Village of Wheeling Liquor Control Commission met April 18.

Here are the minutes provided by the commission:

1. Call to Order

Chairperson Horcher called the Meeting to order at 6:30 p.m.

2. Pledge of Allegiance

3. Roll Call - Village Clerk Kathryn M. Brady called the roll:

Present: Pat Horcher, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito, Dave Vogel

Absent: Mary Krueger

Commissioner Krueger was absent with prior notice.

4. Approval of Minutes

Approval of Minutes for the Special Meeting of March 7, 2022

Motion by Mary Papantos, second by Jim Ruffatto to approve Minutes as presented.

Final Resolution: Motion Approved

Yes: Pat Horcher, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito, Dave Vogel

Absent: Mary Krueger

5. Citizen Concerns and Comments - None

6. New Business

A. Annual Renewal of Liquor Licenses – 2022–2023

Motion to approve all liquor licenses conditionally on 1) the submittal in good order of all application materials, 2) satisfactory background check results for all responsible parties, 3) the payment of any outstanding food and beverage tax, and 4) payment of all applicable liquor license fees.

Manager Sfondilis introduced the item and answered a question from the Commission.

Motion by Jim Ruffatto, second by Mary Papantos.

Final Resolution: Motion Approved

Yes: Pat Horcher, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito, Dave Vogel

Absent: Mary Krueger

B. Consideration of a Request from Moe’s Café, Inc. at 31–33 North Elmhurst Road to Convert a Current Class N-V Liquor License to a Class B-V Liquor License

Motion to approve conditionally on 1) submittal of an updated floorplan, 2) approval by the Board of Trustees of any associated parking variation determined to be necessary, 3) passage of an ordinance by the Board of Trustees authorizing the creation of a new Class B-V liquor license, 4) satisfactory background check results for all responsible parties, and 5) payment of all applicable liquor license fees.

Manager Sfondilis reviewed the request and read the conditions for approval. Petitioner was present and answered a question from the Commission.

Motion by Dave Vogel, second by Mary Papantos.

Final Resolution: Motion FAILED

Yes: Pat Horcher, Mary Papantos, Joe Vito

No: Ray Lang, Jim Ruffatto, Dave Vogel

Absent: Mary Krueger

C. Consideration of a Request from More Foods, LLC d/b/a Vasilki Restaurant at 250–252 McHenry Road to Convert a Current Class A Liquor License to a Class B Liquor License

Manager Sfondilis introduced the item; there were no questions from the Commission.

Motion by Ray Lang, second by Mary Papantos.

Final Resolution: Motion Approved

D. Consideration of a Request from XO Restaurant & Banquet Hall, Inc. at 1057–1063 Lake Cook Road for a Supplemental Class D-4 Liquor License

Manager Sfondilis reviewed the request and read a condition for approval as follows: passage of an ordinance by the Board of Trustees authorizing the creation of a Class D-4 liquor license. There were no questions from the Commission.

Motion by Mary Papantos, second by Ray Lang.

Yes: Pat Horcher, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito, Dave Vogel

Absent: Mary Krueger

E. Consideration of a Request for a Class I Liquor License from the Village of Wheeling for an Event to Be Held on June 25, 2022

Manager Sfondilis introduced the item and read the conditions for approval as follows: submittal of a certificate of liquor liability insurance, and submittal of BASSET certificates for all applicable individuals.

There were no questions from the Commission.

Motion by Jim Ruffatto, second by Dave Vogel.

Yes: Pat Horcher, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito, Dave Vogel

Absent: Mary Krueger

7. Adjournment

Chairperson Horcher asked for a Motion to adjourn.

Motion by Jim Ruffatto, second by Mary Papantos.

Final Resolution: Motion Approved by Voice Vote, all ayes, the meeting adjourned at 6:42 p.m.
