President Roth called the meeting to order at 7:00 pm.

PRESIDENT'S REPORT:

President Roth stated that due to many questions regarding Halloween and what is being allowed, a proclamation has been prepared for earlier than usual release. Trustee Baumer presented the details of the proclamation. While the Village is not encouraging door-to-door trick or treating, it will be allowed from 3 to 7 pm on October 31, and parents are urged to use necessary precautions with their children.

VILLAGE MANAGER'S REPORT:

Village Manager Sharon Caddigan announced the Village has received notice of a $170,000 grant from Cook County Dept. of Transportation and Highways for Phase 2 of the Route 59 Bridge project.

Ms. Caddigan noted Village Hall will be closed to the public on Monday, October 12 for an in service day. Employees will receive updated COVID protocols and information.

APPROVAL OF AGENDA:

APPROVAL OF THE MINUTES:

Request the Board approve the Minutes of the Village Board Workshop of September 10, 2020 as presented. Trustee Harper moved for approval. Trustee Cecille seconded the motion. A voice vote approved the Minutes as presented.

Request the Board approve the Minutes of the Regular Board Meeting of September 17, 2020 as presented. Trustee Cecille moved for approval. Trustee Schmidt seconded the motion. A voice vote approved the Minutes as presented.

COMMUNITY AFFAIRS - Trustee Thon/Trustee Cecille

A-20-087 Resolution - Approval of Bid and Contract / Pavement Restorative Seal

Request the Board approve a Resolution entitled "A RESOLUTION APPROVING AND AUTHORIZING THE VILLAGE PRESIDENT TO EXECUTE ON BEHALF OF THE VILLAGE AND AUTHORIZING THE VILLAGE CLERK TO ATTEST TO A CERTAIN CONTRACT WITH CORRECTIVE ASPHALT MATERIALS, LLC AT AN ANTICIPATED COST OF $53,600.00." This Resolution approves a contract with Corrective Asphalt Materials, LLC, 300 Daniel Boone Trail, South Roxana, Illinois, the only contractor licensed to apply CRF Restorative Seal in the State of Illinois, to furnish and apply CRF Restorative Seal on various streets in the Village at an estimated cost of $53,600.00.

Trustee Thon presented the Resolution and moved for approval. Trustee Schmidt seconded the motion. Public Works Director Matt Mann stated this is a unit price contract for a product that works to extend the life of asphalt pavements. The product is sprayed on the asphalt and covered by a fine aggregate which allows resumption of traffic within 45 minute. The contractor returns to sweep up the aggregate a couple of days later. Mr. Mann noted a slight price increase attributable to sweeping and dump fees. ROLL CALL:

A-20-088 Ordinance – Text Amendment – Title 10 – Subdivision Regulations

Request the Board approve an Ordinance entitled “AN ORDINANCE AMENDING SECTION 10-6-12 ENTITLED “WATER OR DETENTION FACILITIES” AND SECTION 10-8-2 ENTITLED "DEFINITIONS" OF TITLE 10 ENTITLED “LAND SUBDIVISIONS" OF THE VILLAGE CODE OF ORDINANCES OF THE VILLAGE OF STREAMWOOD." This Ordinance modifies the Land Subdivisions regulations to ensure consistency with recent Metropolitan Water Reclamation District (MWRD) and Cook County standards regarding overall stormwater management in the Village.

Trustee Carlson presented the Ordinance for first reading and posting.

Public Works Director Matt Mann stated this amendment is for two chapters within Title 10 regarding stormwater detention and floodplain items. In late 2019, the MWRD made significant amendments to the Watershed Management Ordinance (WMO) including two updates impacting stormwater design. New rainfall data recognizes that the area is receiving more intense rainfall than in the past and the release rates for governing the volume of water has changed.

