A. POLICE POLICY & CODE SERVICES COMMITTEE – Time: 7:02 PM

1. Consider an Ordinance Granting a Variation for Lot Coverage to Permit a Pool at 519 W. Dorset Avenue - Motion Carried by Voice Vote (Council District: Two)
Planning & Zoning Director Ben Vyverberg presented the petitioner's request for a Variation to permit the lot coverage to be 110 square feet, or 46.3% (maximum by Code 45%) to allow for the construction of an in-ground pool. The ZBA voted unanimously to approve the variation and staff concurs.
In response to Councilman Myslinski, Vyverberg stated no neighbors have commented.
In response to Councilman Kozlowski, a pool is considered impervious surface since the quantity of water it can take in is minimal. Pool water can be released into the storm sewer.

Planning & Zoning Director Ben Vyverberg presented the petitioner's request for a Special Use to permit a sun room addition to be set back 15 feet from the rear lot line (minimum required 40 feet) on an irregularly shaped 15,425 square foot lot. The existing house has a non-conforming rear yard setback of 35 feet (40 feet required). The proposed sun room addition will be 15 feet from the rear lot line with an established tree line. Neighbors expressed concern for setting a precedent.
The ZBA voted unanimously to recommend approval of the Special Use. Staff recommends action at the Village Council’s discretion.
Councilman Millar stated that it was due to the existing deck and the addition being the same footprint but he would not normally approve it even if it backed up to an open area.

1. Consider a Motion to Accept a Proposal for Janitorial Maintenance Services for the Police Headquarters and Combined Service Facility - Approved by Voice Vote
Public Works Director Matt Barry recommended accepting the proposal from Ultra Cleaning, Inc. of Palatine for Janitorial Maintenance Services for the Police Headquarters (5/week) and Combined Service Facility (3/week) in the total amount of $54,360 for 2022, $56,040 for 2023, and $57,720 for 2024.

Public Works Director Matt Barry recommended accepting the proposal from Harvard Maintenance for Janitorial Services at the Village Hall, Palatine Metra Train Station, and Gateway Center Parking Deck for 2022-2024, with the option to renew for a two-year period if mutually acceptable. Due to on-going reduced commuter traffic, staff proposes reducing the afternoon shift by two hours, a 4.2% decrease for 2022, and a 3.0% increase for 2023 and 2024. Staff recommends authorizing the Village Manager to execute a three-year agreement with Harvard Maintenance for $131,689.44. for 2022 and in an amount equal to the un-reduced amount should it be determined the reduced hours do not meet the needs of the Train Station and Gateway Center Campus during the life of the 3-year agreement with a 2-year option to extend.

1. Consider Continued Discussion of the CY 2022 Proposed Budget & Capital Investment Plan -
In response to questions on Saturday, Village Manager Reid Ottesen reported that speed enforcement cameras are only an option for communities with a population of 1,000,000 or more.
Ottesen also explained that Outstanding Debt of $40 million is based on bonds paid through the Water Fund, Sewer Fund, TIF Districts and General Fund. Staff has a plan using TIF Surplus to eliminate the last 2 years off the schedule and there is $1.5 million set aside next year for global supply chain impacts on sales tax receipts. If that set aside is not used, those dollars could help further shorten the debt schedule.
Next Monday is the required Public Hearing; the final adoption of the CY 2022 Proposed Budget & Capital Investment Plan is on December 6.

XIII.RECOGNITION OF AUDIENCE – Time: 7:19 PM
Nathan Etter, 234 N. Plum Grove Road, came to Palatine 5 years ago, and stated he and his family have immersed themselves in this community. We advocate for the Village Council to create a Historic Preservation Commission, and advocates for historic preservation guidelines. He stated his home, as well as the Patton Home could be destroyed without historic preservation standards. Preserving our historic buildings will further attract young families to Palatine. Both Arlington Heights and Barrington have historic preservation commissions. He said we are not looking to prohibit making changes, but to save buildings that are over 100 years old.
Joe Petykowski, President of the Palatine Historical Society, supports this initiative. He said 35 homes display plaques identifying them as Palatine homes for over a century. Many are older than the Village which was incorporated in 1866.
Marleen Vuenrrostro, 59 S. Hale # 406, is a tour guide in the older section of Palatine.
Residents are enthusiastic.
Audrey Olson, a Historical Society volunteer, supports this effort.
Brittany Niequest, Crystal Lake, offers herself as a resource and cheerleader. Mayor Pro Tem Millar accepted the request and forwarded it to staff.
