Village of Northbrook Plan Commission met Jan. 16.

Commissioner Morgen moved, Commissioner Torf seconded the motion to approve the regular meeting minutes for November 7, 2023, as presented. On voice vote, all were in favor. Commissioner Melnick abstained.

Allen Morgen moved, seconded by Amy Torf to free form Review and Approval.. On voice vote, the motion passed.

RESULT: PASSED [5-0]

Community Planning Report

Michaela Kohlstedt, Deputy Director, reported the Village is utilizing PEAK software for the minutes. She provided a brief overview of several past preliminary reviews conducted by the Village Board of Trustees. Furthermore, a zoning code text amendment was approved for parking surface material in Northbrook and health service office in the I-1 District. To note, Village Clerk Debbie Ford retired last year, and AC Buehler was appointed to fill the vacancy. Lastly, she encouraged the Commissioners to complete emailed trainings and SOP’s.

4.A) DOCKET NO. PCD-23-13: 1135 SKOKIE BOULEVARD - THE JOSSELYN CENTER (First Public Hearing). An application filed by The Josselyn Center as owner of the property at 1135 Skokie Boulevard, for the purposes of (1) Approval of a Special Permit to Allow Wall Signs in Excess of District Height Limitations (SIC No. 9966.00); and (2) Approval of any other such variations, waivers, and zoning relief as may be necessary.

Commissioner DeBartolo made a motion to waive the staff presentation; seconded by Commissioner Melnick. On voice vote, the motion passed.

Skip Spanjer, Northshore Sign, stated he is representing The Josselyn Center. The plan is to install illuminated channel letters at the top of the building façade (63-feet above grade). He provided a brief overview of the following: logo design, colors, branding efforts, and materials.

Commissioner Morgen made a motion to close the public hearing; seconded by Commissioner Melnick. On roll call vote, all were in favor. (6 Yes Votes, 0 No Votes)

Commissioner Melnick made a motion to approve a resolution for Docket No. PCD-23-13, 1135 Skokie Boulevard, The Josselyn Center, as prepared and submitted by staff; seconded by Commissioner Morgen. On roll call vote, all were in favor. (6 Yes Votes, 0 No Votes)

Chairman Elisco recognized the Public Works Department for their community support efforts.

8) Adjourn

Commissioner Morgan made a motion, seconded by Commissioner DeBartolo to adjourn. On voice vote, a motion to adjourn passed unanimously. Adjourned at 7:50 p.m.

Allen Morgen moved, seconded by Mark DeBartolo to approve 8) Adjourn. On voice vote, the motion passed.
