Trustee Hebl moved, seconded by Trustee Pepoon to approve the April 11, 2023 minutes. On  voice vote, the motion passed.

4. PUBLIC COMMENT TIME 

President Ciesla noted the public can make comments by emailing publiccomments@northbrook.il.us. Email responses must be under 200 words in length. 

Todd Speed, Northbrook, spoke in support of a mixed-use development project for the Granger property. Furthermore, he suggested increasing the bike paths in the community.  

Village Clerk Debbie Ford read one emailed comment:

Alex, expressed concern regarding increased airplane noise in the community. He requested the Board take action to address the issue.  

5. MANAGER'S REPORT 

Village Manager Cara Pavlicek reported the Village hired Jonathan Mendel as the new Director of  Development & Planning Services. Furthermore, pending reconstruction signs have been posted for  underpass construction, located at Cherry Lane & Cedar; and Phase 1 of the construction project begins  on May 1, 2023. The public can view zoning rewrite information on the Village website; and the Village  will partner with the Parks District for 4th of July festivities. To note, the one-year anniversary for Highland Park is approaching.

7. PRESIDENT'S REPORT 

President Ciesla reported on April 28, 2023, free tree seedlings will be available at Village Hall; and the Village Facilities Open House is scheduled on April 29, 2023. Furthermore, Flamingo Friday is starting  on May 12, 2023; will be held every Friday evening until Labor Day.

B. PROCLAMATION: 

A Proclamation Recognizing April 28, 2023 as Arbor Day in the Village of Northbrook President Ciesla commented on April 28, 2023, the Village of Northbrook will join communities across the country in recognizing National Arbor Day. Arbor Day is an annual observance that celebrates the role of trees in our lives and promotes tree planting and care.  

C. PROCLAMATION: 

A Proclamation Recognizing April 30 - May 6, 2023 as Small Business Week 

President Ciesla commented every year since 1963, the President of the United States has  issued a proclamation announcing National Small Business Week to recognize the critical contributions of America’s entrepreneurs and small business owners. Illinois is home to 1.2 million  small businesses, employing 2.5 million individuals. The Northbrook Chamber of Commerce plays a  vital role in supporting small businesses by providing them with networking opportunities, advocacy, and resources to help them grow and thrive. The Village proclaims April 30, 2023 to May 6, 2023, as  Small Business Week. 

Kathy Quinn commented the Chamber has a new membership for young entrepreneurs, age 13-20. She encouraged the public to visit the Chamber of Commerce. 

D. PROCLAMATION: 

A Proclamation Recognizing Northbrook Green Businesses 

President Ciesla commented Northbrook’s Climate Action Plan calls to reduce carbon emissions  and foster sustainability across all sectors of the community. The Village recognizes the important role businesses play in promoting a cleaner and greener future. Northbrook businesses have made, and continue to make, lasting contributions to building a healthier and more inclusive society. Furthermore, the Northbrook Green Business Program acknowledges local organizations according to a Bronze, Silver, or Gold level of achievement.

 E. RESOLUTION NO. 2023-68 

A Resolution Pledging to Join Cook County to Unite Against Hate 

President Ciesla commented Northbrook is adopting a resolution pledging to join Cook County to unite against hate. The Village seeks to continue to become more equitable, welcoming, and connected as part of the Cook County community. Furthermore, the Village is dedicated to protecting all residents from hate crimes and seeking an end to bigotry in all its forms. She provided a brief overview of the hate crime studies. The Cook County United Against Hate campaign disrupts intolerance by providing a visual, verbal, and educational avenues to stand up against all forms of  bigotry. The Village encourages its residents to take the pledge to unite against prejudice and to support tolerance and justice. 

Cook County Commissioner Scott Britton, spoke in support of the Village adopting the resolution to join Cook County to unite against hate. He encouraged the public to visit the Cook County website to learn more about the pledge.

F. Presentation by Brookfield Properties on the Northbrook Court Redevelopment Conceptual Master Plan 

Ben Friedman, Brookfield Properties, Senior Vice President of Commercial Development, stated the goal is to create a dynamic thriving asset that incorporates several components (retail, restaurants, parks, walk ability, and amenities). He provided a brief overview of the following: tenants, growth, project team, Master Plan, preliminary retail plan, and public financial support. The plan is to complete the construction project in phases. The goal is to optimize tenant mix and create a compelling environment to drive sales. Furthermore, mixed-use developments offer numerous benefits to the community, such as walk ability, and environmental sustainability. A series of open houses will be scheduled to discuss the development project. 

President Ciesla stated the Village and Brookfield Properties have a great business relationship. The goal is to pursue a development project that supports the community. To note, the sales tax revenue generated from Northbrook Court supports the Village and schools. She encouraged the applicant to add green elements to the development plan. 

 Village Manager Cara Pavlicek stated the draft conceptual framework for the Public Private  Partnership will be presented at a future Village Board meeting. The Village Board will adopt a non binding pre-development agreement in May. She confirmed stakeholders will be involved in project discussions; and noted public open houses can be hosted at Village Hall. She explained the formalization process with the Village. 

Mr. Friedman confirmed they plan on opening the outdoor retail as soon as possible. President Ciesla spoke in support of redeveloping Northbrook Court. She thanked the applicant for investing in Northbrook. 

The Board agreed to have Village staff work with Brookfield Properties on the Public Private Partnership Agreement. 

Ms. Pavlicek noted the public can visit the Village website for more information on the  partnership. 

President Ciesla noted the Village will be issuing a press release.
