Village of Arlington Heights President and Board of Trustees met March 4.

Here are the minutes provided by the board:

I. CALL TO ORDER 

II. PLEDGE OF ALLEGIANCE 

A. Presentation of the Colors by Girl Scout Troop 45105 of Thomas Middle School. 

III. ROLL CALL OF MEMBERS 

President Hayes and the following Trustees responded to roll: Tinaglia, Baldino, Shirley, Bertucci, LaBedz, Schwingbeck, Dunnington and Grasse. 

Also present were: Randy Recklaus, Diana Mikula, Charles Perkins, Hart Passman and Becky Hume. 

IV. APPROVAL OF MINUTES 

A. Committee of the Whole 02/12/2024 Approved 

Trustee Nicolle Grasse moved to approve. Trustee Tom Schwingbeck Seconded the Motion. 

The Motion: Passed

B. Village Board 02/20/2024 Approved 

Trustee Nicolle Grasse moved to approve. Trustee Wendy Dunnington Seconded the Motion.

The Motion: Passed

V. APPROVAL OF ACCOUNTS PAYABLE 

A. Warrant Register 02/28/2024 Approved 

Trustee James Bertucci moved to approve in the amount of $1,563,861.67. Trustee Richard Baldino Seconded the Motion.

VI. RECOGNITIONS AND PRESENTATIONS 

President Hayes recognized the passing of Tem Williams, one of the Village’s Senior Citizen’s Commission members. She was involved in many local activities and was an advocate for the warm water therapy pool at the Arlington Recreation Center. He expressed condolences to Ms. Williams' family and appreciation for her service.

A. Report of the Committee of the Whole Meeting of March 4, 2024 Approved Consideration of recommending to the Liquor Commissioner the issuance of a Class AA liquor license to Nostimo LLC dba Nostimo Greek Kitchen located at 286 W. Rand Road. 

Trustee James Bertucci moved to recommend to the Liquor Commissioner for issuance. Trustee Nicolle Grasse Seconded the Motion. The Motion: Passed

CONSENT LEGAL

B. Resolution approving agreements with School District 25 concerning public safety video surveillance systems. Approved

XII. NEW BUSINESS 

A. Opal Massage Therapy - 825 E. Golf Rd, Suite 1530 - PC#23-019 Land Use Variation for Massage Therapy Establishment Approved 

Gabriella Perez is a licensed massage therapist and has been practicing since 2017. Her background is in medical, therapeutic and pregnancy massage. Samuel Olvera, the business manager, graduated from UIC in accounting and marketing. Opal was founded in 2019 in Mt. Prospect. They are looking to grow their business and relocate to the Village. They have been very active in the Mt. Prospect community. All massage therapists on their staff will have a State license, hold malpractice insurance and stay current with continuing education which includes: ethics, sexual harassment prevention, domestic violence and sexual assault awareness. They shared pictures of what the spa will look like. 

Mr. Perkins said the building in which they hope to open has a high vacancy rate. There is not a parking concern. Mt. Prospect said there are no areas of concern with their current operations. The Plan Commission and Staff recommend approval with the condition that the use is for this owner and business only. 

President Hayes asked if the photos are of their current location. Ms. Perez said they are from a vision board and reflect what she is hoping to do in the AH location. The new location will give her more space to expand, and she would like to hire more staff to grow the business. President Hayes said he looks forward to their partnership in the community. 

Trustee Tinaglia agreed saying every business that gets involved in some way, helps them grow. 

Trustee Schwingbeck clarified that they are moving from Mt. Prospect, not adding a new location. Ms. Perez hopes to make it a spa like experience. Trustee Schwingbeck said it looks like a hard location to advertise, as the area is one of medical suites. Ms. Perez said she has a large database; she hopes her current clients follow her and she will be using social media. Being involved in the community has really helped and she plans to be involved. Trustee Schwingbeck recommended getting involved in the Chamber of Commerce. 

Trustee Bertucci inquired about Ms. Perez’s experience in hiring and managing employees. Mr. Perez said she currently has one part time employee. She has hired massage therapists previously as she used to work for a health center and hired therapists in that role. She plans to conduct a traditional interview and then a practical assessment. Trustee Bertucci said to be careful with the hiring, a spa owner must ensure the quality of the hires. She said they will do a background check on every hire. 

Trustee Wendy Dunnington moved to approve a Land Use Variation to allow a massage establishment in the O-T District for Opal Massage, 825 E. Golf Rd. Ste 1530, on the conditions: 1. All massage therapists must be licensed by the Illinois Department of Professional Regulation 2. The Variation is limited to the petitioners and cannot be transferred or assigned to another user and 3. Compliance with all Federal State and Village Codes, regulations and policies. Trustee Tom Schwingbeck Seconded the Motion. The Motion: Passed
