P-19-001 Check Presentation – Streamwood Woman’s Club

Representatives presented a check for $2,042 to DARE officer Tom Sparks

Village Manager’s Report:

Village Manager Sharon Caddigan stated the IL Legislature held a veto session and passed several items: 1. Pension consolidation which would consolidate approximately 650 police and fire pension funds for better investment returns in a similar structure to IMRF. 2. Defining online sales tax to be credited to where the product is delivered. 3. Cannabis sales can incur up to a 3 percent sales tax in addition to any local taxes for specific products, i.e., food and beverage tax for consumable products. 4. Local government control regarding on/off duty use of cannabis. 5. Labor union language “clean-up” re Janus.

Ms. Caddigan and Public Works Director Matt Mann stated Plote Construction has stepped up activity on Irving Park Road and intends to do curb work and paving within the next week.

Approval of Agenda:

Request the Board approve the November 21, 2019 Agenda as presented. Trustee Carlson moved for approval. Trustee Baumer seconded the motion. A voice vote approved the Agenda as presented.

Approval of Minutes:

Request the Board approve the Minutes of the Regular Board Meeting of November 7, 2019 as presented. Trustee Cecille moved for approval. Trustee Harper seconded the motion. A voice vote approved the Minutes as presented.

Legislative – Trustee Cecille/Trustee Thon

A-19-126 Ordinance – Approval of 2019 Property Tax Levy

Request the Board approve an Ordinance entitled “AN ORDINANCE LEVYING AND ASSESSING THE TAXES OF THE VILLAGE OF STREAMWOOD FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2019 AND ENDING ON DECEMBER 31, 2019.” This Ordinance levies $ 12,077,944.00 in property taxes for general government, debt service and pension purposes which represents a 0 percent tax levy from the 2018 tax extension. A public hearing was held on November 21, 2019 to thoroughly review the levy.

Trustee Cecille presented the Ordinance for first reading and posting.

Finance Director Josh Peacock stated the proposed 2019 Property Tax Levy is equal to the 2018 levy extension. There are increases in the IMRF, Police and Fire Pension Funds which have been offset by a decrease in the General Corporate Fund levy amount. The Village is in a good financial position and there is no increase in the tax levy amount for 2019.

A-19-127 Ordinance – Approval of 2019 Special Service Area Tax Levy

Request the Board approve an Ordinance entitled “An Ordinance Authorizing The Levy and Collection of Taxes for the Municipal Purposes of Special Service Area Number One, Special Service Area Number Two, Special Service Area Number Four, Special Service Area Number Five, Special Service Area Number Six, Special Service Area Number Seven, Special Service Area Number Eight, Special Service Area Number Nine, Special Service Area Number Ten, Special Service Area Number Eleven, Special Service Area Number Twelve, Special Service Area Number Thirteen, Special Service Area Number Fourteen, Special Service Area Number Fifteen, Special Service Area Number Sixteen, Special Service Area Number Seventeen, Special Service Area Number Eighteen, Special Service Area Number Nineteen, Special Service Area Number Twenty, Special Service Area Number Twenty-One, Special Service Area Number Twenty-Two, Special Service Area Number Twenty-Three, Special Service Area Number Twenty-Four, Special Service Area Number Twenty-Five, Special Service Area Number Twenty-Six, Special Service Area Number Twenty-Seven, Special Service Area Number Twenty-Eight and Special Service Area Number Twenty-Nine of the Village of Streamwood for the Fiscal Year Beginning January 1, 2019 and Ending December 31, 2019.”

This Ordinance levies a supplemental property tax of $150,582 for the twenty-eight Village Special Service Areas. Specifically, this ordinance levies $14,121 in SSA #1 for maintenance of wetland areas in the Meadows South subdivision; $3,929 in SSA #2 for the Oak Ridge Trails subdivision; $9,378 in SSA #4 for the Little Creek subdivision; $6,750 in SSA #5 for the Prospect Place subdivision; $8,830 in SSA #6 for the Cross Creek subdivision; $5,341 in SSA #7 for the Sherwood Forest Subdivision; $3,707 in SSA #8 for the Jacobs Farm subdivision; $2,720 in SSA #9 for the Emerald Hills Subdivision; $2,762 in SSA #10 for the Lakewood Streams Subdivision; $2,079 in SSA #11 for the Prairie Point subdivision; $724 in SSA #12 for the Hidden Glen subdivision; $12,408 in SSA #13 for the Willow Pond subdivision; $8,105 in SSA #14 for the Sterling Oaks I subdivision; $2,557 in SSA #15 for the Suncrest subdivision; $4,201 in SSA #16 for the Suncrest West subdivision; $3,954 in SSA #17 for the Phoenix Lake Business Park; $17,053 in SSA #18 for the Sterling Oaks 2 subdivision, $680 in SSA #19 for the Suncrest North subdivision; $691 in SSA #20 for the Suncrest 2 subdivision; $2,557 in SSA #21 for the Marquette Woods subdivision; $1,387 in SSA #22 for the Sutton Park Shopping Center; $1,248 in SSA #23 for the Moraine Woods subdivision; $12,603 in SSA #24 for the Buckingham Woods subdivision; $10,647 in SSA #25 for the Forest Ridge subdivision; $2,893 in SSA #26 for the Rolling Hills I subdivision; $1,765 in SSA #27 for the Rolling Hills II subdivision; $1,963 in SSA #28 for the Remington Ridge subdivision; and $5,529 in SSA #29 for the Villas of Cambridge subdivision. Finance Director Josh Peacock stated the Village is levying a dollar amount for wooded and wetland maintenance in 28 Special Service Areas. These tax dollars are levied to property owners within the specific subdivision and these funds are used only within that subdivision for maintenance throughout the year.

