City of Elgin Committee of the Whole met July 12.

Here are the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. 

Present: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Steffen, Thoren, and Mayor Kaptain. 

Absent: Councilmember Rauschenberger.

Approval of Minutes

Councilmember Good made a motion, seconded by Councilmember Steffen, to approve the minutes of the June 28, 2023 regular meeting. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Steffen, Thoren, and Mayor Kaptain. Nays: None. Abstain: Councilmember Dixon.

Public Comments

Ron Milner, launched a financial literacy company and talked about upcoming workshops they would be holding for residents of Elgin.

Gary Swick, Friends of the Fox River, asked that public access to the river be a priority for the North Grove Redevelopment Area Plan.

Erik Melchers asked that river front access be considered for the North Grove Redevelopment Area Plan.

Tom Armstrong expressed ideas regarding the North Grove Redevelopment Area Plan.

Kerry Kelly, asked for more community engagement for the North Grove Redevelopment Area Plan.

Jen Abbey, Shared Harvest, stated the group’s interest in being involved in the North Grove Redevelopment Area Plan.

At 6:20 p.m. the tornado warning siren sounded, and the meeting was recessed as council, staff and the public sought shelter in the basement of the building. After the storm passed the rest of the meeting and the city council meeting was cancelled. The remaining items on the evening’s agenda will be addressed in a future meeting.

Adjournment

Councilmember Dixon made a motion, seconded by Councilmember Good, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Ortiz, Powell, Steffen, Thoren, and Mayor Kaptain. Nays: None.

The meeting adjourned at 6:56 p.m.
