City of Elgin City Council met July 10

Here are the minutes provided by the council:

The regular meeting of the Council of the City of Elgin, Illinois, was held on July 10, 2024, in the Council Chambers. The meeting was called to order by Mayor Kaptain at 7:10 p.m. The Pledge of Allegiance was led by Mayor David Kaptain.

ROLL CALL

Roll call was answered by Councilmembers Dixon, Good, Martinez, Ortiz, Powell,

Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Absent: None.

MINUTES OF THE JUNE 26, 2024, COUNCIL MEETING APPROVED AS DISTRIBUTED

Councilmember Good made a motion, seconded by Councilmember Martinez, to approve the June 26, 2024, regular council meeting minutes as distributed. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

COMMUNICATIONS

Sri Ganapathy Sachchidananda Swamiji Recognition Proclamation Councilmember Martinez read the following proclamation:

PROCLAMATION

WHEREAS, Sri Ganapathy Sachchidananda Swamiji of Mysore India, is a distinguished spiritual leader, an advocate for global peace and healing, through the art of Nada Yoga and meditative music; and

WHEREAS, from July 19 to July 21, 2024, Sri Swamiji has organized and will lead the Gita Utsav at the Now Area in Hoffman Estates, Illinois, an event that aspires to unite diverse communities under a shared purpose of promoting world peace, harmony, wisdom and enlightenment; and

WHEREAS, this event is expected to draw nearly 2,500 participants to unite their voices to chant the Bhagavad Gita, an ancient scripture imparting teachings that inspire and guide humanity toward righteousness, empathy and universal goodwill; and

WHEREAS, the timing of this event aligns with the celebration of Guru Purnima, a day dedicated to honoring the wisdom and dedication of spiritual teachers, which enhances the cultural and spiritual significance of the event; and

WHEREAS, Sri Swamiji’s commitment to the Music for Meditation program has touched the lives of millions around the world, fostering peace, understanding and compassion among diverse communities.

NOW, THEREFORE, I, David Kaptain, Mayor of the City of Elgin, Illinois, do hereby present this Proclamation to Sri Ganapathy Sachchidananda Swamiji, with gratitude, and as recognition for leading the Gita Utsa, and continuing the commitment to promote spiritual unity and world peace through this gathering.

IN WITNESS WHEREOF, I have hereunto set my hand this 10th day of July 2024.

BID 24-038 TABLED FOR THE POWDER RIVER PARK ENHANCEMENT AND PLAYGROUND REPLACEMENT

Councilmember Steffen made a motion, seconded by Councilmember Ortiz, to table the bid to Beritus, Inc. in the amount of $539,353 providing for renovating the existing playground area by installing new play equipment, constructing new pathway, shade structure, game tables, and basketball court. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

BID 24-040 AWARDED TO WATER WELL SOLUTIONS ILLINOIS DIVISION, LLC FOR THE REHABILITATION PROJECT FOR WELLS NO. 1A, 2A, 3A AND 3

Councilmember Ortiz made a motion, seconded by Councilmember Steffen, to award a contract to Water Well Solutions Illinois Division, LLC in the amount of $2,705,009 to rehabilitate the Slade Well Field Deep Well 3 and Airlite Well Field Deep Well 1A, 2A and 3A to ensure a sufficient source of water supply for the city. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain.

Nays: None.

JOB ORDER CONTRACT APPROVED WITH FH PASCHEN FOR REPLACEMENT OF HVAC EQUIPMENT AT FIRE STATIONS 3, 4 AND 5

Councilmember Martinez made a motion, seconded by Councilmember Rauschenberger, to approve a contract with FH Paschen in the amount of $237,631 for the replacement of all HVAC equipment at Fire Stations 3, 4, and 5. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

PETITION 07-24 APPROVED FOR 865 SUMMIT STREET FOR CONDITIONAL USE TO CONSTRUCT A NEW AUTOMATIC CAR WASH

Marc Mylott, Community Development Director, outlined Petition 07-24 applying for a conditional use to construct an automatic car wash at 865 Summit Street. Staff and the Planning and Zoning Commission recommend approval subject to the conditions outlined.

Councilmember Steffen made a motion, seconded by Councilmember Good, to approve Petition 07-24 subject to conditions. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

PETITIONS 34-23 AND 35-23 APPROVED FOR 1700 N. RANDALL ROAD; AMENDMENT TO PLANNED DEVELOPMENT AND CONDITIONAL USE TO CONSTRUCT A NEW MOTOR VEHICLE SERVICE STATION AND CONVENIENCE FOOD STORE WITH ACCESSORY PACKAGE LIQUOR SALES

Marc Mylott, Community Development Director, outlined Petitions 34-23 and 35-23 for an amendment to planned development and a conditional use to construct a motor vehicle service station and convenience store with accessory package liquor sales 1700 N. Randall Road. Staff and the Planning and Zoning Commission recommend approval subject to the conditions outlined.

Councilmember Powell made a motion, seconded by Councilmember Dixon, to approve Petitions 34-23 and 35-23 subject to conditions. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain.

Nays: None.

RESOLUTION 24-171 ADOPTED AUTHORIZING EXECUTION OF AN EASEMENT AGREEMENT WITH ELGIN SCHOOL DISTRICT U-46 MANAGEMENT SERVICES AND FRED-ELGIN HC, LLC FOR SIDEWALK EASEMENT PURPOSES (2701 HOPPS ROAD, ELGIN, IL)

Councilmember Good made a motion, seconded by Councilmember Martinez, to adopt the following resolution. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Resolution No. 24-171

RESOLUTION AUTHORIZING EXECUTION OF AN EASEMENT AGREEMENT WITH ELGIN SCHOOL DISTRICT U-46 MANAGEMENT SERVICES AND FRED-ELGIN HC, LLC FOR SIDEWALK EASEMENT PURPOSES (2701 Hopps Road, Elgin, IL)

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that David J. Kaptain, Mayor, and Kimberly A. Dewis, City Clerk, be and are hereby authorized and directed to execute an Easement Agreement with Elgin School District U-46 Management Services and FRED-Elgin HC, LLC, for a sidewalk easement on the property legally described on Exhibit A, a copy of which is attached hereto.

BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to cause the easement agreement to be recorded in the office of the Recorder of Deeds of Kane County, Illinois.

RESOLUTION 24-172 ADOPTED AUTHORIZING EXECUTION OF A GRANT APPLICATION FROM THE STATE OF ILLINOIS DEPARTMENT OF COMMERCE AND ECONOMIC OPPORTUNITY FOR THE RISE IMPLEMENTATION GRANT PROGRAM

Councilmember Rauschenberger made a motion, seconded by Councilmember Martinez, to adopt the following resolution. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Resolution No. 24-172

RESOLUTION AUTHORIZING EXECUTION OF A GRANT APPLICATION FROM THE STATE OF ILLINOIS DEPARTMENT OF COMMERCE AND ECONOMIC OPPORTUNITY FOR THE RISE IMPLEMENTATION GRANT PROGRAM

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Richard G. Kozal, City Manager, be and is hereby authorized and directed to execute a grant application on behalf of the City of Elgin from the State of Illinois Department of Commerce and Economic Opportunity for the RISE Implementation Grant Program, therein committing matching funds not to exceed five hundred thousand dollars ($500,000) to retrofit or renovate existing buildings in downtown Elgin.
