II. AGENDA ITEM
1. Consider a Resolution Seeking Immediate Modifications to the Restore Illinois Plan to Reopen Businesses and Resume Civic Activity - Adopted by Voice Vote
Mayor Schwantz introduced the topic of the proposed 3-part Resolution, from Palatine to Illinois Governor Pritzker regarding modifications to RESTORE ILLINOIS, the plan to reopen the economy after COVID-19 closings. Mayor Schwantz made it clear that this is not a political statement; it is coming from a nonpartisan Council. Eight Northwest municipalities are preparing similar Resolutions.
Village Manager Reid Ottesen outlined three issues:
1. The Governor has identified 4 regions in Illinois for RESTORE ILLINOIS. Historically, the state is divided into 11 medical regions. Palatine is asking that the Governor use the 11 medical regions for RESTORE ILLINOIS, rather than the proposed regions, which combine the Northwest suburbs with the City of Chicago.
2. Palatine is requesting that restaurants, bars and food establishments be allowed to open in Phase III, May 29, with requirements of occupancy restrictions and precautions in place, based on recommendations from the Illinois Department of Public Health and Illinois Department of Commerce and Economic Opportunity.
3. Palatine is requesting a reduction from a 28-day to a 14-day interim between Phases.
Ottesen stated the Northwest Municipal Conference and 8 suburban municipalities are preparing resolutions this week, in compliance with the guidelines of the rest of the country, for consideration by Governor Pritzker.
In response to Richard Mayer, Journal and Topics, who asked if Palatine would go against the Governor if he denies the request, Mayor Schwantz stated it is not our intent to go head to head. Palatine will follow the Executive Order.
