City of Elgin Committee of the Whole met Jan. 24.

COMMITTEE OF THE WHOLE MEETING 

January 24, 2024 

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon (attended electronically), Good, Martinez, Ortiz, Powell (6:10 p.m.), Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Absent: None. 

Approval of Minutes 

Councilmember Good made a motion, seconded by Councilmember Steffen, to approve the  minutes of the January 10, 2024, regular meeting. Upon a roll call vote: Yeas: Councilmembers  Good, Martinez, Ortiz, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.  

Public Comments 

None. 

Crowdstrike EDR and Antivirus Software 

Councilmember Good made a motion, seconded by Councilmember Steffen, to subscribe to Crowdstrike Falcon antivirus and EDR services in the amount of $35,475 to allow for the continued protection of the city’s information technology devices using advanced antivirus  software and a managed detection and response service. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.  

Laserfiche Enterprise Content Management System Renewal 

Councilmember Steffen made a motion, seconded by Councilmember Good, to approve an agreement with TKB Associates for the subscription to Laserfiche in the amount of $43,682 to  allow for the processing efficiency and document security for city staff in the management, storage and retrieval of documents, both paper and electronic. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and  Mayor Kaptain. Nays: None.  

Intergovernmental Agreement Between the City of Elgin and the Illinois Department of Transportation for Costs Associated with Various Safety Improvements at U.S. Route 20 from Nesler Road to Weld Road/Longcommon Parkway 

There was discussion regarding the proposed restricted crossing U-turn or R-cut, and if a traffic light should be placed at this location.

Councilmember Good made a motion, seconded by Councilmember Martinez, to enter into an intergovernmental agreement with the Illinois Department of Transportation (IDOT) in the amount of $22,033 to improve and upgrade city-owned facilities near the intersection of Nesler Road and U.S. Route 20. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.  

Announcements from Council 

Councilmember Ortiz commended the Larkin High School Wrestling team on being Conference Champions. 

Councilmember Thoren commented on seeing several new Elgin police officers at the Elgin History Museum for a history lesson and thanked all involved in that program. 

Councilmember Rauschenberger invited all to the Elgin History Museum’s Trivia Night on January 26, 2024.

Adjournment 

Councilmember Thoren made a motion, seconded by Councilmember Martinez, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell,  Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None. 

The meeting adjourned at 6:38 p.m.
