1. Consider a Motion Granting a Temporary Amendment to Alley 64's Licensed Premises in Conjunction with the Proposed 'Burger Bash' on September 12, 2020 at City Limits Harley-Davidson, 2015 N. Rand Road - Approved by Voice Vote (Council District: Three)

Village Manager Reid Ottesen presented the request for a temporary amendment to the Alley 64 existing Class D-1 Liquor License for the 'Burger Bash' event, Saturday, September 12, 2020, at Alley 64, 2001 N. Rand Road, in the City Limits Harley-Davidson, 2015 N. Rand Road parking lot, as granted in the past. Staff recommends action at the Council’s discretion.

Jerry Balek, sales manager for City Limits, supported this event.

2. Consider an Ordinance Granting a Special Use to Permit a Martial Arts (and Boxing) School at 297 N. Northwest Highway - Motion Carried by Voice Vote (Council District: Six)

Planning & Zoning Director Ben Vyverberg presented the Petitioner's request to relocate an existing boxing, kick boxing, Taekwondo, fitness and martial arts facility to a multi-tenant shopping center and to grant a Special Use. Although short 5 parking spaces, sharing parking with the neighboring Wendy's would provide needed parking. The Petitioner will submit a traffic management plan to the Village. A condition requires a 6-month parking review. The ZBA voted unanimously to approve and Staff concurs.

Jessica Hill, a parent volunteer, recommended considering the potential parking shortage. Village Manager Reid Ottesen noted that Vyverberg will work with the business owner and the landlord regarding additional parking.

In response to Councilman Solberg, Vyverberg stated that parking counts indicated Wendy's parking provides available spaces.

Petitioner Pedro Calla, owner from Wauconda, has been operating the facility for 10 years, for all ages. In response to Ms. Hill, after each class, there is time for parents to leave before parents of next class arrive. He is willing to do whatever is required.

B. BUSINESS FINANCE & BUDGET COMMITTEE – Time: 7:23 PM

KOLLIN KOZLOWSKI, CHAIRMAN

1. Consider a Motion Accepting the Village of Palatine's 2020 Mid-Year Financial Review and Concurrence with the Proposed COVID-19 Financial Response Plan.

Village Manager Reid Ottesen opened discussion of the 2020 Mid-Year

Financial Review noting anticipated delays in receiving funds from the state. COVID will delay 2020 funds 3 months, and will have an adverse impact from $3.5 million to $7 million.

Sales tax is below 2019 receipts. The 2020 budget was increased due to expectations of additional sales tax generated by the new car dealerships.

Illinois stated there would be an increase in the state handling fee, instead they have eliminated it. The unemployment claims will impact the budget. Key revenues make up 66% of the revenue: property tax, sales tax, and state income tax. Other revenues come from motor fuel tax, licenses and permits.

Ottesen noted steps the Village has taken to address the COVID impact:

1. Hiring Freeze and attrition savings of $750,000 in 2020

2. Cut 10% in Supplies and Services saving $80,000

3. Redirected $931,000 to General Fund

4. Use CY 2019 Excess Reserves $1,256,000 to offset revenue loss

5. Use Economic Stabilization Funds $1,600,000 to offset revenue loss 

6. Use Cook County CARES Act Funding $546,761

Ottesen added that CARES funding will be used for technology, which is a positive, but in reality, we do not know the full impact of COVID on the Budget.

Staff recommends the Council receive and place on file the Mid-Year Financial Report and concur with the Proposed COVID-19 Financial Response.

In response to Mayor Schwantz, Ottesen stated COVID expenses include hire back costs due to COVID. The 2021 Budget Process has begun, and Saturday, October 31, is the date of the Annual Budget Review Workshop.

In response to Councilman Kozlowski, Ottesen stated the new Cook County Treasurer has been good with payout of property taxes. Finance Director Paul Mehring agreed, estimating we may have 92% property tax income.

Councilman Kozlowski expressed appreciation for all the hard work staff has put into collecting this information.

In response to Councilman Lamerand, Ottesen stated that some projects may not move forward until funding is available. When funding allows, positions will be added back and programs will be funded again. Staff will work to provide a responsible budget.

2. Consider an Ordinance Amending the Village of Palatine's Calendar Year 2020 Budget (2nd Quarter Budget Adjustments) - Motion Carried by Voice Vote

Village Manager Reid Ottesen reported the Department of Finance & Operations continues to monitor Village fiscal activities quarterly to identify potential problem areas and take corrective action at an early stage. The 2nd Quarter Budget Adjustments include: 1) $887,854 - Budget Increase Using New Revenue Offsets; 2) $930,980 - Budget Increase Using Reserves; 3) $2,280,740 - Budget Decrease (response to COVID). These changes decrease the total Village-Wide 2020 budget in the amount of $461,906. Staff recommends the Village Council approve the 2nd Quarter Budget Adjustments.

1. Consider a Motion Requesting a Sidewalk Sale and a Waiver of the Village's Sign Ordinance to Permit Temporary Signage all for the Palatine Area Chamber of Commerce's 'Explore Palatine' Event on September 12, 2020 - Approved by Voice Vote

Village Manager Reid Ottesen presented the Palatine Chamber of Commerce "Explore Palatine" and sidewalk sales event on September 12, 2020, to support the local business economy. Staff will coordinate their request for use of some public sidewalks and a waiver of the sign regulations, allowing signs from Wednesday to Sunday including a banner at Volunteer Plaza. Staff recommends approval.

2. Consider a Motion Authorizing the Purchase of Desktop and Laptop Computers - Approved by Voice Vote

Village Manager Reid Ottesen recommended, as part of the yearly Capital Budget, replacing/upgrading outdated computers and laptop. Arlington Computer Products (ACP) is the lowest compliant bidder at $27,926.17. Due to the COVID-19 pandemic, many needs developed to facilitate teleworking and remote access. All costs associated with this should be eligible through the CARES Act, controlled by Cook County. Staff recommends approving the $27,926.17 bid from ACP for the replacement computers and authorizing the Village Manager to make an additional purchase subject to CARES Act funding approval.

3. Consider a Motion Waiving the Bid Process and Authorizing the Village Manager to Execute a Sole Source Contract with Conference Technologies Inc. for Video Conference Equipment and Integration Services - Approved by Voice Vote

Village Manager Reid Ottesen recommended purchasing the video conference system Webex Room Kit solutions for the Village Emergency Operations Center (EOC), for remote meetings/training and conferencing, similar to the system in the Fire Stations. The County allows applying for CARES act expenses in advance of incurring the costs to obtain advanced approval. Staff recommends authorizing the Village Manager, subject to approval by the County, to waive the bidding process to provide interoperability with current system, and to purchase Video Conference System from Conference Technologies Inc., in an amount not to exceed $21,898.

Village Manager Reid Ottesen stated the September 2020 E-newsletter topics focus on preparation for fall and winter. Articles and content will be adjusted to present the most up-to-date COVID-19 information. Ottesen stated that it looks just like the old printed version and can be printed for those who do not have computer access. Action is at the discretion of the Committee.

Councilman Helms asked about infrastructure improvements, specifically those marked in white on sidewalks, and for information regarding the scheduled Nicor improvements.

Public Works Director Matt Barry stated that the Nicor gas line replacement project will be working this fall and completed by October. Sidewalk replacement will be complete by October. Multiple crews have been contracted.

In response to Councilman Kozlowski, Village Manager Reid Ottesen reported much better looking sidewalk barriers have been ordered to be paid for with COVID funds. They will be in place through October.

Councilman Myslinski asked about clean up procedures after tonight's storm. Barry said crews are out cleaning up relatively little damage and will reassess in the morning.

In response to Councilman Myslinski, Barry explained that temporary traffic signals have been installed along the Rand and Dundee area for the duration of road construction.
