City of Elgin Committee of the Whole Met May 12.

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 7:40 p.m. in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Absent: None.

Approval of Minutes

Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the April 28, 2021, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmembers Good and Thoren abstained.

Amendment No. 1 to Engineering Services Agreement with Trotter and Associates, Inc. for Sewer Infrastructure Projects

Councilmember Steffen made a motion, seconded by Councilmember Shaw, to approve Amendment No. 1 with Trotter and Associates, Inc. in the amount of $131,100 to provide the City with engineering services to evaluate, design and provide construction services related to sewer system improvements. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Amendment No. 1 to Engineering Services Agreement with Strand Associates, Inc. for Treatment Facility Engineering Projects

Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve Amendment No. 1 with Strand Associates, Inc. in the amount of $90,000 to provide the City with engineering services to evaluate, design and provide construction services related to facility improvements at various Utility Department facilities including the Leo Nelson Riverside and Airlite Water Treatment Plants. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Easement Agreements at 712 E. Laurel Street and 721 E. Chicago Street for Laurel Street Culvert Replacement

Councilmember Powell made a motion, seconded by Councilmember Shaw, to approve easement agreements with German Hernandez of 712 E. Laurel Street and Maria C. Gloria Gonzalez of 721 E. Chicago Street for storm sewer system repairs in the amount of $300 each in order to acquire the right to gain temporary access to private property to complete repairs on the storm sewer system. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Announcements from Council

Councilmember Martinez announced the Explore Elgin Area campaign “Over the River and to the ‘Burbs”. She noted various themed itineraries for families, architecture, and the arts.

Councilmember Martinez also noted that the Elgin Area Convention and Visitors Bureau announced that the North American Women’s Handball championship would be held in Elgin this summer.

Councilmember Dixon thanked Councilmember Lopez for his work on the city council.

Councilmember Shaw congratulated Karina Nava and Amanda Harris on their recent promotions in the city manager’s office. He also thanked Aaron Cosentino for his work as Interim Assistant City Manager.

Councilmember Shaw made a motion, seconded by Councilmember Martinez, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.
