Call to Order
President McCombie called the Board meeting to order at 7:30 p.m. Clerk Wood took roll: Present: President: Paula McCombie

A quorum was present.
Also present were Village Engineer Natalie Karney, Building Officer Moreland, Finance Director Michelle Bodie, Executive Assistant/Deputy Clerk Melissa Moeller, Police Chief Tom Roman, and Village Attorney Brian Baugh. President McCombie led the room in the Pledge of Allegiance.
Throughout the meeting, President McCombie asked if there were any questions or comments after the motion on each agenda item.

Citizen Comments/Presentations
President McCombie introduced Pete Kostopoulus, who is proposing a new restaurant for The Arboretum, in the retail space that was formerly L'Eiffel Bistrot. Mr. Kostopoulus gave a summary of his nineteen years in the restaurant business, most recently as chef and partner in the two Buttermilk cafes in Geneva and Naperville. He then explained the type of restaurant that he would like to open in the Village. It will be a very bright and very happy place, featuring breakfast and lunch entrees from different cultures, and will include gluten free, nut free, vegan and vegetarian options. He emphasized that he uses all real ingredients, and is proud of every dish. Restaurant hours would probably be 7 am - 3 pm, and then he would like to have the restaurant available for rental in the evenings as a banquet facility. He also plans to have interactive nights for the community, such as murder- mystery dinner theater. Restaurant alcohol would include typical brunch choices (mimosas, bellinis, bloody marys), and a small selection of alcohol for the unique coffee bar service. He plans to be open every day except Christmas. Mr. Kostopoulus presented a slide show of the restaurant plan and several of his food dishes, and asked the Board for any questions. He stated that they use real eggs, real butter, and real olive oil.
President McCombie asked the Trustees for a consensus and the Board was unanimously in favor of this type of restaurant.
President McCombie asked if anyone else in the audience wanted to address the Board. The Forest Knoll HOA President spoke to the Board about the subdivision plans to redo their entrance, and to designate it as South Barrington. He asked if they could coordinate with the Village. Trustee Guranovich reported that the Village monument signs announcing South Barrington that are under consideration would probably have one near Forest Knoll, but he was unsure of the space required. Because the turn going west on Algonquin Road is sharp and hard to see, the HOA President asked if they could have a sign announcing that Forest Lane is coming up. (He compared it to the sign for Whispering Trail, which is in Hoffman Estates.) He also stated that they have found some sign vendors do not like to work with Homeowner Associations, and asked if they could work with the Village's sign vendor. It was suggested he talk with staff and Trustee Guranovich after the meeting. A second concern of Forest Knoll was the replacement of ash trees. He suggested the Village have a master plan that would outline time periods for removal and replacement of specific trees, as well as what species the ash would be replaced with. President McCombie explained that the Village does have a plan with diverse species for replacement. Brief discussion ensued on tree conditions and injections. The HOA President suggested that clear communication of the plan would help residents from getting frustrated or impatient.
President McCombie asked if anyone else in the audience wanted to address the Board; there was no one.
President’s Report
President McCombie updated the Board on the Veteran Columbarium: the VA has finished their study and the Freeman Road site is still their number one choice. It is still unknown whether they will have a public hearing, but letters can be sent in within a certain time period. The VA documents should be released early next week.
In other activities this month, the Mayor, along with Trustee Alvarado, Administrator Palmer, Police Chief Roman, and Executive Assistant/Deputy Clerk Moeller attended the Illinois Municipal League conference, and the Mayor and several Trustees attended the BACOG Legislative Breakfast. President McCombie also toured an automated building, a type of which AllState is proposing for their property. She attended a conference in Denver on the diverse and wide-ranging ramifications that changes to the cannabis laws can have on municipalities. She attended a program at the Rockford Police Department on a new camera that can automatically read license plates and perform an immediate database search. President McCombie also had the opportunity to speak about sustainability at the Mayors Caucus, where South Barrington is becoming a poster-child on sustainability with other communities taking notes on what we are doing and wanting to catch up with us.

