If you would like to speak about a matter that is listed on the agenda, we ask that you wait until that agenda item is called, and we will give you an opportunity to speak then. If your matter is on the “Consent Agenda”, please let us know if you would like us to remove that matter so that you can speak about it. 

Anyone desiring to speak should fill out a written speaker form (located in the back of the Board Room) and submit it to the Village Clerk. “Public Comment Time” is not a forum for open dialogue or engagement with members of the Village Board. Rather, it is intended as an opportunity for you to make comments to the Village Board. While the Village Board will not immediately respond to public comments at this meeting, or engage in a back and forth discussion during the meeting, please be assured that the Board is actively listening to all comments, thoughts, and suggestions. 

All speakers will be limited to a total of three minutes. We request that everyone be respectful, civil, and non-repetitive; and we ask that members of the audience refrain from applauding or making any other comments during or after any speaker. 8. CONSENT AGENDA 

The matters listed for consideration on the Consent Agenda are matters that appear to have the unanimous support of the Board of Trustees. The Village President will review, designate the resolution or ordinance number for passage and then inquire if any member of the Board or member of the public objects to any item on the Consent Agenda. If any objections are raised, the matter will be removed from the Consent Agenda and relocated to a location on this agenda for consideration during the appropriate Board Committee report. If no objection is voiced, the Village President will request a motion and second for passage of all items listed. The resultant roll call vote on the Consent Agenda will be applicable to each individual agenda item. 

A. A Resolution Authorizing a Third Renewal of an Agreement with SDS Holdings, Inc. D/B/A Cutler Workwear of Mundelein, Illinois for the Purchase of Uniforms for the Northbrook Public Works Department 

Public Works employees receive an annual allowance for the purchase of required uniform clothing. Approved uniform items include shirts, t-shirts, jackets, coveralls and other predetermined clothing. The clothing has "Village of Northbrook Public Works" embroidered on it to make our staff recognizable as Village employees. 

B. A Resolution Authorizing the Third Renewal of an Agreement for Parking Meter Maintenance with Total Parking Solutions of Downers Grove, Illinois 

As part of operating the Village's commuter lots, the Village utilizes eight automated Cale Compact XL parking machines to collect payment of daily parking fees. 

C. A Resolution Authorizing an Agreement for Custodial Maintenance Services at Village Owned Facilities with Perfect Cleaning System, Inc. of Chicago, Illinois The Village utilizes contractual custodial maintenance services for the daily cleaning of its facilities including the Village Hall, Public Works Center, Fire Station 11, Police Station, Fleet Maintenance Garage, Water Filtration Plant, and Metra Commuter Station and Shelters. 

D. A Resolution Authorizing the Purchase of Cold Mix Asphalt Materials from Peter Baker & Son Co. of Lake Bluff, Illinois 

The Village purchases asphalt cold patching materials to complete temporary utility restorations and street patching. 

E. A Resolution Authorizing a Second Renewal of an Agreement for Plumbing Services with Drain & Plumbing Services, Inc. of Northbrook, Illinois 

The Village contracts with a professional licensed plumbing vendor to perform periodic repairs of various leaks and related plumbing system maintenance and annual testing of backflow prevention devices. 

F. A Resolution Authorizing the Purchase of Concrete Materials from Menoni & Mocogni, Inc. of Highland Park, Illinois 

The Village purchases concrete materials to perform utility restorations, street patching, and sidewalk replacements on an as-needed basis. 

G. A Resolution Authorizing the Execution of a Three-Year Agreement with Footstone, Inc. of Glenview, Illinois for Native Landscape Maintenance Services The Village contracts for native landscape management services to maintain various detention basins, public rights of way, and portions of Village properties with native plantings. Native plantings are utilized to absorb rainwater and stabilize the slopes and bottom of detention basins while also providing a natural habitat that attracts wildlife where the native plantings are utilized. 

H. A Resolution Authorizing a First Renewal of an Agreement for Sewer Lining Services with Hoerr Construction, Inc. of Goodfield, IL 

The Village of Northbrook lines segments of its sewers to improve the structural integrity of the main, seal mains from groundwater infiltration, and repair defects as necessary. 

I. A Resolution Authorizing the Purchase Hot Mix Asphalt Materials from Builders Asphalt, LLC of Hillside, Illinois 

The Village procures hot mix asphalt materials on an as-needed basis to perform maintenance activities and repairs, utility restorations, and street patching. 

J. A Resolution Authorizing the Purchase of Liquid Aluminum Sulfate for the Water Treatment Plant from Univar Solutions USA LLC of Tempe, Arizona 

The Village is responsible for meeting stringent water quality standards for drinking water and conducts a water treatment process which includes liquid aluminum sulfate procured on a liquid ton basis. 

K. A Resolution Authorizing the First Renewal of an Agreement with Precision Pavement Marking, Inc. of Pingree Grove, Illinois for Pavement Marking Services 

As part of its ongoing responsibilities, the Public Works Department maintains roadway pavement markings, such as centerlines, stop bars, and various letters and symbols (e.g., turn arrows and bicycle chevrons) throughout the Village and utilizes contractual assistance to provide pavement marking services. 

L. A Resolution Approving the Purchase of Chlorine for Water Disinfection Processes at the Water Treatment Plant from Alexander Chemical Corporation of LaPorte, Indiana 

The Village of Northbrook is responsible for meeting stringent water quality standards for drinking water which includes a disinfection process for raw water. The Village of Northbrook utilizes chlorine in this water production process as a means to conduct that disinfection. The Village seeks quotes for this commodity on an annual basis. 

