4. PUBLIC COMMENT TIME 

This agenda item is reserved for members of the public who desire to address the Village Board on a topic that is within purview and jurisdiction of the Village Board, but that is not listed in another location on the agenda. If you would like to speak about a matter that is listed on the agenda, we ask that you wait until that agenda item is called, and we will give you an opportunity to speak then. If your matter is on the “Consent Agenda”, please let us know if you would like us to remove that matter so that you can speak about it. 

Anyone desiring to speak should fill out a written speaker form (located in the back of the Board Room) and submit it to the Village Clerk. “Public Comment Time” is not a forum for open dialogue or engagement with members of the Village Board. Rather, it is intended as an opportunity for you to make comments to the Village Board. While the Village Board will not immediately respond to public comments at this meeting, or engage in a back and forth discussion during the meeting, please be assured that the Board is actively listening to all comments, thoughts, and suggestions. 

All speakers will be limited to a total of three minutes. We request that everyone be respectful, civil, and non-repetitive; and we ask that members of the audience refrain from applauding or making any other comments during or after any speaker. 5. MANAGER'S REPORT 

A. Discussion Regarding Amendments to Chapter 15 of the Municipal Code Pertaining to Business Licensing 

The Village Board has requested amendments to the Municipal Code to streamline the business license categories and application/renewal procedures for impacted businesses. A draft ordinance is being presented to allow for public comment prior to formal consideration May 28, 2024.

B. A Proclamation Recognizing May 19-25, 2024 as Public Works Week 8. CONSENT AGENDA 

The matters listed for consideration on the Consent Agenda are matters that appear to have the unanimous support of the Board of Trustees. The Village President will review, designate the resolution or ordinance number for passage and then inquire if any member of the Board or member of the public objects to any item on the Consent Agenda. If any objections are raised, the matter will be removed from the Consent Agenda and relocated to a location on this agenda for consideration during the appropriate Board Committee report. If no objection is voiced, the Village President will request a motion and second for passage of all items listed. The resultant roll call vote on the Consent Agenda will be applicable to each individual agenda item. 

A. A Resolution Waiving Competitive Bidding and Approving a Contract with Baecore Group for a Business Process Assessment and Review Professional Services Engagement 

Staff is seeking to waive the competitive bidding process and seeking approval to execute a professional services contract with Baecore Group to complete a business process assessment and review. 

B. An Ordinance Amending the Fiscal Year 2024 Annual Budget for the Village of Northbrook, Illinois 

On a continual basis, staff evaluates expenditures to ascertain that there are no significant cost increases to planned expenditures which may be due to supply chain issues, unexpected capital costs, etc. and brings forward an Ordinance for amending the adopted budget to appropriate necessary funds. 

The Ordinance included herein includes the final amendments made to the prior Fiscal Year 2024 budget before the start of the annual audit for that year. 

C. A Resolution Authorizing an Agreement for Pavement Marking Services with Precision Pavement Markings, Inc. of Pingree Grove, Illinois 

This resolution authorizes the approval of an agreement for pavement marking services with Precision Pavement Markings, Inc. of Pingree Grove, Illinois in the not to exceed amount of $150,310. 

D. A Resolution Authorizing the Purchase of LED Streetlight Fixtures from Graybar Electric Company, Inc. of St. Louis, Missouri 

This Resolution authorizes the purchase of 235 LED streetlighting fixtures in the not-to-exceed amount of $125,000 from Graybar Electric Company, Inc. of St. Louis, Missouri. 

E. A Resolution Authorizing an Agreement for Sewer Lining Services with Hoerr Construction, Inc. of Goodfield, IL 

The Village of Northbrook lines segments of its sewers to improve the structural integrity of the main, seal mains from groundwater infiltration, and repair defects as necessary. 

F. A Resolution Authorizing Execution of an Agreement for Manhole Rehabilitation Services with Culy Contracting LLC of Winchester, Indiana 

The Village of Northbrook rehabilitates manholes to improve the structural integrity of the manhole, seal manholes from stormwater and groundwater infiltration, and repair defects as necessary. 

G. A Resolution Authorizing an Agreement for Sewer Televising and Manhole Inspection Services with American Underground, Inc. of Wheeling, Illinois The Village of Northbrook cleans and televises its sewers to assess the condition of each individual sewer segment and ensure that the sewers function as designed. 

H. A Resolution to Approve a Fiscal Year 2024 Contribution in the Amount of $60,402 to the Northbrook Chamber of Commerce 

The Village is a member of the Northbrook Chamber of Commerce and has historically contributed approximately 10% of its annual collected hotel tax revenues to the organization. This contribution will be charged to the Fiscal Year 2024 budget. 

I. A Resolution Approving a Transferee's Assumption of Subdivision and Development Agreement for Gateway Northbrook Development 1179-1275 Shermer Road 

The Transferee Assumption of Subdivision and Development Agreement is a standard requirement when a development property is acquired by new ownership. At this time the purchaser of the development is requesting approval of the transfer. 

J. A Resolution Authorizing an Agreement with Mad Bomber Fireworks Productions 

In 2022, the Village entered into an agreement with Mad Bomber Fireworks Productions to provide a fireworks display for the Village’s Fourth of July events. The original agreement with the vendor provided that the Village may enter into a renewal for the 2024 fireworks display. 

