Here is the minutes provided by the board:

1. CALL TO ORDER:

Village President William McLeod called the meeting to order at 7:27 p.m. The Village Clerk called the roll. Trustees present: Gary Stanton, Michael Gaeta, Karen Arnet, Karen Mills, Anna Newell, Gary Pilafas attended electronically.

A quorum was present.

Motion by Trustee Gaeta, seconded by Trustee Stanton, to approve Item 5.C.

5.C. Request Board approval of Ordinance No. 4786-2020 granting a special use to W-T Properties Schaumburg I LLC (owner) and Dan Scheid d/b/a Zeigler Hoffman Estates 1 LLC (applicant), 80 W. Higgins Road, Hoffman Estates.

Motion by Trustee Gaeta, seconded by Trustee Stanton, to approve Item 5.D

5.D. Request Board approval of Ordinance No. 4787-2020 granting a Master Sign Plan under Section 9-3-8-M-13 of the Zoning Code for the property located at 2580 W. Golf Road, Hoffman Estates.

6.A. President’s Report

Proclamation(s)

Trustee Newell read the following proclamation.

Motion by Trustee Gaeta, seconded by Trustee Stanton, to concur with the proclamation proclaiming Friday, April 17, 2020 as Roger Stell Day.

Trustee Stanton read the following proclamation.

Motion by Trustee Gaeta, seconded by Trustee Stanton, to concur with the proclamation proclaiming Tuesday, April 7, 2020 as National Service Recognition Day.

Trustee Arnet read the following proclamation.

Mayor McLeod read the following proclamation.

Motion by Trustee Gaeta, seconded by Trustee Stanton, to concur with the proclamation proclaiming April 2020 as National Parkinson’s Disease Awareness Month.

Motion by Trustee Gaeta, seconded by Trustee Stanton, to accept the resignation, with regrets, of Mike Cooper from the Youth Commission.

Mayor McLeod stated that he has participated in many phone calls regarding coronavirus, that the residents have been very generous with donating cookies and meals to the hospital workers along with N-95 masks and that everyone has been working hard to get through this. He told a story of a Haverford Place resident who is a nurse at the hospital and how the residents from there honored her with signs and cheers to show their support. He then reminded everyone to complete their Census form and how important it is to be counted.

6.B. Trustee Comments

Trustee Stanton stated that he joined in on COVID 19 calls.

Trustee Gaeta stated he participated in on a US Conference of Mayors call.

Trustee Newell stated that she participated in a JAWA, a “Leading during a public health crisis” call, she thanked everyone for pitching in during this crisis and announced that the Schaumburg Township food pantry is offering a drive thru pick-up.

Trustee Arnet thanked staff for doing an outstanding job and hopes that everyone stays healthy and safe.

Trustee Mills stated that she participated in a Mayor Lightfoot call and the Governor Pritzker calls, she wishes everyone to be safe and healthy and she thanked our first responders, healthcare providers, volunteers and staff for all that they’re doing.

Trustee Pilafas thanked everyone for their support for the workers and businesses.

6.C. Village Manager’s Report

Mr. Norris said that he was proud of the effort that everyone in the Village is putting in to get through this.

6. D. Village Clerk’s Report

The Village Clerk stated that the U.S. Department of State has now suspended accepting passport applications.

6. E. Committee Reports

General Administration & Personnel

Trustee Arnet stated that they would be meeting to receive and file the Cable TV, Human Resources Management and Legislative Operations & Outreach Monthly Reports.

Transportation & Road Improvement

Trustee Mills stated that they would be meeting to receive and file the Transportation Division Monthly Report.

Planning, Building & Zoning

Trustee Stanton stated that they would be meeting to request by Walnut Pond Estates, LLC for approval of a Subdivision Improvement and Release Agreement for Airdrie Estates Subdivision located at the northeast corner of Rohrssen Road and McDonough Road and to receive and file the Planning Division, the Code Enforcement Division and the Economic Development and Tourism monthly reports.

7. ADDITIONAL BUSINESS:

Motion by Trustee Mills, seconded by Trustee Gaeta, to approve Items 7.A. through 7.K.by omnibus vote.

7.A. Request Board approval of Ordinance No. 4788-2020 reserving volume cap in connection with private activity bond issues and related issues.

7.B. Request Board approval of Resolution No. 1701-2020 establishing fees for Police Department personnel (hireback fees).

Motion by Trustee Mills, seconded by Trustee Gaeta, to approve Item 7.C.

7.C. Request Board authorization to declare $4,925,676.10 as the taxing district allocation for tax levy year 2018 within the EDA Special Tax Allocation Fund, and direct the Treasurer to remit said funds to the taxing districts per PA097-0636 and per agreed upon court order.

Motion by Trustee Mills, seconded by Trustee Gaeta, to approve Item 7.D.

7.D. Request Board authorization to award contract for purchase of 31 Zebra ZQ 520 series mobile printer including accessories to MSA Systems Inc., San Jose, CA (low bid) in an amount not to exceed $23,013.47.

Motion by Trustee Mills, seconded by Trustee Gaeta, to approve Item 7.E

7.E. Request Board authorization to award contract for the purchase and installation of grinder and related improvements at Moon Lake lift station to Marc Kresmery Construction, Elgin, IL (low bid) in an amount not to exceed $222,995.

Motion by Trustee Mills, seconded by Trustee Gaeta, to approve Item 7.F.

7.F. Request Board authorization to extend 2018 contract for 2020 season landscape maintenance services for (A & B locations) Village-owned sites and state/county rights-of-way to V. Cardenas Landscaping, East Dundee, IL, in an amount not to exceed $77,470.

Motion by Trustee Mills, seconded by Trustee Gaeta, to approve Item 7.G.

7.G. Request Board authorization to award contract for 2020 season landscape maintenance services for (C&D locations) Village-maintained detention areas, park-type properties and various cul-de-sac islands to V. Cardenas Landscaping, East Dundee, IL, in an amount not to exceed $55,428.50.

Motion by Trustee Mills, seconded by Trustee Gaeta, to approve Item 7.H.

7.H. Request Board authorization to waive formal bidding; and purchase three (3) replacement trucks through Suburban Purchasing Cooperative Contract from Currie Motors, Frankfort, IL, in an amount not to exceed $88,316.

Motion by Trustee Mills, seconded by Trustee Gaeta, to approve Item 7.I.

7.I. Request Board authorization to waive formal bidding; and purchase equipment for up fitting new Units #36, #26 and #70 utilizing Sourcewell Coop Contract Discount from Monroe Truck Equipment, Monroe, WI, in an amount not to exceed $43,127.

Motion by Trustee Mills, seconded by Trustee Gaeta, to approve Item 7.K.

7.K. Request Board approval of Ordinance No. 4789-2020 amending Section 8-3-22, Number of Licenses of Article 3, Alcoholic Liquors, of the Hoffman Estates Municipal Code (increase in number of Class “A” and Class “LC” Licenses, El Taurino Inc., 4 Golf Center, Hoffman Estates.