M. A Resolution Approving the Purchase of Sodium Hypochlorite for the Water Treatment Plant from Alexander Chemical Corporation of LaPorte, Indiana The Village is responsible for meeting stringent water quality standards for drinking water and conducts a water treatment process which includes sodium hypochlorite procured on a per pound basis. 

N. A Resolution Authorizing the Purchase and Installation of 295 Trees from the Suburban Tree Consortium for the 2025 Spring Parkway Tree Planting Program The 2025 Spring program includes planting new trees, replacement of some parkway trees, trees for participants in the cost-sharing program and planting of trees on public property funded by developers. 

O. A Resolution Authorizing a Second Renewal of an Agreement for Parkway Tree and Stump Removal Services from Advanced Tree Care, Inc. of Lincolnshire, Illinois 

As part of managing the Village’s parkway trees, staff periodically assess the condition of each individual tree to determine its overall health as well as address emergency tree related services due to storm damage. If a tree is found to be dead or dying, the tree and its stump will be removed. 

P. An Ordinance Rezoning the Property at 1968, 1974, 1980, 1990 Old Willow Road and 2985 Shermer Road and amending the District Zoning Map (1968, 1974, 1980, 1990 Old Willow Road and 2985 Shermer Road) (Plan Commission Docket No. PCD-24-17) 

The requested rezoning is required to allow the indoor racquet sports facility generally located at the northeast corner of Shermer and Old Willow Road. 

Q. A Resolution Approving a Plat of Consolidation for 1968, 1974, 1980, and 1990 Old Willow Road and 2985 Shermer Road (Docket No. PCD-24-17) 

The requested plat consolidation is required to facilitate the development of an indoor racquet sports facility generally located at the northeast corner of Shermer and Old Willow Road. 

R. An Ordinance Granting a Special Permit For a Physical Fitness Facility; Yard and Setback Variation; Loading Space Variation; and Site Plan Approval in the ICS District (1968, 1974, 1980, 1990 Old Willow Road and 2985 Shermer Road – Kin Sports LLC) (Docket No. PCD-24-17) 

The requested special permit is associated with the development of an indoor racquet sports facility generally located at the northeast corner of Shermer and Old Willow Road. 

S. A Resolution Approving a Subdivision and Development Agreement between the Village and Kin Sports LLC for Racquet Sports Facility (1968, 1974, 1980, 1990 Old Willow Road and 2985 Shermer Road) (Docket No. PCD-24-17) Kin Sports LLC is requesting approval of a development agreement to allow construction and operation of an indoor racquet sports facility generally located at the northeast corner of Shermer and Old Willow Road. 

T. A Resolution Authorizing the Purchase of Hydrofluorocilicic Acid for Water Treatment Plant from Univar Solutions USA LLC of Tempe, Arizona 

The Village is responsible for meeting stringent water quality standards for drinking water and conducts a water treatment process which includes fluoride (Hydrofluorocilicic Acid) procured on a liquid ton basis. 

U. A Resolution Authorizing a License Agreement with Brett and Patricia Kushino for the Maintenance of a Wooden Fence on the Public Right-of-Way 

Consideration of the approval of a non-exclusive license agreement granting the homeowners a license to replace in kind, the 6-foot-tall wooden fence within the unimproved right-of-way along the east side of the subject property. 

V. A Resolution Approving an Agreement with Fire Safety Consultants, Inc. for Plan Review, Inspection and Code Consultation Services 

The Fire Department and Department of Development and Planning require contract services for building plan review and inspection services and sprinkler and fire alarm system plan reviews and consultation. 

W. A Resolution Affirming the Direction of the Village Board on a new Fire Station #11 to be located at 820 Dundee Road and an adaptive reuse of 3504 Commercial Avenue for a new Fleet Maintenance Garage. 

Staff presented the Schematic Design of the new Fire Station #11 at 820 Dundee Road and the adaptive reuse for the Fleet Maintenance Garage at 3504 Commercial Avenue to the Village Board at the April 8, 2025 Committee of the Whole meeting. This Resolution affirms that direction provided to staff as well as directs staff to move forward with the design development for these two facilities. 

9. ADMINISTRATION AND FINANCE 

A. A Resolution Supporting and Consenting to Approval of a Class 6b 

Classification and Approving a Class 6b Incentive Agreement (3075-3085 Commercial Avenue - Catalina Properties, LLC) 

This follows the February 25, 2025 preliminary review by the Village Board of Trustees for a request to support a Cook County Class 6b Incentive for Catalina Properties, LLC d/b/a Quay Corporation at 3075 Commercial Avenue. 

10. PLANNING AND ECONOMIC DEVELOPMENT 

A. Public Hearing related to Docket No. BOT-25-02: 1133 Pfingsten Road - Montessori School Special Permit Renewal 

A public hearing has been scheduled for renewal of a special permit to allow a Montessori school to continue to operate per a previously approved ordinance. 

B. An Ordinance Renewing a Special Permit for an Elementary School Program in the IB District (Children's Learning Path Montessori School Inc.) (Docket No. BOT-25-02) 

Consideration of an ordinance approving a special permit renewal for a Montessori school located at 1133 Pfingsten Road. 

C. An Ordinance Approving a First Amendment to Real Estate Purchase and Sale Agreement 

This first amendment will extend the closing date by thirty days or no later than May 30, 2025.
