Trustee Ross moved, seconded by Trustee Pepoon to approve the May 14, 2022 minutes, as amended. On voice vote, all were in favor.

Village Clerk/Administrative Services Manager Debbie Ford read one emailed comment:
The Polisky Family, requested the Village Board evaluate Dundee Road, and establish a reduced speed limit from 45 to 40 miles per hour between Sanders and Pfingsten Roads. The goal is to promote pedestrian safety for the children walking in the high traffic area, reduce vehicle emissions and noise pollution, and reduce accidents at the intersection of Pfingsten and Dundee.
President Ciesla noted the State has authority over Dundee Road.
5. MANAGER'S REPORT
Village Manager Cara Pavlicek reported children/elderly/pets should not be left in vehicles due to extreme summer heat temperatures. Furthermore, if you are enjoying the outdoors please stay hydrated. Currently, Village Hall is open for early voting until June 27, 2022, from 9 am to 4 pm. The public can purchase vehicles stickers (September 1, 2022 deadline) and pet tags online or visit Village Hall

President Ciesla expressed concern regarding antisemitic flyers placed around the Village of Northbrook. She read a statement the Village released to promote peace, which received great support from the community. A Cook County Judge and representative with the Jewish United Fund, would like to collaborate with Northbrook to educate the public and promote peace. She noted May Hansen has greatly helped the Village promote the community pledge, which can be found online. She encouraged the public to sign the pledge to combat discrimination in the community.
Furthermore, she encouraged the public to share ideas/initiatives for next year’s budget, by completing the form online (northbrook.il.us/cheese). To note, the pop-up patch will take place on the corner of Meadow Road & Cherry Lane this year. On June 22, 2022, the Farmers Market opens this summer to the public from 7 am to 1 pm. The Village is partnering with the Park District to host pickle ball.
A. COMMUNITY MOMENT
May Hansen shared tips on how to avoid awkward interactions with people. She encouraged the public to be communicative, and acknowledge people you see, to avoid making others feel invisible/disrespected.
B. PROCLAMATION:
A Proclamation Recognizing June 19, 2022 as "Juneteenth" in the Village of Northbrook President Ciesla commented on June 19, 1865, Union Major General Gordon Granger landed at Galveston, Texas with news that the American Civil War had ended 2.5- years prior with the signing of President Lincoln’s Emancipation Proclamation on January 1, 1863, and that the enslaved are now free. Texas was the last state to accept an equality of rights and rights of property between former masters and slaves. Many former slaves left the plantations of Texas to embrace freedom and seek out family. The celebration of June 19th was coined “Juneteenth”, which celebrates Black freedom, history and achievement.

B. A Public Hearing for 633 Skokie Blvd for First Bank Chicago Wall Sign Special Permit Amendment & Transfer
President Ciesla opened the public hearing.
Michaela Kohlstedt, Director discussed an application submitted by First Bank of Highland Park, for the property located at 633 Skokie Boulevard. The bank is requesting approval to amend two special permits, to install new wall signage with a name change (rebranding) to First Bank of Chicago.
Trustee Pepoon made a motion to close the public hearing, seconded by Trustee Ross. On voice vote, all were in favor.
C. ORDINANCE NO. 2022-27
An Ordinance Authorizing the Transfer of and Modification to a Special Permit to Allow a Wall Sign in Excess of the District Height Limit of 20 Feet and in Excess of the District Sign Area Limitations of 100 Square Feet in the O-3 General Office District (633 Skokie Boulevard – First Bank Chicago) (Ordinance No. 2006-56 & 2019-53)
Trustee Pepoon made a motion to approve the ordinance, seconded by Trustee Ebhomielen. On roll call vote, the motion passed. (4 Yes Votes, 0 No Votes)

Trustee Ross commented the next Leaf Blowing Consortium meeting is scheduled in July 2022, and she will present final reports in August 2022. The Consortium is collaborating with communities to gather information on regulating gas-powered leaf blowers.
