City of Elgin Police Pension Fund Board of Trustees met July 19.

Treasurer's Report: 

a. 2nd Quarter 2023 Short Executive Summary.

b. Greg Kiesewetter of Cook Castle Associates reference Cyber Security Insurance Policy and Premium Fee.

c. CFO Debra Nawrocki will present the 2023 Actuarial Valuation (Tax Levy) that was compiled by Lauterbach and Amen.

d. House Bill 5088 - Municipal Compliance Report 12-31-2022.

e. Surety Bond for CFO Nawrocki

Expenses: In pension packet.

2 checks received for over-payment of benefits after death.

Carol D. Young -- $3,252.43.

Donna J. Lloyd -- $169.33.

Deaths: (1) Donna J. Lloyd died on April 29, 2023. Her husband John W. Lloyd, who passed away in 2021. There are no dependents.

Retirements: (2) Officer Jason Morales Jr. #290 retired on June 1, 2023. He has made application to receive a pension benefit.

Sgt. David A. Baumgartner's pension was revised and recalculated due to him leaving earlier than what he originally stated as his last date. His last date worked with pay was January 11, 2023.

Disabilities: (4) Attorney Thomas Radja will update the Board on the disability application status of Neff, Garcia, Santiago and Hooker.

Resignations: (1) Officer Michael V. Amelio #478 resigned on April 19, 2023.

New Hires: (0) 

Portability: (2) Officer Richard L. Free #402 is transferring 2 years, 4 months and 26 days from Lakemoor Police Pension Fund for $56,198.88. His new revised start date with The Elgin Police Pension Fund will be January 24, 2012.

Officer Michael V. Amelio #478 is transferring 2 years, 1 month and 15 days from The Elgin Police Pension Fund to the Bloomingdale Police Pension Fund. Elgin is to send Bloomingdale Police Pension Fund $39,631.62.

Military Service Buy Back 40 ILCS 5/3-110(b‐5): (0) 

Transfer of Creditable Service IMRF Public Act 102-0113 (1) 

Miscellaneous: 

a. Re-appointment letter was received by Mayor Kaptain regarding Debra Nawrocki as a Trustee for another 2 year term.

b. Update on the lawsuit against the State of Illinois regarding IPOPIF. The Illinois Supreme Court will be taking the appeal of the Appellate Court Decision.

c. Thomas Radja is taking over Thomas Harwell's position as legal counsel to the Board after the death of Thomas Hartwell. The new firm will be named Radja Collins Law.

d. Yearly affidavits have been returned, except 1. That is for Clayton Bradish. His status is still trying to be determined, since his family was contacted and have not returned a call. He was sent certified mail and other mail. His pension benefits have been suspended since February 2023. The Fund still has not heard from Clayton Bradish.

e. The H.E.L.P.S. Act has changed. Members can now issue payment to their insurance carriers directly from themselves.

f. FOIA request from Roshan Inchody, DBA: PitchBook.

g. The Municipal Minute published a decision by the Illinois Appellate Court regarding its 'interpretation of the average salary calculations regarding a demoted sergeant application for pension.

h. Should the Fund release any Executive Meeting Minutes at this time? 

i. Final Slate and Vote for the Officers of the Elgin Police Pension Fund.

j. IPPAC Annual Fall Training Seminar October 27, 2023 in Schaumburg, IL.

k. Miscellaneous correspondences.

1. Kayne Anderson quarterly reports.

2. Lauterbach and Amen monthly reports.