BACOG
President McCombie referred to the submitted report. She announced that the annual BACOG dinner would be October 25th, and that any residents interested in water testing could purchase a sample container, at discounted rates for BACOG, from the Village Hall beginning October 28th.
SWANCC
Representative Abbate reported that the recent SWANCC document destruction program at our Hall, despite inclement weather, served 120 cars, 76 of which were South Barrington residents, as well as shredding papers for the Police Department. He thanked resident Al Saller, Village Engineer Natalie Karney, and Executive Assistant/Deputy Clerk Melissa Moeller for their help. Trustee Abbate's grandsons volunteered to help the Village as well. President McCombie noted that the Village is also looking for volunteers for the Family Fall Fest and Scarecrow Trail Walk this weekend.
Committee Reports - Building and Zoning
Chairman Guranovich noted that the Committee did not meet this month.
Committee Reports - Finance
Chairman Stagno noted that Finance did not meet this month, but did have an agenda item. Attorney Baugh clarified that the Notification of Sale is for bonds sold on September 17th, which has been closed, and the bonds are issued. President McCombie noted that these bonds were for The Arboretum Special Service Area bond refinancing, and that they are not a Village debt.

Commission Reports - Conservancy Commission
Executive Assistant/Deputy Clerk Moeller announced that the first annual Family Fall Fest will accompany the Scarecrow Trail Walk this weekend. The events will be from 1 pm to 6 pm on both Saturday and Sunday and include a rock climbing wall, kids' games, face painting, raptors, a balloon artist, therapy mini-horses, kite making and flying, and a bubbler among other things. Georgio's and Pinstripes will both be selling food, beer and wine. Sunday's entertainment will include live music by Pat McKillen. The Village is looking for volunteers to help set up and take down the games. She encouraged everyone to come join in a fun weekend.

The PC/ZBA had submitted to the Board its unanimous recommendation to deny a proposed variation to a side yard setback in an A-3 Single Family Residential District.

President McCombie noted that State laws concerning cannabis would be changing in January.

Discussion: Trustee Kerman asked if the laws would cover the sale and/or use of the product. Attorney Baugh stated that the Village cannot prohibit the use of cannabis but can prohibit the use in public, and that the Village does have the authority to allow or deny the sale of the product in the Village. President McCombie noted that the PCIZBA hearing would allow for public comments on the issue, noting that it has many complications, and as an example she relayed concerns from a recent meeting that she was at in Colorado where communities have found their situation stressing the emergency response teams.

The new charlesSCHWAB building at The Arboretum landscaped the property differently than their approved submittal to the Village, and will either need to take out and replace the landscaping or have a variance granted.

Attorney Baugh reported that the denial of the variation request for the property at 22 N. Freeman Road would return before the Board as an ordinance on which to vote.
Commission Reports - Police Commission
Police Chief Roman reported that the Police Commission did meet and scheduled the written exam for Police Officers. Twenty-five individuals applied for the Police Officer position, of which twenty-one were eligible, of which eighteen took the test. There are no new positions currently available, but as the former list was expiring, the Village needed to make a new list of candidates.
Staff Reports - Building Officer
Building Officer Moreland referred to the monthly report and asked for any questions. He noted that the department issues two new house permits, and showed a photo of the "earth home” in the Village, where work on the upper exposed structure is finally progressing after many years.
Staff Reports – Village Engineer
Engineer Karney referred to her monthly report and added that AMC has hired a lake management company to take care of their area. Trustee Abbate thanked Engineer Karney for keeping statistics at the SWANCC document destruction event.
Staff Reports - Chief of Police
Chief Roman referred to the monthly Police report and noted that Goebbert's pumpkin fest is in high gear and recommended avoiding the area if possible. He reported that the Department had a special detail at IPIC for the "Joker” movie, and that a car stopped today for a revoked license was being driven by a wanted felon. Trustee Guranovich asked about residential burglaries; Chief Roman stated that one was window washers who picked up items while at the home.
