Here is the agenda provided by the board:

4. PUBLIC COMMENT TIME 

This agenda item is reserved for members of the public who desire to address the Village Board on a topic that is within purview and jurisdiction of the Village Board, but that is not listed in another location on the agenda. If you would like to speak about a matter that is listed on the agenda, we ask that you wait until that agenda item is called, and we will give you an opportunity to speak then. If your matter is on the “Consent Agenda”, please let us know if you would like us to remove that matter so that you can speak about it. 

Anyone desiring to speak should fill out a written speaker form (located in the back of the Board Room) and submit it to the Village Clerk. “Public Comment Time” is not a forum for open dialogue or engagement with members of the Village Board. Rather, it is intended as an opportunity for you to make comments to the Village Board. While the Village Board will not immediately respond to public comments at this meeting, or engage in a back and forth discussion during the meeting, please be assured that the Board is actively listening to all comments, thoughts, and suggestions. 

All speakers will be limited to a total of three minutes. We request that everyone be respectful, civil, and non-repetitive; and we ask that members of the audience refrain from applauding or making any other comments during or after any speaker. Thank you for your understanding and taking the time to contribute to the success of our community.

A. A Proclamation Recognizing October as Domestic Violence Awareness Month B. A Proclamation Recognizing October as Substance Abuse Prevention Month C. A Proclamation Recognizing October as Learning Disabilities Awareness Month D. A Proclamation Recognizing October as Down Syndrome Awareness Month E. A Proclamation Recognizing October as Cybersecurity Awareness Month F. A Proclamation Recognizing October 6 - 12 as Fire Prevention Week 

G. Commission Appointment 

On the Senior Services Commission, Nancy Wilens will be appointed with a three year term expiring April 30, 2027. 

8. CONSENT AGENDA 

The matters listed for consideration on the Consent Agenda are matters that appear to have the unanimous support of the Board of Trustees. The Village President will review, designate the resolution or ordinance number for passage and then inquire if any member of the Board or member of the public objects to any item on the Consent Agenda. If any objections are raised, the matter will be removed from the Consent Agenda and relocated to a location on this agenda for consideration during the appropriate Board Committee report. If no objection is voiced, the Village President will request a motion and second for passage of all items listed. The resultant roll call vote on the Consent Agenda will be applicable to each individual agenda item. 

A. An Ordinance Voluntarily Annexing Certain Territory Contiguous to the Village of Northbrook and Establishing Zoning Thereof (4001 Walters Avenue) 

This is a voluntary annexation of a contiguous parcel in order to connect to Village utilities. 

B. A Resolution Approving the Purchase of a Backup Storage System from CDW G 

This Resolution approves the purchase of a backup storage system from CDW G utilizing Sourcewell Contract pricing. 

C. A Resolution Approving A First Amendment to an Agreement Regarding a Physician Response Vehicle Program 

This is an extension of an agreement approved in 2023. 

D. A Resolution Authorizing a Contract with Go Painters, Inc. of Maywood, Illinois for Fire Hydrant Sandblasting and Painting Services 

The Village regularly contracts for Fire Hydrant painting services and paints its 2,700 fire hydrants on a periodic basis to ensure they remain clearly visible and are properly maintained with a protective coating. 

E. A Resolution Waiving Competitive Bidding and Authorizing the Purchase of Board Room Audio Visual Enhancements from Key Code Media, Inc. 

The Village’s current Board Room audio visual system setup is outdated and lacks the cohesiveness of a well-integrated A/V system. In an effort to modernize the Village’s boardroom A/V system to be more user-friendly,  streamlined, and reliable, staff sought proposals from consultants to upgrade the video, audio, production, and broadcast equipment. The last review of these systems was done in 2021. 

F. A Resolution Approving the Purchase of Firefighter Training from the Northeastern Illinois Public Safety Training Academy 

Approval of funds for firefighter training in fiscal year 2025 to Northeastern Illinois Public Safety Training Academy (NIPSTA). 

G. A Resolution Approving the Purchase of Firefighter Physical Examinations from Endeavor OMEGA 

Resolution approving the purchase of physical exams from OMEGA  occupational health for Fire Department personnel. This includes new  employee, annual required, and fit-for-duty physicals in FY2025 

H. A Resolution Approving Adjustments to the Compensation of the Village 

Manager and Authorizing the Purchase of Out-of-State Service Credits for Illinois Municipal Retirement Fund (IMRF) 

The attached resolution makes adjustments to the compensation of the Village Manager. 

I. An Ordinance Further Amending Various Articles of Chapter 15 of the Northbrook Municipal Code as Amended, Regarding Licensing Requirements and Regulations for Professions and Business Activities 

Substantive amendments to Chapter 15 of the Municipal Code were adopted earlier this year and this action will adopt some addition minor amendments to provide consistency with the actions taken to streamline the business license categories and application/renewal procedures for impacted businesses. 

J. An Ordinance Adopting and Authorizing Updates to the Village of Northbrook Annual Fee Ordinance 

The updates proposed to the Annual Fee Ordinance are related to business license and registration fees to correct minor inconsistencies adopted earlier this year. This is part of the comprehensive actions taken to streamline the business license categories and application/renewal procedures for impacted  businesses. 

K. Motion to Approve the August 13 and 27, 2024 Closed Session Minutes 9. ADMINISTRATION AND FINANCE

A. A motion directing staff to proceed with the necessary actions to purchase 3504 Commercial Avenue pursuant to the terms of the previously approved Purchase and Sale Agreement. 

The purchase of 3504 Commercial Avenue is recommended as the site of a new Fleet Maintenance Garage. It is proposed that the existing commercial building on the property could be adaptively reused. 

B. A motion directing staff to proceed with the necessary actions to purchase 820 Dundee consistent with the terms of the previously approved Purchase and Sale Agreement. 

It is proposed that the Village proceed with the purchase of two acres at 820 Dundee as the site for a future Fire Station 11. 

C. A Resolution Authorizing the Removal of One Heritage Tree and One Landmark Tree at 3856 Sunset Lane 

The Tree Protection and Preservation Review Board reviewed a tree removal application for 3856 Sunset Lane and has provided a summary and  recommendation as required.
