A. August 27, 2024 Regular Board Meeting Minutes for Approval

4. PUBLIC COMMENT TIME

Nathan Metzl, spoke on establishing micro food pantries for the public. The micro food pantries will benefit the children and elderly in the community. He requested guidance from the Village Board to establish a public pantry.

President Ciesla requested Village Manager Cara Pavlicek contact Nathan Metzl.

Edward Samson, spoke in opposition to the Village Board supporting the Incentive Agreement with Hometown Coffee and Juice.

Adel Stocco, spoke in support of establishing lamp post signs. She requested the Village Board add the issue as an agenda item for further discussion at a future meeting.

Lee and Nancy Goodman, expressed condolences for the former Village President Mark Damisch.

5. MANAGER'S REPORT

Village Manager Cara Pavlicek reported the Village website has tips for the public regarding Emergency National Preparedness Month.

The public can submit property tax appeals through October 15, 2024.

She encouraged the public to attend the formal remembrance ceremony for 9/11.

Sustainability Coordinator Kate Carney provided an update on the gas-powered leaf blower ban. The Village is working on setting up the incentive program and performing community outreach.

7. PRESIDENT'S REPORT

President Ciesla read a statement to the public to address concerns regarding a movie event at the Northbrook Public Library. The Village Board has no authority over the public library, and they do not condone the event.

She encouraged the public to attend the Northbrook Historical Society event on September 15, 2024, and Shermer Fest.

The Village issued a new restaurant liquor license to Cabo Mexican Cocina.

Community Moment

Bernadette Knight, Sustainability Commissioner, spoke on the invasive buckthorn plant species. The plant negatively impacts the environment and restricts the growth of other plants. She encouraged the public to take action to help remove buckthorn plants.

A. A Proclamation Recognizing September 17 - 23 as Constitution Week President Ciesla read a proclamation for Constitution Week.

B. A Proclamation Recognizing September 21 - 27 as United Against Hate Week President Ciesla read a proclamation for United Against Hate Week.

C. Ordinance 2027-47 Approving a Fourth Amendment to the Real Estate Purchase and Sale Agreement

President Ciesla discussed an ordinance approving a fourth amendment to the Real Estate Purchase and Sale Agreement. HODC was awarded several government grants to build the development. To note, the agreement will separate the parcels ahead of the closing.

Trustee Hebl spoke in support of the ordinance.

A. Presentation on an Initial Review of a Request for a Cook County Class 6B for the Property Located at 3685 Woodhead Drive

Michaela Kohlstedt, Deputy Director of Planning and Development, discussed an application submitted by Sound, Production & Lighting LLC, for the property located at 3685 Woodhead Drive. The applicant is requesting a Class 6b tax incentive for a business relocation. She provided a brief overview of the following: property’s history, proposed use, taxes, and business operations. She noted the requested relief/primary issues the Village Board should consider.

Trustee Hebl spoke in support of the application. She favors the applicant’s investment and projected job growth opportunities.

Trustees Ross and Ebhomielen favor the application.

Trustee Kohler favors the application; however, she expressed concern regarding the collection of low property taxes.

President Ciesla clarified the Class 6b Tax Incentive Program. The program greatly benefits the community.
