Village of South Barrington President and Board of Trustees met Nov. 12.

CALL TO ORDER
President McCombie called the Board meeting to order at 7:30 p.m. and thanked the audience for their attendance tonight. Clerk Wood took roll: Present: President: Paula McCombie

A quorum was present. Also present were Village Administrator Robert Palmer, Village Engineer Natalie Karney, Village Building Officer Mike Moreland, Finance Director Michelle Bodie, Police Chief Tom Roman and Village Attorney Melissa Wolf. President McCombie led the room in the Pledge of Allegiance.
Throughout the meeting, President McCombie asked if there were any questions or comments after the motion on each agenda item.
APPROVAL OF MINUTES
MOTION to APPROVE THE MINUTES OF THE REGULAR BOARD MEETING OF OCTOBER 8, 2020 was made by Trustee Abbate.

PUBLIC COMMENTS/QUESTIONS
President McCombie introduced Noreen Gallagher, President of Bridlewood Homeowners Association, from the audience. Mrs. Gallagher thanked the Board for their attention tonight, and introduced the HOA Vice President Brad Cofoid. The HOA representatives then gave a brief background of the problem of someone having bought a common area property in a tax scavenger sale and now planning to build on that common area, or to sell that property with the assumption that it can be built upon. The error initiated in a change of assessment at the Cook County office, and the County has admitted the error. Representatives from the County who were working to correct the issue were replaced with the change of County leadership, and Bridlewood is now having to essentially start over. Bridlewood wanted the Board to be aware of the issue, and also to help by issuing an official letter stating what the applicable laws are. Discussion ensued on Homeowner covenants, Village Zoning restrictions, and the Bridlewood development plan. President McCombie asked for a Board consensus on consulting legal counsel; the Board agreed that the Village should have attorneys look into the matter. Mrs. Gallagher and Brad Cofoid thanked the Board. President McCombie noted that the scheduled presentation by Jane Grover of the Chicago Metropolitan Agency for Planning had been cancelled, and asked the audience if anyone else wanted to address the Board.
Resident Al Saller asked if the new owner of the recently auctioned Park District property had approached the Village yet; they have not.
A resident from Crabtree Trails was concerned about recent car thefts in the Village. There was also a group of young people coming to their house dancing, and the Police who were called told the homeowner that the young people like the house and wanted to make a video with it in the background. He asked if the Police could increase their neighborhood patrols, and that maybe they needed more, or better, equipment. Sergeant Adam Puralewski gave an update on the cameras in the Village; they are working very well. He also noted that the Department is working with other agencies and a taskforce on the residential burglaries. Residents can sign up for CodeRed and email blasts from the Village. Sergeant Puralewski also stated that if residents have their own video of suspicious matters, the Police Department would appreciated access to them. In response to a resident from the audience mentioning a stranger sitting in a backyard, people taking pictures, and unknown cars sitting on the street, Trustee Patel emphasized that residents should call 911 immediately. Sergeant Puralewski added if there is anything residents find suspicious or out of place, the Police want them to call 911. A resident asked if they could erect a fence; fences are not allowed in the Village. Trustee Patel suggested thick bushes. Finance Officer Bodie noted that motion detector lights can also discourage trespassers. President McCombie explained that residents will not be bothering the Police, that residents should immediately call 911 when anything is suspicious so that the Police can quickly investigate.
President McCombie asked if there were any other questions or comments from the audience; there were none.
MAYOR'S REPORT
President McCombie updated the Board with highlights of her recent activities on behalf of the Village outside of the scheduled Committee meetings. Other meetings included Home Owner Associations, Village adjudications, and Police matters. She noted that Hoffman Estates wants to keep in touch with South Barrington on economic development. As Chair for the long range planning for BACOG, she announced that they did find a candidate for the part-time director position. She discussed tree cutting and the Ash Borer with John Kelly. The O'Hare Noise group had a presentation from United Airlines, in which they stated riding on a plane is safer in regards to COVID-19 than grocery shopping. President McCombie also noted that there may temporarily be more plane noise as O'Hare just opened a new runway. She also is in discussion with ComEd about the new 120' metal poles they want to erect for the new Microsoft facility in Hoffman Estates. The Northwest Water Planning Alliance is updating their water quality plan. ORDINANCE 0-2020-1250 Ordinance Extending Temporary Executive Powers Pursuant to 65 ILCS 5/11-1-6

