CALL TO ORDER 

President McCombie called the Board meeting to order at 7:30 p.m. Clerk Wood took roll: 

Present: President: Paula McCombie 

Trustees: Joseph Abbate, Edgar Alvarado, Steve Guranovich,  Bernard Kerman, Hina Patel, Anthony Stagno A quorum was present. 

Also present were Village Engineer Natalie Karney, Village Building Officer Mike Moreland, Finance Director Michelle Bodie, Executive Assistant/Deputy Clerk Melissa Moeller, Police Chief Tom Roman and Village Attorney Melissa Wolf. 

President McCombie led the room in the Pledge of Allegiance. 

Throughout the meeting, President McCombie asked if there were any questions or comments after the motion on each agenda item. 

APPROVAL OF MINUTES 

MOTION to APPROVE THE MINUTES OF THE REGULAR BOARD MEETING  OF SEPTEMBER 10, 2020 was made by Trustee Kerman. 

SECONDED by Trustee Guranovich. 

There was no further discussion. 

By unanimous voice vote, the motion carried. 

WARRANTS AND VILLAGE FINANCIAL STATEMENTS 

MOTION to APPROVE WARRANT RUN #1 IN THE AMOUNT OF $ 64,283.37  was made by Trustee Abbate.

MOTION to ACCEPT THE DETAILED BALANCE SHEET AS OF  SEPTEMBER 30, 2020 was made by Trustee Patel. SECONDED by Trustee Kerman.

PUBLIC COMMENTS/QUESTIONS 

President McCombie introduced John Barry and Paul McNaughton of McNaughton Developers, who are interested in the Park District property in The Woods that is being auctioned soon. They  introduced themselves and their background, and gave a thorough presentation on the sort of development and homes they envisioned for that property. They asked for, and answered, questions from the Board. They then asked the Board for their impression of whether the plans would fit into the community, as the Park District would retain a large deposit from the buyers even if the development was rejected by the Village. The Board explained the Plan Commission process for all new developments and noted some of the issues that might arise. Brief discussion continued. The developers thanked the Board for allowing time tonight for their presentation. 

President McCombie asked the audience if anyone else wanted to address the Board. Resident Al Saller brought to the Board's attention that the curbs by Bridges Drive off of Bartlett Road have been damaged and lamppost bases cracked. He thought it was from snowplow damage. The Village will look into the curbs for the Spring road program, and find out who is responsible for the lamppost maintenance. 

MAYOR'S REPORT 

President McCombie updated the Board with highlights of her recent activities on behalf of the Village. She announced that the sales tax rebate for The Arboretum ended as of September 30th. She reported a positive response on the cameras posted in the Village, noting that six people have opted out of coverage for their cars. The Mayor is also looking into ways to help our veterans; Senator Tammy Duckworth suggested a statue memorial or having programs to help vets register for various VA programs. President McCombie serves as Chair for the long range planning for BACOG and announced that they are looking for a new director; the position will be part-time and deal with legislative issues, as BACOG will now hire a consultant for water issues. She has met with Rose School on needed maintenance (such as the weeds along Penny Road), with IDOT (via Zoom) on the Barrington Road widening, and with Arboretum businesses about marketing events (and will include notice of events in the Village newsletter). President McCombie and Trustee Abbate also met with other developers interested in the Park District property up for auction. Other meetings included HomeOwner Associations, Village adjudications, and Police matters. The Village will be participating in trick-or-treat; residents should turn on their porch lights if they want children to come to their door. 

President McCombie introduced a Proclamation for Saturday, October 10, 2020 to serve as Arbor Day in the Village. It spoke of the importance of trees for the environment and for the vitality and beauty of the community, and urged citizens to plant trees. The traditional date of Arbor Day was postponed in the Village due to restrictions from the COVID-19 outbreak. President McCombie invited all to attend The Conservancy this Saturday for a ceremony and planting of a new tree there.

MOTION to AUTHORIZE THE RENEWAL OF AN AGREEMENT BY AND  BETWEEN ONSOLVE, LLC AND THE VILLAGE OF SOUTH BARRINGTON FOR CODERED ON-DEMAND ALERTING AND RESPONSE SOFTWARE-AS-A-SERVICE FOR THE SOUTH  BARRINGTON NOTIFICATION AREA was made by Trustee Guranovich.

Resolution Authorizing the Renewal of an Intergovern mental Agreement by and between Cook County Health Department and The Village of South Barrington for Environmental Health Inspectional Services in the Village Effective December 1, 2020 through November 30, 2021 

MOTION to AUTHORIZE THE RENEWAL OF AN INTERGOVERNMENTAL AGREEMENT BY AND BETWEEN THE COOK COUNTY HEALTH DEPARTMENT AND THE VILLAGE OF SOUTH BARRINGTON TO PERFORM ENVIRONMENTAL HEALTH INSPECTION SERVICES IN THE VILLAGE EFFECTIVE DECEMBER 1, 2020 THROUGH  NOVEMBER 30, 2021 was made by Trustee Abbate. 

