Village of Northbrook Board of Trustees met Nov. 28.

C. Consideration and Approval of Village President's Appointment to Fill a Vacancy in the Office of Village Clerk

The Village President has determined, with the advice of the Village Trustees, that she will appoint A.C. Buehler to the Office of Village Clerk effective December 1, 2023 to serve for the remainder of the term of the current Village Clerk, Debbie Ford. The Village President is seeking the consent of the Village Board, by a duly adopted motion, at the Village Board meeting on November 28, 2023. 

D. A Resolution Authorizing the Approval of a Policy Concerning Meeting Minutes This resolution establishes the Village's policy related to meeting minutes for open and closed session meetings of the Village Board of Trustees or a subsidiary body of the Village as required by state statute (Open Meetings Act, 5 ILCS 120/2.06) and rescinds and replaces any and all prior policies of the Village. 

8. CONSENT AGENDA 

The matters listed for consideration on the Consent Agenda are matters that appear to have the unanimous support of the Board of Trustees. The Village President will review, designate the resolution or ordinance number for passage and then inquire if any member of the Board or member of the public objects to any item on the Consent Agenda. If any objections are raised, the matter will be removed from the Consent Agenda and relocated to a location on this agenda for consideration during the appropriate Board Committee report. If no objection is voiced, the Village President will request a motion and second for passage of all items listed. The resultant roll call vote on the Consent Agenda will be applicable to each individual agenda item.

A. An Ordinance Approving a Zoning Code Text Amendment to Expand the List of Allowable Driveway and Parking Lot Surface Materials

The Applicant has requested a zoning code text amendment to expand driveway material options besides asphalt and concrete. 

B. An Ordinance Amending the Northbrook Zoning Code To Allow Health Service Offices in I-1 Restricted Industrial District

The Applicant has requested a zoning code text amendment to allow medical office uses as a permitted use in the I-1 Restricted Industrial District. 

C. A Confirming Resolution Authorizing the Purchase of a Replacement Dump Truck Chassis from Trans Chicago Truck Group of Elmhurst, Illinois

A confirming resolution for the purchase of a new chassis which replaced a 2008 dump truck. 

D. A Confirming Resolution Authorizing Monroe Truck Equipment, Inc. of Joliet, Illinois to Up-Fit a Freightliner Chassis Dump Truck

A Confirming Resolution to authorize Monroe Truck Equipment, Inc. to up-fit a Freightliner chassis.

A. Preliminary Review of a Zoning Request for a Daycare at 1200 Shermer Road This is a preliminary review of an application for zoning relief at 1200 Shermer Road for consideration of a Special Permit to allow a child daycare in the C-2 Neighborhood Commercial District. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting to the Village a detailed application. 

B. Preliminary Review of a Zoning Request for Relief at 3000-3080 Willow Road and 3005 Highland Road

This is a preliminary review of an application for zoning relief at 3000-3080 Willow Road and 3005 Highland Road for Annexation, Rezoning, Resubdivision and Special Permit to allow single family residential lots and a child daycare development. This Preliminary Review is a conceptual review for the Village Board to provide non-binding comments on a proposal prior to the applicant submitting a detailed application to the Village. 

11. COMMUNITY AND SUSTAINABILITY 

A. Presentation of the proposed ordinance to Restricting Gas-Powered Leaf Blowers

Staff has worked with the Village Attorney to develop a draft ordinance for presentation on November 28, 2023 and adoption as early as December 12, 2023, subject to the Village Board's discussion, with an effective date of January 1, 2025 that would enact a 9-month ban on gas-powered leaf blower use from December to March and May to September. This allows landscapers to use back pack and handheld portable gas-powered leaf blowers during a 4- week spring clean-up window (April 1 to April 30) and 8-week fall clean-up window (October 1 to November 30). The proposed ordinance allows the Village Manager to extend these timeframes in the event of a storm or emergency. No exemptions are proposed.
