City of Elgin Liquor Control Commission met Sept. 13.

The meeting was called to order by Chairman Kaptain at 4:30 p.m. in Conference Room 208, South Wing of Elgin City Hall. Members present: Commissioners Good, Ortiz, Thoren, and Chairman Kaptain. Absent: Commissioners Dixon.
Approval of Minutes
Commissioner Ortiz made a motion, seconded by Commissioner Good, to approve the minutes of August 9, 2023 meeting. Upon a roll call vote: Yeas: Commissioners Good, Ortiz, and Chairman Kaptain. Nays: None. Abstain: Commissioner Thoren.
Application by Pocket Aces Gaming, Inc. d/b/a Pocket Aces Gaming for a Distributors of Video Gaming Terminals for the Premises at 155 South Randall Road
Assistant Corporation Counsel Beck provided an overview of the application noting this distributor had not been previously licensed in the city. Old Republic at 155 South Randall Road previously used Accel Entertainment as their video gaming terminal distributor. This application does not seek to change the number of machines at the location. Staff recommended approval of the application subject to the conditions outlined in the memo.
Commissioner Good made a motion, seconded by Commissioner Ortiz, to approve the application by Pocket Aces Gaming, Inc. d/b/a Pocket Aces Gaming for a distributor license for video gaming terminals for the premises at 155 South Randall Road. Upon a roll call vote: Yeas: Commissioners Good, Ortiz, Thoren, and Chairman Kaptain. Nays: None.
Consideration of Stipulation and Agreed Order Regarding the Liquor Commission Complaint in the Matter of the Retail Alcoholic Liquor Dealers License of Moon Food & Liquor Inc., d/b/a Moon Food & Liquor, 1015 N. Randall Road, Elgin, IL; LC 2023-8
Assistant Corporation Counsel Beck provided an overview of the complaint. He noted that it was for sales to a minor and the recommended fine is $500.
Commissioner Thoren made a motion, seconded by Commissioner Good, to approve the stipulation and agreed order regarding the liquor commission complaint in the matter of the retail alcoholic liquor dealers license of Moon Food & Liquor Inc., d/b/a Moon Food & Liquor, 1015 N. Randall Road, Elgin, IL; LC 2023-8. Upon a roll call vote: Yeas: Commissioners Good, Ortiz, Thoren, and Chairman Kaptain. Nays: None.

Discussion Concerning Request by Top Flight Volleyball Club, Inc., 2739 Alft Lane, for the Creation of a New Liquor License Classification
Assistant Corporation Counsel Beck provided an overview of the request from Top Flight Volleyball Club on Alft Lane. The Top Flight Volleyball Club hosts various volleyball training and tournaments. The facility has an existing concession area, and they would like to have the option to serve beer and wine. There was discussion about the current operations and if there was a designated area for food service. There was a general consensus to move forward with this concept and directed staff to draft an ordinance to present.
