A. RESOLUTION NO. 2021-137

2021-137: Resolution Approving An Agreement to Lease Five Police Department Automated License Plate Reader Cameras from Flock Safety

Chief Kennedy discussed a resolution to approve an agreement to subscribe for use of five Police Department automated license plate reader cameras from Flock Safety. He requested Village Board approval to execute a two-year lease agreement with Flock Safety. The cameras will capture vehicle license plates to search the numbers through the NCIC (National Crime Information Center) and LEADS. The goal is to locate stolen or crime vehicles. Furthermore, the camera system provides stolen vehicle alerts to the Police Department and footage will be stored for 30-days.

The cameras will be placed in the area of Northbrook Court and several roadways. To note, the cameras do not provide facial recognition and will only capture the rear of vehicles. Flock Safety is committed to adhering to the FBI's Criminal Justice Information Services (CJIS) Security Policies.

Trustee Pepoon asked if the cameras track use and behavior. Chief. Kennedy responded no, the usage is for law enforcement only and operations are controlled by CJIS.

Trustee Ross noted the cameras will not be used to target expired license plates. She asked how long the videos will be stored in the system. Chief Kennedy responded 30-days, unless there is a criminal investigation requiring records be kept longer for a specific license plate.

Trustee Collison asked if they plan on leasing more cameras in the future. Chief Kennedy responded the purchase is part of the CIP for the following year. The goal is to make the community safer for the public. He noted several neighborhoods that have cameras in place.

Trustee Ebhomielen requested clarification on CJIS. Chief Kennedy discussed how CJIS secures the public’s data. He noted only law enforcement can access the system.

Trustee Ross requested clarification on the alert system. Chief Kennedy responded the alerts are sent to law enforcement and dispatchers only.

Chief Kennedy discussed how the cameras will be utilized in crime investigations. Trustee Ross commented the Village will follow best practices when using new technology.

Trustee Pepoon noted the Village subscribed to a national license plate database for $9,400. He asked if the camera system will enhance the database. Chief Kennedy responded Flock Safety is very popular compared to Vigilant. He noted Flock Safety works well with other systems and will greatly benefit the Village.

Trustee Hebl asked how Flock Safety and the Amber Alert system will work together. Chief. Kennedy responded the cameras can send local captures to other users to support the elderly and mentally ill population during an emergency.

President Ciesla commented the system will greatly benefit the community and Police Department. The Flock Safety system is a step towards a safer community.

Trustee Hebl made a motion to approve a two-year lease agreement for five automated license plate reader cameras from Flock Safety, seconded by Trustee Israel. On voice vote, the motion passed.

6. REMARKS FOR THE GOOD OF THE ORDER

Trustee Hebl commented Northbrook is a great community to live in.

7. ADJOURN

Trustee Pepoon moved, seconded by Trustee Ross to adjourn the meeting at 7:55 pm. On roll call, all were in favor.