Chairman Guranovich reported that there was no Committee meeting last month and that the next meeting will be Wednesday.
COMMITTEE REPORTS – EMERGENCY MANAGEMENT
Chairwoman Patel reported that the Committee had an interesting presentation from Mike Crews, of Hanover Township Emergency Services, on tornados. Chief Roman had suggested that perhaps Mr. Crews could lead a table-top exercise for the Village. President McCombie asked if there were any other questions on Emergency Management; there were none.
COMMITTEE REPORTS – FINANCE
Chairman Stagno reported that the Committee met and is presenting several items tonight. The Village is keeping the tax levy the same as in prior years, and will have a Public Hearing for it on December 10th The Committee also discussed Motor Fuel Tax Funds, and will be using some funds for culvert repairs. The Actuarial Funding Repot for the South Barrington Police Pension Fund as of May 1, 2020 and the “Required Reporting to Municipality by Pension Board for the Fiscal Year Ended 4/30/2020" were presented.

Chairman Stagno reported that the main topic of the last meeting was renewing group insurance the prices changed, but the Village did not reduce benefits. The cost for Workers' Comp also increased.

COMMISSION REPORTS - POLICE COMMISSION
Chief Roman reported that eight candidates for Police Officer were interviewed. Scores will be gone over and an eligibility list established. President McCombie asked for any questions on the Police Commission; there were none.
STAFF REPORTS - BUILDING OFFICER
Building Officer Moreland referred to his monthly report and noted that there were five new house permits last month. He gave an update on solar panels in the Village, reporting that there are twenty-four systems installed, consisting of almost 1000 panels. President McCombie asked if there were any more questions for the Building Officer. Trustee Patel asked if the Village has looked at the possibility of solar panels for the Hall. President McCombie noted that the Village Hall receives free electricity from ComEd, but that, in the past, panels were looked at for the water plant.
STAFF REPORTS - VILLAGE ENGINEER
Engineer Karney referred to her monthly report and noted that IDOT said that the street signs that are down at Higgins and Bartlett roads should be back up by the end of this week.
STAFF REPORTS - CHIEF OF POLICE
Chief Roman referred to the monthly report, and noted that there was a fatal car accident in the Village last evening. He stated that there is a reservation at the Police Academy awaiting our new candidate. Chief Roman asked for any questions; there were none.

STAFF REPORTS - VILLAGE ADMINISTRATOR
Administrator Palmer is getting quotes from Cuba Township on various projects, including fixing concrete bases on lampposts for Bridges Drive, installing signs for the tree walk at The Conservancy, and for the removal of trees. He introduced tonight's agenda items and asked for any questions. Trustee Kerman asked about damage to the median strip at Bridges Drive; Jason Doland will be providing information on that damage. A structural engineer has also been called about conditions at the covered bridge.

President McCombie reported that Doering Landscape reviewed the school property and will clean up the area by Penny and Bartlett roads.
BOARD MEMBER COMMENTS AND ANNOUNCEMENTS
Trustee Kerman clarified that there is no Public Works meeting next week; it will be December 15th. He also noted that he recently substituted at Countryside Elementary and that the teachers were amazed at the positive reactions that a male student can have to a male influence. Trustee Kerman recommended substituting/mentoring as a very rewarding experience.
Trustee Patel commented on the anxiety some residents have over recent burglaries and car thefts. Many do not know about the cameras throughout the Village, and she suggested it be included in a newsletter. President McCombie reviewed all the different ways the information was presented (including individual letters to each residence), and the difficulty of making sure people read the information. Trustee Guranovich suggested adding 'Official Business', 'Please Read', or similar by-lines to Village mailings. Trustee Stagno stressed the fact that residents can, and should, call 911 dispatch when they want the police, even if they don't think it is an emergency. Trustee Kerman asked Chief Roman if a physical description could be added to red alert calls; the Chief said it could. President McCombie referred to the list of upcoming meetings.
