Objective: Enter into a purchase of service agreement with One Collective and The Business Nonprofit Development Center at First (First United Methodist Church) for hosting and operating a temporary emergency warming shelter.

B. CDBG Owner-Occupied Housing Rehabilitation Program—Increased Maximum Grant Amounts (No Cost)
Objective: Ensure that grants awarded under the CDBG Owner-Occupied Housing Rehabilitation Program continue to provide enough funding to help income-qualified homeowners fix health and life safety issues in the homes, including abating lead-based paint.
C. Fire Station Location Planning Study—Contract with Emergency Services Consulting International (ESCI) ($51,729)
Objective: Develop a comprehensive analysis and plan for future fire station locations based on future growth and needs.
D. Mobile App Redesign and Web Portal Support—Agreement with Seven Hills Technology ($88,000)
Objective: Revamp the city’s mobile app for a better user experience and centralized Elgin news feed, while maintaining the existing web portal’s functionality and security.
E. Ordinance Prohibiting the Use of Groundwater as a Potable Water Supply—Defined Area Near Intersection of Walnut Avenue and Marguerite Street (No Cost)
Objective: Complete the corrective action plan for the environmental remediation of the property at 835 Walnut Avenue.
F. Wing Park Clubhouse Hospitality Management and Labor Services—Agreement with Plank Road Tap Room ($40,000 in 2025) (Not-To-Exceed $300,000 Annually for 2026-29) ($30,000 Annually for FY 2026-2029)
Objective: Approve a service agreement with Plank Road Tap Room for the provision of professional hospitality management and labor services at the newly developed Chip Shots Whiskey and Simulator Bar located within the new Wing Park Golf Course Clubhouse.
G. Discussion on Adopting a Resolution Urging Federal and State Leaders to Enact Legislation Prohibiting Law Enforcement Officers From Concealing Their Identities (Councilmembers Ortiz and Alfaro)
Objective: Councilmember Ortiz (with Councilmember Alfaro as his second) is requesting an agenda item to discuss the city council’s interest in adopting a resolution urging the United States Congress and Illinois General Assembly to enact legislation prohibiting law enforcement officers from concealing their identities.
