Wilson Street - Approved by Voice Vote (Council District: Six)

Village Manager Reid Ottesen presented the Palatine Jaycees' request for a waiver of the Village's Temporary Sound Amplification Ordinance for proposed live music or DJ, and for the temporary closure of Parking Lot J on Thursday, October 19 at 10 PM to Saturday, October 21 at 11 PM.

RESULT: APPROVED BY VOICE VOTE [UNANIMOUS]

1. Consider a Motion to Approve a Waiver of the Village's Sound Amplification Ordinance for a 60th Anniversary Celebration at Imperial Woodworking Company, 310 N. Woodwork Lane, on Sunday, September 24, 2023 - Approved by Voice Vote (Council District: Six)

Village Manager Reid Ottesen presented Imperial Woodworking's request for a waiver of the Village's Sound Amplification Ordinance from 2:30 PM to 6:00 PM in their Parking Lot on N. Woodwork Lane, on September 24, 2023, for their private 60th Anniversary celebration.

Frank Huschitt, President of Imperial Woodworking Company thanked staff and the Village Council.

2. Consider an Ordinance Granting a Special Use to Permit an Addition in the Side Yard Abutting a Street at 1307 N. Doe Road - Motion Carried by Voice Vote (Council District: One)

Planning & Zoning Director Ben Vyverberg presented the petitioner's request for a Special Use to permit an addition set back 21 feet from the side lot line abutting a street (minimum 40 feet). The existing principal structure is set back 35 feet from the side yard abutting a street lot line along Dundee Road, an existing non-conforming (required 40-foot setback). The Planning & Zoning Commission voted unanimously to approve the Special Use and staff concurs.

3. Consider an Ordinance Granting a Special Use to Permit an Addition in the Front Yard at 666 N. Hawk Street - Motion Carried by Voice Vote (Council District: Six)

Planning & Zoning Director Ben Vyverberg presented the petitioner's request for a Special Use to permit an addition to be set back 25 feet from the front lot line (minimum required 30 feet) to construct a covered, open-style porch, along an existing single-family residence. The proposed porch style and front yard setback are comparable to other approved porch additions on R-2 zoned property in the Village. The Planning & Zoning Commission voted unanimously to approve the Special Use and staff concurs.

In response to Councilman Millar, Vyverberg explained the various porch and stoop definitions that are open air, not detrimental.

Village Manager Reid Ottesen noted the difference between open air and enclosed additions. Staff looks at comparable additions in the area. Ottesen stated everyone has the right to come forward and ask. If the Council wants, it can direct staff to prepare a policy change to clarify such requests.

Councilman Solberg noted the need for available space in the front yard for such an addition. Some homes don't have the footage available.

4. Consider an Ordinance Granting a Special Use to Permit an Addition in the Side Yard Abutting a Street at 879 W. Leonard Road - Motion Carried by Voice Vote (Council District: One)

Planning & Zoning Director Ben Vyverberg presented the petitioner's request for a Special Use to permit a second story and open-air front porch addition to be set back 21 feet in the side yard abutting a street (minimum 40') at 879 W. Leonard Road

The existing residence is non-conforming with side yard abutting a street 30.2' setback (minimum 40'). There is an approximately 20-foot parkway between the subject property lot line and the Leonard Road curb. One neighbor supported the proposal. The Planning & Zoning Commission voted unanimously to approve the Special Use and staff concurs.

5. Consider Ordinances Granting a Planned Development Amendment and a Special Use for an Indoor Recreational Facility at 1108 W. Northwest Highway - Motion Carried by Voice Vote (Council District: One)

Planning & Zoning Director Ben Vyverberg presented the petitioner's request for a Planned Development Amendment and Special Use for a children's indoor recreational facility. Parking is sufficient. The Planning & Zoning Commission voted unanimously to approve the Planned Development Amendment and staff concurs.

C. INFRASTRUCTURE & ENVIRONMENT COMMITTEE – Time: 7:19 PM 

DOUG MYSLINSKI, CHAIRMAN 

1. Consider a Motion Authorizing the Village Manager to Purchase a Replacement Chipper - Approved by Voice Vote 

Public Works Director Matt Barry recommended authorizing the Village Manager to purchase one 2024 Bandit Intimidator 21XP chipper through the Sourcewell contract from Atlas Bobcat in the amount of $141,032., and also recommended the Village Council approve the trade-in of the existing Morbark chipper to Atlas Bobcat for a credit of $27,000, for a net purchase price of $114,032. Funds in the amount of $130,000 have been appropriated in the Capital Equipment Replacement Budget for this purchase. The savings of $15,968 will be used to offset the overage on a trailer purchase.

2. Consider a Motion Authorizing the Village Manager to Enter into a Contract with Flock for the Installation of Ten License Plate Recognition Cameras and Five Situational Awareness Cameras in a Five-Year Contract Not-to-Exceed $296,625, as well as any Necessary ComEd Agreements - Approved by Voice Vote 

To ensure comprehensive monitoring and to deter criminal activity at exit and entrance points of the Village, Village Manager Reid Ottesen recommended authorizing a contract with Flock for $167,062.50 for the installation of ten LPR cameras and $129,562.50 for the installation of five situational awareness cameras for five years. The total annual cost for these cameras over five years is $296,625. These costs will be split between the Rand/Dundee TIF District and the use of seizure funds held by the Police Department. Approval of this item will allow the Village Manager to engage ComEd for the power installation.

Councilman Lamerand asked about the reporting of information; Chief Daigle stated the information goes to Northwest Dispatch, taking seconds to report. This would be a significant investigative tool.

Ottesen stated there are some in operation currently, some in Homeowners' Associations and are effective.
