A. Highland Avenue Railroad Crossing Improvements—Funding Agreement with the Illinois Commerce Commission and CPKC Railroad (No Cost)

      Objective: Formalize the respective funding, construction and maintenance responsibilities of the Illinois Commerce Commission, the CPKC railroad and the city for proposed signal upgrades at the West Highland Avenue railroad crossing.

B. Elgin Township Road District—Intergovernmental Agreement for Resurfacing Various Township Roads (No Cost)

      Objective: Include adjacent township road segments into the city’s 2025 resurfacing program to minimize disruption to residents and provide cost efficiencies to both local governmental entities.

C. East Side Streets 2025 Resurfacing Project – Resolution for Improvement Under the Illinois Highway Code ($2,500,000)

      Objective: Provide funding for the construction of the East Side Streets 2025 Resurfacing Project and for the project’s construction engineering services using proceeds from the Illinois Motor Fuel Tax Fund.

D. Landmark Designation—Baker House at 856 West Highland (No Cost)

      Objective: Designate the property at 856 West Highland Avenue as a landmark to preserve, enhance and sustain the active use of historically and architecturally significant areas and structures in Elgin.

E. School Resource Officer (SRO) Agreement with School District U-46 ($578,402)

      Objective: Provide a police presence within schools to promote student and staff safety and security.

F. Human Capital Management (HCM) System—Contract Addendum Agreement with CentralSquare Technologies, LLC ($293,030 First Year and Annual Subscription of $241,130)

      Objective: Implement a modern Human Capital Management (HCM) system that centralizes core human resources functions, simplifies benefits administration, automates time tracking and improves performance evaluations and administrative processes across the organization.

G. Golf Cart Lease—Textron Financial Corporation Extension Agreement for 2026-32 ($147,663 Annually)

      Objective: Provide sustainable golf cart rental operation that aligns with the city’s environmental and sustainability goals by reducing greenhouse gas emissions, lowering noise pollution and decreasing reliance on fossil fuels, all an affordable price for The Highlands of Elgin and Wing Park golf courses.

H. Fox River Study Group—Annual Per Capita Contribution ($28,703)

      Objective: Improve the water quality of the Fox River to ensure a sustainable water supply and useful resource.