The latest IL Dept. of Natural Resources floodplain audit recognizes the Village has NO structures in the floodplain. The Village has very limited stormwater flooding issues because our release rate has always been more restrictive than most, including MWRD, and were based on local conditions instead of a county-wide release rate. This amendment will also clarify the development size threshold that the detention ordinance would be triggered. Mr. Mann stated the release rate would be modified from 0.042 cfs/acre to 0.15 cfs/acre which is more restrictive than the WMO (at 0.25 cfs/acre). The size trigger to require stormwater detention will be 1 acre for residential development and 0.5 acre for commercial development. This amendment also eliminates redundancy and improves clarity in the standards. The IL Dept. of Natural Resources auditors requested adding FEMA floodplain map number 0613J to Chapter 10-8-2-A ensuring complete coverage of the Village limits.

A-20-085 Ordinance - Approval of Disposal of Surplus Equipment

Request the Board approve an Ordinance entitled "AN ORDINANCE AUTHORIZING THE SALE BY PUBLIC AUCTION, PRIVATE SALE, OR TRANSFER OF SURPLUS PERSONAL PROPERTY OWNED BY THE VILLAGE OF STREAMWOOD." This Ordinance approves declaring various items surplus and authorizing the disposal of these items by private sale, auction, trade-in, donation, or to otherwise discard them at the least cost to the Village.

PUBLIC SAFETY - Trustee Harper/Trustee Carlson

A-20-089 Ordinance – Waiver of Locational Restrictions / 700 $. Barrington Rd. / The Seville 

Request the Board approve an Ordinance entitled "AN ORDINANCE TO APPROVE AND AUTHORIZE A WAIVER OF LOCATIONAL RESTRICTIONS TO PERMIT LIVE ENTERTAINMENT FOR 700 SOUTH BARRINGTON ROAD - THE SEVILLE - IN THE VILLAGE OF STREAMWOOD, ILLINOIS." This Ordinance grants a Waiver of Locational Restrictions for live entertainment for The Seville, 700 S. Barrington Road.

Trustee Harper presented the Ordinance for first reading. Community Development Director John Peterson stated The Seville was purchased in January 2020 and as part of their special use for alcohol, the new owner agreed to obtain a Waiver of Locational Restrictions for live entertainment within six months. The pandemic caused significant delays in the process. The prior ownership pre-dated the Village's requirement for the Waiver for entertainment. AMZ Banquet Inc. has submitted all required applications and information for the Waiver. The nature of a banquet facility would allow entertainment types associated with typical events (i.e., weddings, corporate events, social events, parties, etc.) and would include DJs, bands, singers, folk dancers, karaoke, musical instrumentalists, magicians, comedians, actors and other forms of non-sexual entertainment.

The Planning and Zoning Board heard this petition on September 15th and recommended in favor of the Waiver. Staff concurs. The petitioner/owner and attorney Mike Kelly are present for questions. Three conditions were included in the Waver: 1. The interior use of the premises shall be in substantial compliance with the interior floor plan prepared by C&H industries Inc. dated February 28, 2002. Compliance shall include the use of moveable interior partition walls to crease rooms/areas of varying sizes as needed; 2. The exterior use of the premises shall be in substantial compliance with the Site Plan Sheet No. 1.P prepared by Tinaglia Architects Inc. with a last revision date of January 4, 2001; and 3. No entertainment or use of speakers shall be permitted outside of the building.

Attorney Kelly indicated there are a couple of small weddings occurring in the next few weeks. Trustee Harper moved to waive the first reading for this Ordinance. Trustee Baumer seconded the motion. A voice vote approved waiving the reading. Trustee Harper moved for approval of the Ordinance as presented. Trustee Schmidt seconded the motion. ROLL CALL:

A-20-090 Resolution - Approval of Village Board 2021 Goals and Objectives

Request the Board approve a Resolution entitled "A RESOLUTION ADOPTING THE 2021 GOALS AND OBJECTIVES." This Resolution adopts the 2021 Village Board Goals and Objectives.

Trustee Cecille presented the Resolution and moved for approval. Trustee Thon seconded the motion. Village Manager Sharon Caddigan stated the Goals and Objectives are separated into two categories: Ongoing Goals and Focus Goals. The Board affirmed a commitment to no significant new goals for the coming year, but asked staff to reevaluate three key items-more proactive economic de beautification efforts, and employee recognition. These items have been added to the general categories within Ongoing Goals. ROLL CALL:
