The Village Council & Committee of the Whole meetings will be held in the Village Council Chambers (at 200 E. Wood Street). The meeting will be broadcast live on Comcast Channel 6 and streamed live through the ‘Agenda & Minutes’ section of the Village website (www.palatine.il.us). The Council Chambers will be open for any member of the public that would like to provide comment or testimony regarding an agenda item at the meeting, while still adhering to the Governor’s Executive Orders. If a member of the public cannot access the meeting through one of the above means, please contact the Village Manager’s Office at (847) 359-9050 by no later than 3 PM on Monday, June 22 to be provided with a call in code.

1. Consider an Ordinance Granting a Planned Development Amendment and a Resolution Granting a Preliminary & Final Plat of Subdivision to Permit a 1- Lot Single-Family Residential Subdivision at the Vacant Lot North of 724 S. Plum Grove Road - Motion Carried by Voice Vote (Council District: Two)

Planning & Zoning Director Ben Vyverberg explained Subject Property, approximately 13,700 square feet, is a tax-divided lot with an accessory structure and driveway related to the property at 724 S. Plum Grove Road. The owners are requesting an amendment to the Old World Planned Development and a 1-lot subdivision for a new single-family residential home on W. Michigan Avenue, which conforms with the sub-area plan. The Plan Commission voted 9-0 to approve the request, subject to Staff conditions and Staff concurs.

2. Consider an Ordinance Adopting and Approving the 2019 Substantial Action Plan Amendment CDBG-CV and Citizen Participation Plan Amendment for the Community Development Block Grant Program - Motion Carried by Voice Vote

Planning & Zoning Director Ben Vyverberg explained that the federal government, through HUD, has allocated an additional $303,119 in special Community Development Block Grant (CDBG) funds to the Village of Palatine, to respond to COVID-19-related needs. The Village must approve a Citizen Participation Plan Amendment to add certain public participation processes and waivers approved by HUD and must approve a 2019 Annual Action Plan Substantial Amendment to explain how it will use the CDBG-CV funds. HUD allowed a minimum 5-day comment period, instead of the typical 30 days. Any eligible funds are to be expended no later than the end of the CDBG 2021 program year (September 2022). Vyverberg noted the fund allocation:

• $10,000 Administration

• $218,119 Public Service--homeless overnight

• $75,000 Economic Development--Small Business loan/grant to benefit low/moderate job retention

Staff recommends approval of an ordinance adopting the Village of Palatine's 2019 Substantial Action Plan Amendment CDBG-CV and Citizen Participation Plan Amendment.

A. Consider a Request for the Waiver of the Village's Sound Amplification Ordinance for Thrive Vineyard Church at 845 E. Glencoe Street - Approved by Voice Vote (Council District: Five)

The motion was to approve Items A. and B.

Village Manager Reid Ottesen presented the requests for waivers of the sound amplification ordinance from now through September, 2020 from the First United Methodist Church, and Thrive Vineyard Church, to conduct occasional weekend worship services outdoors on their properties. Staff recommends approval, subject to compliance with the Governor's Executive Order.

Ottesen requested administrative approval for similar requests. Council concurred.

B. Consider a Request for the Waiver of the Village's Sound Amplification Ordinance for First United Methodist Church at 123 N. Plum Grove Road - Approved (Council District: Six)

2. Motion to Approve an Ordinance Amending Chapter 11 Licenses, Permits and Regulations and Chapter 12 Offenses and Miscellaneous Provisions of the Village's Code of Ordinances - Motion Carried by Voice Vote

Village Manager Reid Ottesen reported last year, the Illinois General Assembly adopted new legislation prohibiting the sale of tobacco products including alternative nicotine products such as e-cigs to anyone under 21, and prohibiting the purchase of tobacco products by anyone under 21. The Police Department and Administration recommend an ordinance prohibiting the possession of tobacco products and alternative nicotine products by anyone under 21 and updating the Village Code to reflect the State changes related to selling, buying, and defining alternative tobacco products. Violations would result in a local ordinance ticket. Staff recommends approval of the ordinance amending Chapters 11 and 12 of the Code of Ordinances.

1. Consider a Supplemental Resolution Appropriating $162,445 of Motor Fuel Tax Funds for the Rehabilitation of Rohlwing Road - Adopted by Voice Vote

Village Manager Reid Ottesen reported that Rohlwing Road, from Palatine Road to Cunningham Drive, is scheduled to be rehabilitated in the 2020 Capital Plan. IDOT awarded $753,029.34 from the REBUILD Illinois capital program. In order to reallocate and expend these funds, the State requires the Council to pass a supplemental resolution. Staff recommends that the resolution appropriating $162,445 of Motor Fuel Tax funds for the rehabilitation/reconstruction of Rohlwing Road, from Palatine Road to Cunningham Drive, be approved. Ottesen confirmed that the savings will cover the cost of curb, gutter and sidewalk spot replacement and drainage improvement.

1. Consider a Motion to Approve an Intergovernmental Agreement with the Village of Hoffman Estates for the Design and Construction of a Water System Interconnection - Approved by Voice Vote

Village Manager Reid Ottesen explained that Palatine and Hoffman Estates conducted a Phase I engineering study, which identified a mutually beneficial emergency water interconnection with Little City with an estimated total cost to each village of $750,000. As a member of the Northwest Water Commission (NWC) an anticipated 50% of the Village's construction cost would be eligible for reimbursement from NWC. Hoffman Estates will act as the lead agency in the design engineering and Palatine will reimburse at 50%. Palatine will act as the lead agency in the construction and construction engineering with Hoffman Estates reimbursing for 50%. Staff recommends approval of the intergovernmental agreement.

Consider an Ordinance Establishing the Required Number of Signatures for Nominating Petitions for the Office of Mayor, Clerk and Council Members in the Village of Palatine, Illinois to Only Apply During the Nominating Petition Season for the General Consolidated Election on April 6, 2021 Due to the Long Lasting and Ongoing Impacts of the Covid-19 Pandemic - Motion Carried by Voice Vote (Council District: Multiple)

Village Manager Reid Ottesen stated as a Council Manager form of government with the Council elected by district, in 2010 the Palatine adopted an Ordinance that specifically required a minimum of 125 petition signatures for district councilman and 750 signatures for the Mayor or Village Clerk. The current COVID-19 pandemic could impact the petition circulation process and affect the ability to get signatures. The proposed ordinance would supersede the 2010 ordinance for this one election cycle, requiring 60 signatures for Council districts and 360 signatures for the Mayor and Village Clerk. Staff recommends approval.

Village Manager Reid Ottesen reported that the Governor announced Phase 4 will begin Friday, among other openings, restaurants will be allowed open seating at 25% capacity inside with specific distances and guidelines while continuing outdoor dining through Labor Day.

Councilman Myslinski noted that swimming pools will be open for lessons and lap swim.

Ottesen reported no complaints regarding outdoor music, and just two regarding distancing.

Mayor Schwantz thanked staff for fielding the calls and concerns regarding the Governors' orders.