SECONDED by Trustee Stagno. 

DISCUSSION: Trustee Kerman asked if this includes restaurant inspections; it does.

MOTION to AMEND SECTION 3, ENTITLED “STANDARDS”, OF CHAPTER 3,  ENTITLED "PRESERVATIONS AND PROTECTION OF VILLAGE RIGHT OF WAY AS A HAZARD FREE AREA", OF TITLE 7, ENTITLED "PUBLIC WAYS AND PROPERTY” OF THE VILLAGE CODE OF ORDINANCES OF THE VILLAGE OF SOUTH BARRINGTON was made  by Trustee Kerman. 

SECONDED by Trustee Stagno. 

DISCUSSION: President McCombie explained that the proposed ordinance clarified how to post address numerals on mailboxes.

BACOG President McCombie referred to the submitted report. There were no comments or questions. 

SWANCC Representative Abbate reported that the Village's Document Destruction Day was very successful, serving 218 cars, 131 of which were from South Barrington and the others from surrounding SWANCC communities. He thanked participants for their help, and announced that SWANCC would be hosting another Document Destruction Day at the Barrington Metra station on the morning of October 24th. President McCombie asked if there were any questions on SWANCC. Trustee Stagno asked if there should be an official policy for cars coming to recycling events from outside the SWANCC communities. Trustee Patel asked about destruction of Police Department records, which Chief Roman said is done a couple of times per year. 

COMMITTEE REPORTS - BUILDING & ZONING Chairman Guranovich reported that there was no Committee meeting last month and no agenda items tonight. 

COMMITTEE REPORTS - EMERGENCY MANAGEMENT Chairwoman Patel reported that there was no Committee meeting. 

COMMITTEE REPORTS - FINANCE Chairman Stagno reported that there was no Committee meeting.

Chairman Abbate reported that the Committee did meet, but there were no agenda items tonight. 

COMMITTEE REPORTS - PUBLIC WORKS 

Chairman Kerman reported highlights from the last Committee meeting. He and Engineer Doland will drive through the Village to evaluate which roads need to be repaired for 2021. Chairman Kerman confirmed that the next Committee meeting would be October 20th.

Resolution Authorizing the Execution of an Agreement by and between Doland Engineering, LLC and The Village of South Barrington for the Furnishing of Professional Design Engineering and Construction Observation Services for the 2021 Road Maintenance Program

COMMISSION REPORTS – POLICE COMMISSION 

Chief Roman reported that twenty applications were received for Police Officer and that the test will be next Saturday. 

STAFF REPORTS - BUILDING OFFICER 

Building Officer Moreland referred to his monthly report and noted that the owners of the property at 55 Witt Road were found guilty at adjudication of all five violations that they were charged with; they are appealing the decision. He reported that there was only one new building permit in September, and that it made this the best year since 2017, even if no more come in, although he does expect more home permits before year end. President McCombie asked if there were any more questions for the Building Officer. Trustee Guranovich asked about the opening of eggology restaurant in The Arboretum. Building Officer Moreland said that they had been looking at late October but he did not know their current plans. 

STAFF REPORTS - VILLAGE ENGINEER 

Engineer Karney referred to her monthly report and noted that she had collected the six water samples for BACOG's study. President McCombie said that BACOG is now focusing on water quality. She asked if there were any questions for Engineer Karney; there were none. 

STAFF REPORTS - CHIEF OF POLICE 

Chief Roman referred to the monthly report, and noted that September was busy with car thefts and burglaries. One burglary was due to a member of a cleaning service, and the other was a ruse where one person kept the homeowners busy outside while other thieves entered the home. He also reported that when Chicago Police caught people responsible for the car thefts, they also found two handguns that were converted to be fully automatic. Trustee Patel asked some specific questions on Police procedure, which the Chief answered. 

STAFF REPORTS - VILLAGE CLERK 

Clerk Wood reminded the audience of early voting locations. 

STAFF REPORTS - VILLAGE ADMINISTRATOR 

President McCombie noted that the proposed renewal agreement with Call One stays at the existing price. RESOLUTION R-2020-2001 Resolution Authorizing the Execution of a Renewal Agreement by and between Call One, Inc. and The Village of South Barrington for Telecommunication Services in Regards to POTS Lines Beginning November 1, 2020 and Ending October 31, 2021 

MOTION to AUTHORIZE THE EXECUTION OF A RENEWAL AGREEMENT  BY AND BETWEEN CALL ONE, INC. AND THE VILLAGE OF SOUTH BARRINGTON FOR TELECOMMUNICATION SERVICES IN REGARD TO POTS LINES BEGINNING NOVEMBER 1, 2020 AND ENDING  OCTOBER 31, 2021 was made by Trustee Kerman.
