CALL

Deputy Clerk Moeller called roll, and a quorum was noted present.

Officials Present: President: Paula McCombie

APPROVAL OF MINUTES

Trustee Guranovich made a motion to approve the minutes of the Regular Village Board Meeting of April 14, 2022 and Special Village Board Meeting of April 28, 2022. Trustee Stagno seconded the motion. All in favor. Motion carried.

WARRANTS AND VILLAGE FINANCIAL STATEMENTS

Trustee Patel made a motion to approve Warrant Run #1 in the amount of $84,401.70. Trustee Stagno seconded the motion. Roll Call: Trustee Abbate-Absent, Trustee Alvarado-Absent, Trustee Guranovich Aye, Trustee Kerman-Absent, Trustee Patel-Aye, Trustee Stagno-Aye, Mayor McCombie-Aye. Ayes-4, Nays-0, Absent-3. Motion carried.

Trustee Guranovich made a motion to approve Warrant Run #2 in the amount of $53,209.61. Trustee Stagno seconded the motion. Roll Call: Trustee Abbate-Absent, Trustee Alvarado-Absent, Trustee Guranovich-Aye, Trustee Kerman-Absent, Trustee Patel-Aye, Trustee Stagno-Aye, Mayor McCombie Aye. Ayes-4, Nays-0, Absent-3. Motion carried.

Trustee Patel made a motion to accept the Statement of Revenues and Expenditures as of April 30, 2022. Trustee Stagno seconded the motion. All in favor. Motion carried.

Trustee Patel made a motion to accept the Detailed Balance Sheet as of March 31, 2022. Trustee Stagno seconded the motion. All in favor. Motion carried.

PUBLIC COMMENTS / OUESTIONS / PRESENTATIONS

Mayor McCombie invited members of the public to address the Board. The following attendees made presentations.

Bryan Wagoner and Laurie Van Jacobs made a presentation to the Board regarding a proposed cigar lounge business. Mr. Wagoner explained the business would be consistent with an upscale premium lounge with multiple large cigar humidors for private storing. The lounge will also sell premium cigars and accessories. Mr. Wagoner is interested in obtaining a full liquor license. Questions were asked regarding smoke evacuation. Mr. Wagoner explained the high-tech ventilation that will be installed to clear out almost all smoke and there will be non-smoke rooms constructed as well. The proposed location for this business would be an empty rental space adjacent from Coopers Hawk and Georgio's Pizzeria. The Board thanked Mr. Wagoner and Ms. Van Jacobs for their presentation.

Eric Eggersdorfer with Master Axe returned to answer various questions asked at the last meeting in April. Mr. Eggersdorfer provided a handout and informed the Board that they have made changes which included a contract with Georio's Pizzeria to serve food at Master Axe and they have changed the age requirements to 16 years of age or older. Mr. Eggersdorfer is requesting a limited beer and wine liquor license. The Board thanked Mr. Eggersdorfer for providing more information and making the changes which will assist with their consideration of a liquor license.

Mark Kobylinski with Dawg Park made a presentation to the Board regarding opening a second location in The Arboretum of South Barrington. Mr. Kobylinski explained his business model of being a gourmet hot dog and burger restaurant that is dog friendly. Mr. Kobylinski is seeking a full liquor license. The Board thanked Mr. Kobylinski for his presentation.

Al Saller, representative of the Master Association Board for The Woods, made a presentation regarding the planting of trees along the right-of-way. The Board approved the planting of trees upon approval of the Master Association Board, but they will be required to work with an arborist and will require 10 to 15 foot spacing between trees and watering. The Board thanked Mr. Saller for his presentation,

Mayor McCombie invited additional members of the public to address the Board. Hearing none, the meeting proceeded with the published agenda items.

Mayor's Monthly Report: Mayor McCombie reported on the following items:

• The Mayor is now serving on an ad hoc committee for the O'Hare Noise Compatibility Commission, which is the only group that talks to the Federal Aviation Administration (FAA) in regard to studying noise.

• Discussion continues on the police collective bargaining agreement.

• A sound study is being performed for Route 72.

• There has been a report of mail thefts in South Barrington.

MAYOR

Approval of a Resolution Expressing Appreciation to Retiring Sergeant Jeffery Lang from the South Barrington Police Department: Trustee Patel made a motion to approve a Resolution Expressing Appreciation to Retiring Sergeant Jeffrey Lang. Trustee Stagno seconded the motion. Adoption of an Ordinance Extending Temporary Executive Powers Pursuant to 65 ILCS 5/11-1-6: Trustee Patel made a motion to adopt an Ordinance Extending Executive Powers Pursuant to 65 İLCS 5/11-1-6. Trustee Stagno seconded the motion. Roll Call: Trustee Abbate-Absent, Trustee Alvarado-Absent, Trustee Guranovich-Aye, Trustee Kerman-Absent, Trustee Patel-Aye, Trustee Stagno-Aye, Mayor McCombie Aye. Ayes-4, Nays-0, Absent-3. Approval of a Resolution Concurring in the Reappointment of Prakash D. Jotwani to the Ethics Commission of the Village of South Barrington. Building & Zoning Committee: Trustee Guranovich reported on a meeting in April and discussed permit fees schedule and international building codes. There were no agenda items.

Emergency Management Committee: Trustee Patel reported on a meeting held in May and there were no agenda items.

Finance Committee: Trustee Stagno reported on the meeting held in May and reviewed the following agenda items:

Approval of a Resolution Approving the Fiscal Year 2022/2023 Operating Budget: Trustee Patel made a motion to approve a Resolution Approving the Fiscal Year 2022/2023 Operating Budget. Trustee Guranovich seconded a motion.

Trustee Patel made a motion to amend expenses in the Fiscal Year 2022/2023 Operating Budget to $7,690,000.00. Trustee Stagno seconded the amended motion.