A-19-128 Resolution – Approval of a Professional Services Agreement / Municipal GIS Partners, Incorporated

Request the Board approve a Resolution entitled “A Resolution Approving and Authorizing the Village President to Execute and the Village Clerk to Attest to, On Behalf of the Village of Streamwood, the Calendar Year 2020 Supplemental Statement of Work for the Professional Services Agreement With Municipal Gis Partners, Incorporated to Provide Staffing Support Services to the Village in Connection with the Village’s Geographical Information System.” This Resolution amends a professional services agreement with Municipal GIS Partners, Incorporated to provide continued staffing support services in connection with the Village’s geographical information system.

Trustee Carlson presented the Resolution and moved for approval. Trustee Schmidt seconded the motion. IT Director Victor Ambroziak stated the Village entered into an Agreement in a shared GIS Consortium in September 2018 and also a three-year contract with MGP to provide experienced staff to develop our base map and consolidate the Village’s land based data. This agreement allows for annual service rate adjustments of approximately 3 percent. The base map has been completed, and additional data is being added. Tablet computers can be used in the field to add data, and the 9-1-1 data links are also being added, which will help with the proliferation of cell phone usage. The comprehensive plan data and pathway systems are being added as well. Fire is using a simple map in their bi-weekly reports showing locations for service calls. The cost for 2020 for services is not to exceed $125,521. Trustee Harper asked if the project has a completion date. Mr. Ambroziak stated that is unsure; there are growing and unlimited uses for GIS data and new applications arise often. Membership in the Consortium allows for sharing and each entity discovers new uses frequently. Many entities have full-time GIS coordinators to help manage this growing data usage. Roll Call:

A-19-129 Motion – Approval of Semi-Monthly Expenditures

Request the Board approve the semi-monthly expenditures in the amount of $2,403,744.12 which represents the total of the schedule of bills dated November 21, 2019.

Trustee Schmidt moved for approval of the semi-monthly expenditures as presented.

Trustee Cecille seconded the motion. Finance Director Josh Peacock noted the $1.2M annual payment for the existing 2005 Bond and noted this is the second-to-thelast payment as the 2005 Bond will be retired next year. Roll Call:

A-19-130 Ordinance – Approval of 2020 Operating and Capital Budget Request the Board approve an Ordinance entitled “An Ordinance Approving and Adopting the 2020 Operating and Capital Improvements Budget for the Village of Streamwood, Cook County, Illinois.” This Ordinance approves the Village's 2020 Operating and Capital Improvements Budget. The Village Board held public workshop sessions, and a public hearing was held on November 21, 2019, to thoroughly review the spending plan.

Trustee Schmidt presented the Ordinance for first reading and posting.

Finance Director Josh Peacock stated the proposed 2020 Budget is balanced and maintains all programs and services in the most efficient manner. All major funds are in compliance with Village policy and the Village will end 2019 with a positive fund balance. Sales taxes continue to perform well, and real estate transfer taxes have been steady. The 2005 Bond will be paid off next year, and the newly issued 2019 Bond will effectively takes its place with no increase in taxes. The 2019 Bond will cover the costs for replacing Fire Station 31 and a major expansion and renovation at Public Works. The proposed Budget also includes funding for community event signs and bike pathways. Water and sewer rates will not be increased for the next two years. Overall, the proposed Budget increases by 1.6 percent; approximately 81 percent of the budget is attributable to funding the Fire, Police and Public Works Departments which all provide direct services to the Village’s residents and business community.

I-19-001 Information Item – Food Drive

Neighborhood Watch group captains held a food drive to benefit the Hanover Township Food Pantry during the holiday season. The drive began October 31 and ended November 15. The pantry serves over 800 families and relies solely on donations from residents and organizations. The Neighborhood Watch groups wanted to continue their mission to improve their neighborhoods and the Village of Streamwood by providing assistance to the Food Pantry in its service to our community.

A-19-131 Ordinance – Approval of Amendment to Title 8 / Water and Sewer Rates

Request the Board approve an Ordinance entitled “An Ordinance Amending Subsection “a” of Section 8-3-4-1 Of Chapter 3, Entitled “waterworks and Sewerage System Regulations,” of Title 8, Entitled “public Ways and Property,” of the Village Code of the Village of Streamwood, Cook County, Illinois. This Ordinance amends the Village Code to establish a two-year freeze on water and sewer rates for 2020 and 2021.

Trustee Baumer presented the Ordinance for first reading and posting.

Finance Director Josh Peacock stated the Village purchases its water from the City of Chicago through membership in Northwest Suburban JAWA. The Water and Sewer Fund currently exceeds the policy fund balance threshold, and the current rate plan provides adequate funding. Staff is recommending a two-year freeze on rates through 2021. Customers will continue to be billed monthly for a minimum of 2,000 gallons and the City of Chicago surcharge of $1.80 per thousand gallons of usage will remain the same and be shown as a separate line item on the bill.

I-19-002 Information Item - Thanksgiving Holiday

Village Hall will be closed Thursday, November 28 and Friday, November 29 in observance of the Thanksgiving Holiday. As Thanksgiving is the start of the holiday travel season, please remember to buckle up and drive safely.
