Initiatives and Other Items

A. Local Grocery Tax Continuation (Approximately $1.2 Million Annual Revenue)

Objective: Preserve existing revenue stream without introducing a new financial burden for residents and businesses consistent with city’s longstanding practice of reducing burden on local property taxpayers.

B. Human Relations Commission—Ordinance Amendment Formalizing Work of the Martin Luther King (MLK) Subcommittee (No Cost)

Objective: Establish and formalize the operations of the Martin Luther King (MLK) Subcommittee as a subcommittee of the Human Relations Commission.

C. Sheltering Impounded Animals—Agreement with Midwest Veterinary Hospitals, PLLC (d/b/a Golf Rose Animal Services) ($75,000)

Objective: Provide housing and care for stray animals impounded by the police department as well as animals impounded due to animal welfare investigations.

D. Emergency Weather Warning Sirens and Alerting System—Preventative Maintenance Service Agreement with Braniff Communications ($164,927 Over Five-Year Term)

Objective: Maintain the current emergency weather warning sirens and alerting system within the city.

E. Channing Park Renovation—Resolution Authorizing Filing of Application for an Open Space Lands Acquisition and Development (OSLAD) Grant (No Cost)

Objective: Rehabilitate Channing Park on the city’s east side using an OSLAD grant to offset the project’s cost.

F. Pressure and Flow Mapping – Agreement with Stantec Consulting Services, Inc. ($27,048)

Objective: Provide engineering services to create maps of pressure and flow to meet Illinois Environmental Protection Agency (IEPA) construction permit application requirements.

G. DuPage Street Combined Sewer Separation Project— Amendment No. 1 to Engineering Services Agreement with HR Green to Add Construction Engineering Services ($619,816)

Objective: Provide engineering services for the DuPage Street Combined Sewer Separation Project.

H. Downtown Neighborhood Association of Elgin—Purchase of Services Agreement ($180,300 Year 1; $185,709 Year 2)

Objective: Contract with the Downtown Neighborhood Association of Elgin to provide economic development services that includes assistance to small businesses, marketing and engagement strategies, and to complete the actions necessary for establishing a special service area.
