Village of Buffalo Grove President & Board of Trustees met Feb. 6.

Here are the minutes provided by the board:

CALL TO ORDER

President Sussman called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the Flag.

ROLL CALL

Roll call indicated the following present: President Sussman; Trustees Stein, Ottenheimer, Weidenfeld, Johnson, Smith and Pike.

Also present were: Dane Bragg, Village Manager; Patrick Brankin, Village Attorney; Chris Stilling, Deputy Village Manager; Mike Skibbe, Deputy Village Manager/Director of Public Works; Chris Black, Finance Director; Art Malinowski, Director of Human Resources; Katie Golbach, Human Resources Management Analyst; Molly Gillespie, Communications Director; Evan Michel, Management Analyst; Nicole Woods, Director of Community Development; Darren Monico, Village Engineer; Brett Robinson, Administrative Services Director; Geoff Tollefson, Director of Golf Operations; Police Chief Budds; Fire Chief Baker; Deputy Fire Chief Kane.

The Committee of the Whole Meeting consisted of staff reports and Board discussion on the listed topics, with staff answering questions from the Board on each topic.

PROCLAMATION – GUN VIOLENCE SURVIORS

President Sussman read a Proclamation declaring the week of February 1-7, 2023, as National Gun Violence Survivors Week, supporting efforts to prevent the tragic effects of gun violence and to honor and value human lives.

COMMUNICATIONS COORDINATOR

Ms. Gillespie reviewed his qualifications and introduced our new Communications Coordinator, Timothy Kirsininkas, who was welcomed by the audience and the Board, after which he thanked everyone for the opportunity to be a part of the Village of Buffalo Grove.

POLICE SERGEANT PROMOTION

Chief Budds noted how pleased he is to recommend the promotion of Officer Jaime Verduzco to Sergeant, and he introduced the Chair of the Fire & Police Commission, Stuart Berman.

Mr. Berman reviewed Officer Verduzco’s career and credentials, after which he administered the Oath of Office to him as he was congratulated by the audience and the Board. Sergeant Verduzco’s wife then pinned on his badge. Sergeant Verduzco introduced his family and thanked everyone for this recognition and stated how proud and honored he is to be a part of the Buffalo Grove Police Department.

FF/PM BADGE PRESENTATION

Chief Baker reviewed Firefighter/Paramedic John Gemmel’s career and credentials, after which Battalion Chief Russell pinned on his badge. FF/PM Gemmel thanked everyone for the opportunity to be a part of the Buffalo Grove Fire Department.

CODE REVIEW TITLES 12 & 13

Mr. Robinson provided an overview of the proposed changes to Title 10 of the Buffalo Grove Municipal Code, details of which are contained in the memo that he and Ms. Brown sent to Mr. Bragg on January 30, 2023, after which he answered questions from the Board.

COMPREHENSIVE PLAN

Ms. Woods referred to a PowerPoint presentation with regard to an update of the Comprehensive Plan and how work will resume on the project. Also reviewed was how the Municipal Code can implement the Comprehensive Plan, as well as a deeper dive into Unified Development Ordinances (UDOs) and their utility, benefits, and application for our community. Further details may be found in the memo from Ms. Woods to Mr. Bragg dated February 6, 2023.

QUESTIONS FROM THE AUDIENCE

President Sussman reviewed the parameters to be followed by speakers and asked if there were any questions from the audience on items not on tonight’s agenda; there were no such questions.

EXECUTIVE MEETING

Moved by Stein, seconded by Ottenheimer, to move to Executive Session to discuss: Section 2(C)(1) of the Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees, Specific Individuals who Serve as Independent Contractors in a Park, Recreational, or Educational Setting, or Specific Volunteers of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee, a Specific Individual who Serves as an Independent Contractor in a Park, Recreational, or Educational Setting, or a Volunteer of the Public Body or Against Legal Counsel for the Public Body to Determine Its Validity. Upon roll call, Trustees voted as follows:

AYES: 6 – Stein, Ottenheimer, Weidenfeld, Johnson, Smith, Pike

NAYS: 0 – None

Motion declared carried.

The Board moved to Executive Session from 8:26 P.M. to 9:10 P.M.

ADJOURNMENT

Moved by Stein, seconded by Weidenfeld, to adjourn the meeting. Upon voice vote, the motion was unanimously declared carried. The meeting was adjourned at 9:11P.M.
