VI. RECOGNITIONS AND PRESENTATIONS
A. Presentation of the 2023 Kenneth Hood Senior
Service Award
Steven Schultz was recognized for his outstanding service to the Arlington Heights Senior Center Inc. Board. President Pro-Tem Labedz honored Mr. Schultz for his service. Senior Citizen’s Commission member Fred Vogt presented Mr. Schultz with the Dr. Kenneth Hood Award for 2023.
B. 2023 Illinois Traffic Safety Challenge Award
Chief Pecora introduced Deputy Chief Czernecki who described the numerous traffic safety opportunities and challenges in which the Department has participated. Their efforts have been validated not just by the awards being received tonight, but the overall safety of the community.
Officers continually conduct evidence-based traffic safety strategies. In the past ten years, our Village has seen a significant decline in accidents and their severity. High volume intersections are frequently monitored with additional enforcement implemented if needed.
Scott Kristiansen, Director of the Illinois Traffic Safety Challenge, presented the Department with the 2023 Illinois Traffic Safety Challenge Award, the 1st Place Distracted Driving Enforcement Award, the 1st Place Speed Awareness Award, and the 1st Bicycle & Pedestrian Award. Mr. Kristiansen said Arlington Heights has the best program in the State and in the Nation. The Village has experienced a 30% reduction in traffic incidents. President Pro-Tem LaBedz said the Police Department is one of the reasons the Village is second to none.
Sergeant Russ Mandel received the Illinois Association of Chiefs of Police ‘Looking Beyond the Safety Belt Award’ for discovering a large amount of cannabis with the intent to deliver during a traffic stop.

Jerome Arp said he was present to draw attention to a rising concern for apartment residents. He has been a victim of package theft and there are no cameras at his complex. He would like for cameras to be required by ordinance for landlords. Mr. Recklaus said the Village encourages landlords to put proper security measures in place. Surveillance cameras are being seen as a feature of new apartment buildings. Staff is not recommending a requirement at this time, but encourages best practices for all facilities. Mr. Recklaus said the Village does not have staff to enforce such an ordinance at this time.

XIV. REPORT OF THE VILLAGE MANAGER
A. 2024-25 Village Strategic Priorities
Mr. Recklaus said the Village Board met on July 31, for their biannual goal setting meeting. At this meeting, the Board developed strategic priorities for the next two-year cycle. The priorities identified are used as guiding principles, are turned into a business plan for staff, and are included in the budgeting process. Nine priorities were identified.
1) Work with the Chicago Bears Football Club, our residents and business, and all other local, regional, and state-wide partners to develop a responsible, mutually beneficial, and one-of-a-kind redevelopment plan for the former Arlington Racetrack site that benefits our community’s interests and is worthy of the property’s legacy.
2) Continue to maintain good fiscal stewardship of Village resources ensuring ethical and efficient financial decision making on behalf of taxpayers (tied with #3).
3) Pursue environmentally sustainable programs and business practices within the Village, including the encouragement and facilitation of alternative transportation options such as pedestrian and bicycle access (tied with #2).
4) Continue efforts to maintain high quality core municipal services (tied with #5).
5) Develop new and creative ways to enhance public safety for residents, businesses, and all who visit the Village of Arlington Heights (tied with #4).
6) Continue to embrace diversity, equity, and inclusion efforts with an emphasis on creating a sense of belonging and engagement within the community and Village Government.
7) Maintain focus on the long-term design, construction, and maintenance of the Village’s infrastructure program.
8) Seek economic development initiatives to strengthen the local economy, reduce vacancies, and enhance key gateways (tied with #9).
9) Seek, maintain, and expand attainable housing within the community (tied with #8)
Mr. Recklaus emphasized the importance of the Board setting priorities.
Next, staff will develop a business plan in order to take action. This plan drives the staff priorities for the next two years.