K. A Resolution Approving an Agreement for the 2024 Sidewalk Replacement Program with Schroeder and Schroeder, Inc. of Skokie, Illinois 

The Village of Northbrook systematically surveys public sidewalks to identify defective and deteriorated sections that create a potential hazard and liability for the Village. Tree roots encroaching sections of sidewalk, winter freeze/thaw cycles and de-icing materials are the primary cause of sidewalk deterioration. In addition to the replacement of failed sidewalk squares, the Village also installs Americans with Disabilities Act (ADA) required ramps at intersections and replaces select curbs adjacent to the sidewalks. 

L. A Resolution Authorizing the Execution of a Contract with Peter Baker and Son Co. of Lake Bluff, Illinois for the 2024 Asphalt Street Rehabilitation Program The Village of Northbrook's asphalt street rehabilitation program includes pavement milling and resurfacing of public asphalt streets and select patching of defective areas of pavement on various streets. 

M. An Ordinance Providing for the Disposal of Surplus Property and Evidence The Police Department is seeking authorization pursuant to the Law 

Enforcement Disposition of Property Act, 765 ILCS 1030/0.01 et seq. and according to Section 2-193 of the Northbrook municipal code to dispose of surplus property and evidence that has been determined to be unclaimed. 

N. An Ordinance Waiving Competitive Bidding, Approving the Purchase of Police Department Replacement Equipment from Nielsen Enterprise of Lake Villa, IL, and Authorizing the Disposal of Surplus Equipment 

Staff is seeking approval to purchase and replace an all terrain vehicle in the Police Department using Sourcewell, a local government purchasing cooperative.

O. An Ordinance Granting a Special Permit for a Child Day Care Services Facility, Parking Variation, Level III Design Review Permit, and Site Plan Approval (MMJ Scholars, LLC - 1200 Shermer Road) (Plan Commission Docket No. PCD-24- 03) 

The Plan Commission recommends approval of an ordinance granting approval of a Special Permit for a Child Day Care Services Facility in the C-2 District. 

P. An Ordinance Amending 2-2118 of the Municipal Code Regarding Powers and Duties of the Village Manager 

An Ordinance has been prepared by the Village Attorney to amend the Municipal Code regarding the authority of the Village Manager to retain professional services. 

Q. A Resolution Approving a Memorandum of Understanding with the Law Enforcement Information Exchange Midwest 

Police Department staff wish to enter into an MOU for the purpose of information sharing with other Midwest region law enforcement agencies in the LInX database. 

R. A Resolution Approving an Expenditure for Annual Membership Dues to the Northeastern Illinois Regional Crime Lab (NIRCL) of Vernon Hills, IL 

This resolution approves the expenditure for annual membership fees due to the Northeastern Illinois Regional Crime Lab of Vernon Hills, IL for FY 24/25. 

S. A Resolution Authorizing the Purchase of Contractual Services from Industrial/Organizational (IO) Solutions 

The Fire Department’s current Captain Eligibility List will expire on January 30, 2025 and use of an outside vendor to support the promotional exam process is required. 

T. A Resolution Authorizing the Execution of a Contract for Renovation Work at Village Hall with Leopardo Companies, Inc. of Chicago, Illinois 

This resolution authorizes the approval of a contract for millwork and the replacement of carpet, paint and window treatments within areas of Village Hall with Leopardo Companies, Inc. of Chicago, Illinois.

A. Preliminary Review of a Zoning Relief request for Chicago Car Loft for a Motor Vehicle Dealer with an Open Sales Lot at 3670 Commercial Avenue 

The Applicant requests a special permit and site plan approval for a car dealership with outdoor storage of vehicles. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non binding comments on a proposal prior to the applicant submitting to the Village a detailed application. 

B. Preliminary Review of a Request for Zoning Relief for two new restaurant buildings at 333 Skokie Boulevard 

The Applicant requests a comprehensive plan amendment, rezoning, special permit, site plan approval, and variations for a new commercial development with two restaurant buildings. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application. 

C. Preliminary Review of a Request for Zoning Relief for 15 Townhome Units at 820 Dundee Road 

The Applicant requests a rezoning, tentative plat of subdivision, and site plan approval, for a 15-unit townhome development with three buildings. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application. 

D. Preliminary Review of a Request for Zoning Relief for Life Church of Des Plaines at 1925 Cherry Lane 

The Applicant requests a special permit for a religious organization with gross floor area over 2,500 sq. ft. in the C-2 Neighborhood Commercial District. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application. 

11. COMMUNITY AND SUSTAINABILITY 

A. Motion to Select a Preferred Vendor Regarding the Next Refuse & Recycling Franchise Agreement 

The Village currently contracts with Waste Management (WM) to provide refuse, recycling, and compost (organics and/or landscape waste) collection for all single-family and some multi-family properties within the Village of Northbrook. The current six year contract expires August 31, 2024. This contract was entered into between the Village and Advanced Disposal, who was subsequently purchased by Waste Management, and was amended and assigned to Waste Management by the Village Board on October 26, 2021.
