1. Consider a Motion Authorizing the Village Manger to Execute a Proposal for the Public Works Utilities Division Phase 2 Assistance - Approved by Voice Vote

Public Works Director Matt Barry reported that, in 2019 due to staff changes, Robinson Engineering completed an assessment of the Utility Division, recommending Phase 2 Assistance to implement some of the long term goals. Staff recommends authorizing the Village Manager to execute the proposal from Robinson Engineering for a Public Works Utilities Division Phase 2 Assistance in the not-to-exceed amount of $69,400.

1. Consider a Motion to Award a Contract for the Village's 2020 Street Resurfacing Program - Approved by Voice Vote

Public Works Director Matt Barry recommended awarding the 2020 Street Resurfacing Program Contract to the lowest compliant bidder, Arrow Road Construction of Elk Grove Village, Illinois, to resurface over 6 miles for the amount of $2,307,278, saving $302,760.

In response to Councilman Millar, Barry stated that there is a 50-50 program for residents to resurface their drive way.

Public Works Director Matt Barry recommended that the 2020 Mallard Drive and Eaton Court Rehabilitation contract be awarded to the low responsible bidder, Schroeder Asphalt Services, in the amount of $726,102.

3. Consider a Motion Authorizing the Village Manger to Execute a Proposal for a Water System Risk and Resiliency Assessment - Approved by Voice Vote

Public Works Director Matt Barry explained the EPA’s America’s Water Infrastructure Act of 2018, required communities serving more than 3,300 customers are now required to complete a Risk and Resilience Assessment to prepare for emergency disruptions in water quality and delivery due to natural disasters, accidents, or intentional acts that would affect the Village’s operational assets or cyber network. A grant for this assessment may be available by May from the Northwest Water Commission. Staff recommends authorizing the Village Manager to execute the proposal from Robinson Engineering for a Water System Risk and Resiliency Assessment in the notto-exceed amount of $40,300.

Public Works Director Matt Barry reported that a recent Staff Code review indicated two sections of Chapter 18 Traffic warrant updating and clarification:

Section 18-85 (Loading Zones) and Section 18-88 (passenger pick-up areas).

Staff recommends approval of the text amendments.

1. Information Regarding March 17, 2020 Presidential Primary Election Early Voting -

Village Clerk Marg Duer reported the Presidential Primary Election Day is

March 17, 2020. All polling sites will be open on March 17.

As in the past, Village Hall will be an Early Voting Site for the Primary Election from March 2 – 16 (including weekends) in Meeting Room A. Early Voting hours are weekdays and Saturdays 9 – 5 and Sundays 10 – 4. Early Voting will stay open until 7 pm from March 9 – 13.

Everyone should prepare to vote by knowing the candidates for the US Senate and House, IL Senate and House, Attorney General and Appellate and Circuit Court Judges as well as the Presidential hopefuls. The Daily

Herald has done a good job interviewing and presenting their backgrounds and positions.
