Village of Arlington Heights Committee-of-the-Whole met Sept. 18.

Here are the minutes provided by the committee:

President Hayes called the meeting to order at 7:00 PM.

BOARD MEMBERS PRESENT: President Hayes; Trustees Baldino, Bertucci, Dunnington, Grasse, LaBedz, Schwingbeck, Shirley, and Tinaglia

BOARD MEMBERS ABSENT: None

STAFF MEMBERS PRESENT: Village Manager Randy Recklaus and Assistant Village Manager Diana Mikula

OTHERS PRESENT: Beth Deiter, Jennifer Durkin, Yunsuk Song and Sungwhan Kim

A. Interview of Beth Deiter for appointment to the Commission for Citizens with Disabilities term ending April 30, 2026 

The Mayor called both candidates Beth Deiter and Jennifer Durkin up at the same time as they are both candidates for the same commission. The Mayor stated that the candidates both have impressive resumes and are very passionate about issues related to citizens with disabilities.

Beth is a speech therapist and has created a non-profit. She feels that she represents families of children with disabilities and sees their joys and struggles and hopes to represent them on the Commission. Mayor Hayes stated that he has know Beth for many years as the Mayor’s daughter and Beth were classmates in elementary school.

Trustees commented on the fantastic resumes of both candidates and thanked both candidates for their willingness to serve. Discussion ensued on the commission and work that is done.

Trustee Grasse moved, seconded by Trustee Baldino to recommend that the Village Board of Trustees recommend Beth Deiter for appointment to the Commission for Citizens with Disabilities term ending April 30, 2026. 

The following voice vote was recorded: 

9 Ayes 0 Nays 

 The motion passed. 

B. Interview of Jennifer Durkin for appointment to the Commission for Citizens with Disabilities, term ending April 30, 2024. 

Jennifer is the mother of a child with special needs. She has twin daughters, one with a rare chromosome disorder and one that is neurotypical. One daughter is non verbal and has developmental delays. Over the years, they have had to fight for things. Jennifer hopes her role on the commission will help remind others that what is easy for some, may not be for others.

Trustee Baldino moved, seconded by Trustee Grasse to recommend that the Village Board of Trustees recommend Jennifer Durkin for appointment to the Commission for Citizens with Disabilities, term ending April 30, 2024. 

The following voice vote was recorded: 

9 Ayes 0 Nays 

The motion passed. 

C. Consideration of recommending to the Liquor Commissioner the issuance of a Class A liquor license to Sushi De Tapas, Inc. dba Kaido Sushi located at 45 W. Golf Road. 

The Mayor swore in Yunsuk (Eric) Song, owner of Kaido Sushi. The attorney for Kaido Sushi, Sungwhan Kim, was also introduced.

Ms. Mikula gave the staff report. She stated that this is a new establishment and is seeking a Class A liquor license. The restaurant opened in January.

In August, 2023 Police completed a background check on Yunsuk Song and manager, Chun Hwan Park, no issues were noted. A walk through was conducted on September 8 and the submitted floor plan was adjusted to reflect an additional bench with seats bringing the available seats up from 28 to 32.

Upon a satisfactory interview tonight, Ms. Mikula stated, it would be appropriate to issue a Class A liquor license to Sushi De Tapas dba Kaido Sushi.

The Mayor asked about Mr. Song’s experience in the restaurant and liquor business. Mr. Song has other restaurants. Previously, he held a liquor license at one location however, he is no longer an owner. Mr. Song stated he has had no liquor violations. Mr. Song stated he does currently have a restaurant in Chicago however, at that location he does not have a liquor license, it is BYOB. Discussion ensued regarding BYOB.

At Kaido Sushi, all employees are Basset certified. Mr. Song stated that the plan is to ask for IDs from anyone that is looking to purchase liquor. Trustees thanked Mr. Song for choosing Arlington Heights for his business. Compliance checks that are conducted by the Village were highlighted.

Trustee Grasse moved, seconded by Trustee Schwingbeck to recommend that the Village Board of Trustees recommend to the Liquor Commissioner the issuance of a Class A liquor license to Sushi De Tapas Inc. dba Kaido Sushi located at 45 W. Golf Road. 

The following voice vote was recorded:

9 Ayes 0 Nays 

 The motion passed. 

D. OTHER BUSINESS - None

E. ADJOURNMENT – Trustee Baldino moved, seconded by Trustee LaBedz to adjourn. The meeting adjourned at 7:27 pm.
