3. PUBLIC COMMENT TIME

Village Clerk, Debbie Ford read an email received from Carla Carey, which stated the Village of Glenview passed a law that requires the public to wear facemasks. Furthermore, she asked what the Village of Northbrook is doing to help protect the public and individuals with compromised immune systems at this time.

President Frum stated the Village will continue encouraging the public to wear masks. Furthermore, a letter was sent to businesses to encourage employers to implement staff wear facemasks and provide sanitation during the COVID-19 outbreak, to protect essential workers.

Trustee Ciesla stated she was very surprised to see employees working in the grocery stores not wearing masks during the COVID-19 pandemic.

President Frum stated the Village will consider adding a facial coverings order.

A Resolution Adopting a Supplemental Rule Concerning Public Comments During Virtual Meetings of the Village Board of Trustees and other Village Boards, Commissions, and Committees

A Resolution Adopting a Supplemental Rule Concerning Public Comments During Virtual Meetings of the Village Board of Trustees and other Village Boards, Commissions, and Committees

Village Attorney Steve Elrod opened the conversation. The Governor issued Executive Order No. 2020-07, suspending certain provisions of the Act concerning in-person attendance by members of the public body at public meetings. Furthermore, the Supplemental Rule is for public comment at virtual meetings, during the pandemic.

Trustee Israel made a motion to approve Resolution 2020-36; seconded by Trustee Ross.

On voice vote, all were in favor.

RESULT: ADOPTED [6 TO 0]

ABSTAIN: Frum

B. Fourth of July Event Postponed

President Frum discussed the Fourth of July event noting and marching bands will not be participating in events at this time. Furthermore, she discussed moving the Fourth of July celebration to Labor Day for the public to celebrate and would like to use the social media platform for public impute. The Earth and Arbor Day event was cancelled. Trustee Ciesla stated she agrees with President Frum regarding moving the Fourth of July event to be celebrated on Labor Day. Furthermore, she anticipates the public will not be participating in large gatherings in July, due to the COVID-19.

Trustee Israel agrees with President Frum in postponing the event, which is the best thing for the public at this time.

President Frum stated the Village staff will work with the Park District to move the Fireworks to Labor Day weekend.

Trustee Ciesla suggested asking for donations for mental health awareness or domestic violence and other related Coronavirus issues in place of the Fourth of July celebration.

A. RESOLUTION NO. 2020-37

A Resolution Approving a Compliance and Temporary Abeyance of Enforcement Agreement Between the Village of Northbrook and Eating Recovery Center, LLC (4201 Lake Cook Road) Trustee Ciesla asked why the Eating Recovery Center, LLC was given 6 months to pay. Village Attorney Steve Elrod responded they were not given six months to pay and the money is due tomorrow.

Trustee Hebl made a motion to approve the agreement as amended; seconded by Trustee Collison. On voice vote, all were in favor.
