Elias Koutas announced October 3rd will be the posting of the skeletons on parade.

For the past 27 years, the Village of Palatine has conducted a program designed to recognize the efforts of individuals, businesses, and organizations that have beautified their surroundings for the pleasure of our community. Once again, the ‘Hometown Pride Award’ program was conducted in 2020, resulting in 30 nominations. The Beautification Commission recommends the winners be recognized.

1. Consider an Ordinance Voluntarily Annexing the Property Located at 1185 W. Algonquin Road - Motion Carried by Voice Vote (Council District: Two) Planning & Zoning Director Ben Vyverberg explained the owner's request for the annexation of the St. Michael the Archangel Cemetery and Mausoleum (approximately 300 acres) and related improvements. The property is located directly south of the existing Palatine Village boundary and would be zoned R-1. Staff recommends approval of the Ordinance.

2. 501 W. Dundee Road (Council District: One):

The motion was to approve items A., B., and C.

Planning & Zoning Director Ben Vyverberg presented the contract purchaser's request to subdivide approximately 1.038 acres into three lots and construct three single-family homes, and related improvements. Therefore, the Petitioner is seeking approval of: 1) Rezoning from R-1 Single-Family

Residential to R-2 Single-Family Residential; 2) Preliminary & Final Plat of Subdivision for a 3-lot single-family residential development; and 3) Variation to permit an 8-foot fence on Lot 1, with landscaping, for the Dundee Road frontage, instead of the maximum allowed 6-foot fence. The property has frontage on Dundee Road, an IDOT controlled state route (IL-68) and Louise Lane, which is a substandard 16' wide Village road. The proposed development would rezone the Subject Property from R-1 to R-2 and all lots would meet or exceed all R-2 requirements. As part of the proposed improvements, Louise Lane will be widened to the required minimum Village standards along the frontage of the proposed three lots plus sidewalks and right-of-way improvements. The Subdivision proposes approximately 92 linear feet of 8-foot tall interlocking vinyl fencing on the north side of the subdivision with an 11' setback for landscaping. A storm water detention is planned with a section to the north which will flow east to the forest preserve. The 5 houses on Louise Lane will have declarations allowing the rear lot fencing. Another condition states that the property owners along the substandard section of Louise Lane will be responsible for the road if the Village vacates.

As a condition of approval, Staff recommends the Village reserve the right to vacate, with a reservation of easements, any portion of the Louise Lane rightof-way in the future development. The condition would require the property owners to be responsible for their proportionate share of costs relative to the street and its maintenance. The Plan Commission voted unanimously to approve the Subdivision and Staff concurs.

Village Manager Reid Ottesen added that Louise Lane heads south onto Park District property.

Councilman Millar expressed concern for the Village maintaining basically a private lane. Ottesen stated that the Village may vacate the lane and turn it over to the homeowners' responsibility.

In response to Councilman Helms, Ottesen stated that the street exists where it is. The land to the west is vacant unbuildable Village Right of Way and is potential added value to the homeowners who would maintain the added land.

In response to Councilman Lamerand, Village Attorney Brankin stated that the title will define the restriction and maintenance of the right of way. Storm sewer, water line, and utilities will be in the Village right of way, but on the home ownership.

Jerome Pinderski, Jr., 115 W. Colfax, Palatine, attorney for the petitioners, reviewed the proposal and its proposed added value to the area. The fence is designed for privacy and landscaping to be attractive and a sound barrier.

Louise Lane has been part of the Village since 1974. Petitioners agree to improve the Lane along the proposed development. Moving the Lane to the west as Councilman Helms suggested would involve considerable engineering.

Ottesen stated that there are three parcels to the south to consider configuration of Louise Lane. Sidewalks will be installed in the area of the development.

1. Consider an Ordinance Amending Appendix A, Article 14 of the Village of Palatine Code of Ordinances - Motion Carried by Voice Vote

Planning & Zoning Director Ben Vyverberg reported, as a result of a marked increase in building permit applications for pergolas and gazebos, Staff is recommending a text amendment to Article 14 Administration to include pergolas and gazebos, in the existing categories of sheds encroaching on the setback requirements, as eligible accessory structures for a Minor Special Use and administrative approval. The Plan Commission voted 8-0 to approve the text amendments to the Village of Palatine Zoning Ordinance and Staff concurs.

1. Consider a Motion to Award a Contract for the 2020 Fiber Optic Link Project - Approved by Voice Vote

Public Works Director Matt Barry reported that after multiple interruptions in the communications to the Heron pumping station, a fiber connection to Well 10 was installed, completing the network last year to facilitate a more reliable connection. With the proximity of the Palatine Public Library and District 15 headquarters, capabilities for future connectivity to these locations will be installed as agreements are reached. Additionally, a request from Police to add security cameras to the downtown area requires connectivity at Lots D & E. By connecting the new cameras directly to our fiber communications, we are able to provide real time-secure video and recording for the D & E parking lots with our current system. Staff recommends awarding a contract for the 2020 Fiber Optic Link Project to the low responsive bidder, Utility Dynamics in the amount of $58,240.90.

Public Works Director Matt Barry identified spot drainage improvements at various locations throughout the Village, including improvements behind 427 to 443 N. Winston Drive, on Glencoe Road west of Quentin Road, 219 W. Kenilworth Avenue, 115 N. Greenwood Avenue, 301 N. Mozart Street, and on Benton Street north of Glade Street. Staff recommends awarding a contract for the 2020 Drainage Improvements Project to DeVinci Construction in the amount of $107,449.

Public Works Director Matt Barry identified and recommended several locations of water main extensions for interconnection to improve fire protection, reliability, pressure, water quality and access, and to eliminate dead ends. Smith Street north of Bryant Avenue and Rand Road, from Ports O’Call Drive to Geneva Drive, are the locations with gaps to be filled. Staff recommends awarding a contract for the 2020 Water Main Extensions Project to the low responsive bidder, John Neri Construction, Illinois in the amount of $128,950.
